Book excerpt: China, which is fast on its way to becoming the most powerful economic force in the world, has four unique characteristics that distinguish it from other countries in Asia: (1) The proportion of aging population is growing faster than that of Japan (the country previously recognized as having the fastest rate) and much faster than nations in western Europe. (2) An early arrival of an aging population before modernization has fully taken place, with social policy implications. It is certain that China will face a severely aged population before it has sufficient time and resources to establish an adequate social security and service system for older people. (3) There will be fluctuations in the total dependency ratio. The Chinese government estimates are that the country will reach a higher dependent burden earlier in the twenty-first century than was previously forecast. (4) The government’s fertility policy (single child per family) and its implementation has a strong influence on the aging process. Fewer children are being born, but with more elderly people a conflict arises between the objectives to limit population increase and yet maintain a balanced age structure (Peng and Guo 2001). The intersection of these fourfold factors means that the increased aging population is giving rise to serious concerns among Chinese social policy makers. There is a chronic lack of good resource materials that attempt to make sense of social policy in its relationship to examining the problems and possibilities of human aging grounded in an analysis of economic of social policy in China and impact on rural and urban spaces. Such analysis of China will be covered by conceptual, theoretical, and empirical approaches. The book will also discuss substantive topics of housing, community care, family care, pensions, and mental health. The book brings together a truly world class array of researchers to provide discussions of critical implications of aging social policy and the economic impact in China.

Demographically the most important continent on the world, Asia's population, currently estimated to be 4.2 billion, is expected to increase to about 5.9 billion by 2050. Rapid declines in fertility, together with rising life expectancy, are altering the age structure of the population so that in 2050, for the first time in history, there will be roughly as many people in Asia over the age of 65 as under the age of 15. It is against this backdrop that the Division of Behavioral and Social Research at the U.S. National Institute on Aging (NIA) asked the National Research Council (NRC), through the Committee on Population, to undertake a project on advancing behavioral and social research on aging in Asia. Aging in Asia: Findings from New and Emerging Data Initiatives is a peer-reviewed collection of papers from China, India, Indonesia, Japan, and Thailand that were presented at two conferences organized in conjunction with the Chinese Academy of Sciences, Indian National Science Academy, Indonesian Academy of Sciences, and Science Council of Japan; the first conference was hosted by the Chinese Academy of Social Sciences in Beijing, and the second conference was hosted by the Indian National Science Academy in New Delhi. The papers in the volume highlight the contributions from new and emerging data initiatives in the region and cover subject areas such as economic growth, labor markets, and consumption; family roles and responsibilities; and labor markets and consumption.

Abstract: ABSTRACT Abstract of thesis entitled In the Trend of "Socializing Social Welfare" Policy: A study on Service Quality and Social Capital in the Society-run Home for the Aged in Beijing, China Submitted by DING Hua for the Degree of Doctor of Philosophy at The University of Hong Kong in Januray, 2008 China has one-fifth of the world's total elderly population. This rapidly aging population presents serious challenges to the state to develop a social service system. To satisfy increasing demands for diversified and continuous care, a policy known as "Socializing social welfare" was introduced to assist in the reformation of social services. Under the policy, private and non-government sectors were encouraged to provide social services that were previously monopolized by the government. The most significant result of the reform was the growth of Society-run Home for the Aged (SRH) that aimed to provide fee-based institutional care for the elderly. Despite the proliferation of literature on China's aging population, there is a virtual dearth of studies that focus on institutional care for the elderly, particularly in non-government institutions. This study aims to examine service quality in the emergent SRH from the perspective of residents and, in the context of "Socializing Social Welfare" policy reform, explore the influence of social capital in the SRH on service quality. Quantitative and qualitative research methods were combined to provide a comprehensive treatment of research questions. A novel instrument for measuring service quality was developed and validated through both a pilot study and the main study. Finally, 386 questionnaires were collected by interviewing elderly residents from 33 SRH in Beijing. Moreover, all 33 SRH managers were invited to participate in in-depth interviews. In addition, four officials from different levels of government participated in unstructured interviews. All interviews were conducted solely by the researcher. The study has three main accomplishments. First, an instrument for measuring service quality in institutional care agencies was developed and validated. In addition, nine dimensions and three domains of service quality were identified and explored. The measuring instrument revealed that service quality in the SRH was barely satisfactory. It is also found that the SRH' organizational characteristics and residents' characteristics were related to service quality. Second, the study analyzed how the government's "encouragement-based" "Socializing Social Welfare" policy gave rise to special mechanisms that affected the performance of the SRH. Careful policy analysis may help identify problems in policy-making and have implications for improvement. Third, social capital in the SRH was explored through three important dimensions, namely trust, networks, and norms. The study found that inadequate social capital isolates the SRH and causes adverse impacts on service quality. Most importantly, the study found that synergistic interactions between the three dimensions of social capital jointly influence the performance of the SRH. Because the relationships between trust, networks, and norms have not been analyzed systematically in other studies, this analysis is exploratory and is expected to contribute to the theoretical development of thes

Using an ecological framework, this workshop explored the burden of elder abuse around the world, focusing on its impacts on individuals, families, communities, and societies. Additionally, the workshop addressed occurrences and co-occurrences of different types of abuse, including physical, sexual, emotional, and financial, as well as neglect. The ultimate objective was to illuminate promising global and multisectoral evidence-based approaches to the prevention of elder maltreatment. While the workshop covered scope and prevalence and unique characteristics of abuse, the intention was to move beyond what is known about elder abuse to foster discussions about how to improve prevention, intervention, and mitigation of the victims' needs, particularly through collaborative efforts. The workshop discussions included innovative intervention models and opportunities for prevention across sectors and settings. Violence and related forms of abuse against elders is a global public health and human rights problem with far-reaching consequences, resulting in increased death, disability, and exploitation with collateral effects on well-being. Data suggest that at least 10 percent of elders in the United States are victims of elder maltreatment every year. In low- and middle-income countries, where the burden of violence is the greatest, the figure is likely even higher. In addition, elders experiencing risk factors such as diminishing cognitive function, caregiver dependence, and social isolation are more vulnerable to maltreatment and underreporting. As the world population of adults aged 65 and older continues to grow, the implications of elder maltreatment for health care, social welfare, justice, and financial systems are great. However, despite the magnitude of global elder maltreatment, it has been an underappreciated public health problem. Elder Abuse and Its Prevention discusses the prevalence and characteristics of elder abuse around the world, risk factors for abuse and potential adverse health outcomes, and contextually specific factors, such as culture and the role of the community.
