In reality, some recipients manipulate the welfare system for their own ends, others are gravely hurt by punitive policies, and still others fall somewhere in between. In Cheating Welfare, Kaaryn S. Gustafson endeavors to clear up these gray areas by providing insights into the history, social construction, and lived experience of welfare. She shows why cheating is all but inevitable—not because poor people are immoral, but because ordinary individuals navigating complex systems of rules are likely to become entangled despite their best efforts. Through an examination of the construction of the crime we know as welfare fraud, which she bases on in-depth interviews with welfare recipients in Northern California, Gustafson challenges readers to question their assumptions about welfare policies, welfare recipients, and crime control in the United States.

In sub-Saharan Africa, families struggle to pay hospital fees, and nongovernmental organizations (NGOs) launch welfare programs as states cut subsidies and social programs. Likewise, in parts of Latin America, international and domestic NGOs and, increasingly, private firms are key suppliers of social welfare in both urban and rural communities. Even in the United States, where the welfare state is far more developed, secular NGOs and faith-based organizations are critical components of social safety nets. Despite official entitlements to public welfare, citizens in Russia face increasing out-of-pocket expenses as they are effectively compelled to seek social services through the private market In The Politics of Non-State Social Welfare, a multidisciplinary group of contributors use survey data analysis, spatial analysis, in-depth interviews, and ethnographic and archival research to explore the fundamental transformation of the relationship between states and citizens. The book highlights the political consequences of the non-state provision of social welfare, including the ramifications for equitable and sustainable access to social services, accountability for citizens, and state capacity. New managerialism is conceptualized as a paradigm, which not only shapes the decision-making process in bureaucratic organizations but also affects the practice of individuals (citizens). Public administrations have been expected to transform from traditional bureaucratic organizations into modern managerial service providers by adopting a business model that requires the efficient and effective use of resources. The introduction of managerial practices, controlling and accounting systems, management by objectives, computerization, service orientation, increased outsourcing, competitive structures and decentralized responsibility are typical of efforts to increase efficiency. These developments have been accompanied by the abolition of civil service systems and fewer secure jobs in public administrations. This book provides a sociological understanding of how public administrations deal with this transformation, how people’s role as public servants is affected, and what kind of strategies emerge either to meet these new organizational requirements or to circumvent them. It shows how hybrid arrangements of public services are created between the public and the private sphere that lead to conflicts of interest between private strategies and public tasks as well as to increasingly homogeneous social welfare provision across Europe.

Juan-Luis Vives's De Subventione Pauperum (On the Relief of the Poor) is an academic report on the organisation of social welfare, prepared for the senate of Bruges and published in 1526. Forma Subventionis Pauperum (The government of poor relief), published in 1531, is an anonymous evaluation report. It reviews the system of poor relief in the city of Ypres, five years after the policy was introduced. These reports lay out methods and approaches for the delivery of social services within their cities. Unemployed people should be found work or helped to start a business. People with disabilities or mental illness should be treated seriously and recognised for what they can do. Migrants should be helped, even if it is not possible to assist everyone. Special efforts should be made to help people who are reluctant or too proud to claim. Services have to be properly organised, records have to be kept and the use of funds has to be publicly accountable and subject to audit. The sophistication of the arguments developed in these studies will surprise many readers. They deserve to be read by everyone with an interest in social policy or public administration.
