In spite of a common interest in amicable resolution of these issues and considerable financial, technical and advisory aid from the international community, this is proving a difficult task. How these issues are solved for (or left unsolved) will have a critical impact not only on the economy, but on the political future of the region.

The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in–depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony. It will be of interest to scholars in the field of water and environmental politics and Central Asian Studies.

In the case of water and security in Central Asia, there are many "faces", including not only the Central Asian states but also the neighbouring countries and other players of global geopolitics; "stickers" such as policies, practices, causes, and impacts; and "colours" such as the different stakeholders, ranging from the micro and meso levels to the macro level. Understanding all these, or getting clarity on the nexus, can seem extremely challenging. Even though none of the chapters alone answers the question of what constitutes water and security in Central Asia, each of them gives thoughtful ideas and information on the complexity of the issue. This book was published as a special issue of the International Journal of Water Resources Development.

Officials, engineers and scientists in the Russian Empire and later the Soviet Union envisaged the expansion and modernization of irrigation systems and cotton growing in Central Asia. Focusing on the region of today's Uzbekistan and Turkmenistan, this book highlights the continuities in discourse and policies beyond the historical divide of 1917. One of the central topoi was the transformation of 'dead' lands into 'blossoming oases'. High modernism policies hit their peak in the post-war decades. From the 1970s, an ecological critique evolved which gained momentum in the Perestroika period. Ultimately, the grave ecological, economic and social consequences of the growth-fixated modernization contributed to the downfall of the Communist regime.

This book presents important aspects of transboundary water resources, i.e. the global water crisis: problems and perspectives; regional experiences in solving water problems in Central Asia; problems and management of transboundary water resources; ecological and economic aspects of water management; scientific analysis and tools of water changes; strategic implications of water access arisen during the workshop. A final recommendation in the area of equitable sharing of benefits, monitoring and data collection as well as proposals for Central Asia transboundary waters programme were set in the book as the main result of the meeting.

In many regions of the world, marine and lacustrine hydrosystems are (or have been) the object of severe or fatal alterations, from changes in regional hydrological regimes and/or modifications of the quantity or the quality of water resources associated with (natural or man-made) land reclamation, deterioration of geochemical balances (increased salinity, oxygen's depletion .. . ), mutations of ecosystems (eutrophication, dramatic decrease in biological diversity ... ) to geological disturbances and to the socio-economic perturbations which have been - or may be in the near future - the consequences of them. Seas and lakes are dying all over the world and some may be regarded as already dead and there is an urgent need to try to understand how this is happening and identify the causes of the observed mutations, weighing the relative effects of climatic evolution and anthropic interferences. This book is the outcome of the NATO Advanced Research Workshop, held in Liege in May 2003. The Workshop was organized at th the University of Liege as a follow on meeting to the 35 International Liege Colloquium on Ocean Dynamics, dedicated in 2003 to Dying and Dead Seas. In The Last Oasis, Sandra Postel examines the economic, ecological and political factors affecting fresh water supply. She confronts the issues of mismanagement and profligacy and analyses and dangers of confrontation, both between nations and between rural and urban users. She also emphasises that the technology and know-how for effective water husbandry does exist. With methods already in use, farmers could cut their demand for water by 40-90 per cent, and cities by one-third, without sacrificing economic output or quality of life. Investing in water efficiency, recycling and conservation help meet rising demands and stave off disaster. But the priority is a common recognition of the gravity of the position, and with that a widespread push for institutions to manage sustainable use of water.
