How governments elect to spend public resources has significant development impact in this regard. Choosing to catalyze a shift toward more effective, efficient, and climate-resilient public spending in agriculture can accelerate change and unleash growth. Not only does agricultural public spending in Sub-Saharan Africa lag behind other developing regions but its impact is vitiated by subsidy programs and transfers that tend to benefit elites to the detriment of poor people and the agricultural sector itself. Shortcomings in the budgeting processes also reduce spending effectiveness. In light of this scenario, addressing the quality of public spending and the efficiency of resource use becomes even more important than addressing only the level of spending. Improvements in the policy environment, better institutions, and investments in rural public goods positively affect agricultural productivity. These, combined with smarter use of public funds, have helped lay the foundations for agricultural productivity growth around the world, resulting in a wealth of important lessons from which African policy makers and development practitioners can draw. 'Reaping Richer Returns: Public Spending Priorities for African Agriculture Productivity Growth' will be of particular interest to policy makers, development practitioners, and academics. The rigorous analysis presented in this book provides options for reform with a view to boosting the productivity of African agriculture and eventually increasing development impact.

The good news is that agricultural productivity in Africa increased at a moderate rate between 1961 and 2012, although there are variations in the rate of growth in land, labor, and total factor productivities depending on country and region. Differences in input use and capital intensities in agricultural production in the various farming systems and agricultural productivity zones also affect advancements in technology. One conclusion based on the book’s research findings derives from the substantial spatial variation in agricultural productivity. For areas with similar agricultural productivity growth trends and factors, what works well in one area can be used as the basis for formulating best-fit, location-specific agricultural policies, investments, and interventions in similar areas. This finding along with others will be of particular interest to policy- and decisionmakers.

The sector accounts for a significant share of output and employment in the sub-region. However, extreme weather events have been signaled to affect the sector's productivity in recent times. In this study, we investigate the heterogeneous long-run relationship between climate change and agricultural productivity in West Africa from 1990 to 2020. Using the Augmented Mean Group (AMG) and the Common Correlated Effect Mean Group (CCEMG) estimators, we show that rising temperatures significantly reduce agricultural productivity in Gambia, Mali, Niger, and Togo. However, after accounting for endogeneity, we find that the negative relationship between temperature and agricultural productivity becomes insignificant for Niger while the positive relationship between rising temperature and agricultural productivity becomes significant for Ghana. Also, the results show that temperature Granger cause agricultural productivity in West Africa. We discussed some policy implications based on these findings.

Because most Africans work in agriculture, escaping such dire poverty depends on increased agricultural productivity to raise rural incomes, lower food prices, and stimulate growth in other economic sectors. Per capita agricultural production in subSaharan Africa has fallen, however, for much of the past halfcentury. Successes in African Agriculture investigates how to reverse this decline. Instead of cataloging failures, as many past studies have done, this book identifies episodes of successful agricultural growth in Africa and identifies processes, practices, and policies for accelerated growth in the future. The individual studies follow developments in, among other areas, the farming of maize in East and Southern Africa, cassava across the middle belt of Africa, cotton in West Africa, horticulture in Kenya, and dairying in East Africa. Drawing on these case studies and on consultations with agricultural specialists and politicians from across subSaharan Africa -- undertaken in collaboration with the African Union's New Partnership for Africa's Development -- the contributors identify two key determinants of positive agricultural performance: agricultural research to provide more productive and sustainable technologies to farmers and a policy framework that fosters market incentives for increasing production. The contributors discuss how the public and private sectors can best coordinate the convergence of both factors. Yet little research has focused in developing countries on how various actors and players in a policy system work together to achieve a set of policy goals. In this paper, we study the factors contributing to the effectiveness of a policy system. The process of policy design, adoption, implementation, and refinement requires an effective policy system as well as a capacitated and supportive institutional structure. External actors both through technical and financial assistance often support policy systems in developing countries. Poor coordination and harmonization of such assistance among various actors and players within the country can often result in undermining the very policy systems they try to strengthen. This is typical in the African agricultural development process. In this paper, we develop a conceptual framework for understanding the policy and institutional architecture of food and agriculture policy system and for improving the coordination and harmonization of the roles of policy actors and players. Applying the framework to Ghana, we map and analyze the organizational contributions of various actors and their functional characteristics. We show how such analysis can aid various policy actors in setting priorities and strategies for increasing their capacity and the effectiveness of their roles. Finally, we draw lessons for strengthening the food policy systems in developing countries through effective coordination among local and external actors.

Book excerpt: Niger is a landlocked Sahelian country, two-thirds of which is in the Sahara desert, with only one-eighth of the land considered arable. Nevertheless, more than 90 percent of Niger’s labor force is employed in agriculture, which is predominantly subsistence oriented. Since the great famines of the 1970s and 1980s, the country has pursued agrarian intensification through technological change to address challenges to the food security situation. However, this approach has failed to recognize that the main characteristic of the Sahelian part of West Africa is the intricate complexity of the social, environmental, and economic dimensions that differentially affect male and female rural dwellers. One example is the patrilineal tenure system, which under increased population pressure has led to the exclusion of women and youth from agriculture in some areas. The Women’s Empowerment in Agriculture Index (WEAI) indicates that access to land is one important dimension of empowerment. In order to assess the role of empowerment in agricultural production, we use new household- and individual-level WEAI data from Niger and regression analysis. Our results show that empowerment is important for agricultural production and that households in which adult individuals are more empowered are more productive. This means that other and possibly more effective pathways to agrarian intensification exist and important agricultural productivity gains could be made by empowering men and women in rural households.
