The nexus analytical framework can be applied at various scales of analysis and can accommodate consideration of the varying natural resources endowments and different production and consumption patterns that exist among Arab countries. It can facilitate the examination of the complex challenges that stymie water, energy and food security in the Arab region, such as shared water resources management, decision-making related to the energy mix and energy efficiency in Arab countries, and national efforts to achieve food security in face of water scarcity, land degradation and development objectives. This sixth issue of the ESCWA Water Development Report presents an analytical framework and a series of case studies for understanding the water-energy-food security nexus in the Arab region. The analytical framework considers the linkages that affect the achievement of water, energy and food security through the lens of sustainable development and the achievement of the 2030 Sustainable Development Goals, with a view to mitigating climate change and ensuring access to food, water and sustainable energy for all in the context of a human-rights approach."--Publisher's description.

However, the countries of the water-scarce Arab region still face the continuing challenge of providing safe and sufficient water, and improved sanitation to its growing population. There is high variability in access to drinking water and sanitation services among Arab countries, with some countries nearly fully reliant on desalination, while others are not able to secure sufficient investments to meet basic needs. The fifth issue of the ESCWA Water Development Report examines developments in the area of monitoring water and sanitation services in the Arab region, in the light of global and regional preparations for the post-2015 development agenda. Book excerpt: The Arab region needs a new generation of policies and investments in agricultural water. Agricultural water management has always posed challenges and opportunities in the Arab world. However, unprecedented and accelerating drivers such as climate change, population growth, and land degradation make agricultural water management a more urgent priority than ever before. In addition, as part of the 2030 UN Agenda for Sustainable Development, Arab countries have committed to work towards an ambitious set of development targets, the Sustainable Development Goals (SDGs). Unless the right policies and investments are put in place, it will be difficult to achieve the SDGs, including ending hunger and providing clean water and sanitation for all. This paper is part of an ongoing collaboration between the Food and Agriculture Organization of the United Nations (FAO) and the International Water Management Institute to foster dialogue on agricultural water policies and investments in the context of the FAO led Regional Water Scarcity initiative. The purpose of the paper is to frame the key challenges and opportunities in the sector – including emerging innovations in digital agriculture, water accounting, water supply and wastewater reuse – and to lay out broad strategic directions for action.

Book excerpt: Arab States are among the most water scarce in the world, with nearly 362 million people in the Arab region living in conditions that range from water scarcity to absolute scarcity. The freshwater scarcity situation in the region is aggravated by several factors, such as dependency on shared water resources, occupation and conflict affecting people's ability to access water and sanitation services, climate change impacts and extreme events, water pollution, non-revenue water losses from ageing water systems, intermittency, inefficient use of water and high population growth rates. Constructing a conceptual framework for moving towards achieving water security in the Arab region requires, first, putting people at the centre of water issues, and second, a solid understanding of the main systemic conditions that hamper its achievement. The systemic conditions vary in scale and severity, and their impacts affect water security at various levels and scales. This variance in scale requires a flexible approach, but one grounded in principles that transcend scales of analysis. This report presents a conceptual framework for achieving water security in the Arab region. It considers the regional systemic conditions of water stress and scarcity, shared water and climate change that hinder the achievement of water security. This is done through a sustainable development lens, whereby water is central to the three dimensions of sustainable development, namely economic, social and environmental. This is combined with a human rightsbased approach to examine water security implications at all scales, including at the community and household level, so that water security in the Arab region is grounded in efforts to ensure that no one is left behind. It does so in view of an enabling environment, based on a set of means of implementation addressing systemic conditions at various scales.

It argues that achieving sustainable economic development is irretrievably tied to the security of the water–energy–food nexus, which is in turn essential for bringing about sustained peace. Further, it discusses various approaches to achieving these lofty objectives, and offers the following take-away messages: The Arab region is currently under considerable water stress, and the situation will continue to get worse with a number of global changes – most notably those related to climate and regional water distribution. Viable solutions are available in the Arab region and can be implemented through innovative policies, judicious use of new technologies, and stimulating public opinion. Integration across water, energy, and food sectors is obviously needed but achieving it in practice is extremely challenging. There are some gaps in the scientific understanding but at the same time there is a wealth of data and synthesized information that can guide decision-making.
