They are influenced by science, politics, history, public policy, culture, economics, public attitudes, and competing priorities, as well as past human decisions. In the case of Central Asia, such Soviet-era decisions include irrigation systems and physical infrastructure that are now crumbling, mine tailings that leach pollutants into soil and groundwater, and abandoned factories that are physically decrepit and contaminated with toxic chemicals. Environmental Crises in Central Asia highlights major environmental challenges confronting the region’s former Soviet republics: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. They include threats to the Caspian and Aral seas, the impact of climate change on glaciers, desertification, deforestation, destruction of habitat and biodiversity, radioactive and hazardous wastes, water quality and supply, energy exploration and development, pesticides and food security, and environmental health. The ramifications of these challenges cross national borders and may affect economic, political, and cultural relationships on a vast geographic scale. At the same time, the region’s five governments have demonstrated little resolve to address these complex challenges. In 10 chapters, contributing authors cover topics such as water resources, effects of institutional changes on urban centers and agriculture, landscape dynamics, and the primary drivers of environmental changes in dryland environment. Satellite observations that have accumulated during the last five decades provide a rich time series of the dynamic land surface, enabling systematic analysis of changes in land cover and land use from space. The book is a truly international effort by a team of scientists from the U.S., Europe and Central Asia. The meeting provided a forum for twenty-six scientists from Central Asia and NATO countries to discuss the human dimensions of the desertifi- tion process. Papers presented to the meeting examined recent scientific evidence on the impact of desertification on livestock production, public health, and biodiversity, and contributed to the formulation of coh- ent national and regional policies for the management of watersheds, rangelands, and irrigated agriculture. The meeting was co-directed by Roy Behnke of the Macaulay Institute, UK, and by Lapas Alibekov of the Samarkand State University, Uzbekistan. Both the workshop and this subsequent publication have been financed by the NATO Scientific Affairs Division and we gratefully acknowledge this support. The Bishkek meeting was ably hosted by the Kyrgyz Sheep Breeders Association under the dir- tion of Akylbek Rakaev who contributed substantially to the successful running of the workshop. Deliberations at the workshop emphasized that policy failures at national level had promoted desertification within the region.

The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in–depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony. It will be of interest to scholars in the field of water and environmental politics and Central Asian Studies.
