This collection of provocative contributions addresses theory and research on violence as a group phenomenon. The editors were co-directors of research for the National Commission on the Causes and Prevention of Violence in the 1960s, and many of the contributors to this volume were involved in that research. Collective Violence distills their findings as well as takes a later, harder look at the forms, sources, and meanings of riots and rebellion. Short and Wolfgang consider the political implications of collective violence, especially as it has appeared in the United States. Th e book includes essays on theory, comparative analyses based on anthropological and historical data, studies of the role of police and other social control agents, and summarizes discussions of U.S. public policy. The contributions range from anthropologists' descriptions of collective violence in primitive societies to general statements about the nature of collective violence. Collective Violence is intended for use in a wide range of courses in sociology, anthropology and political science. The Steps to War utilizes new data on militarized interstate disputes from 1816 to 2001 to identify the factors that increase the probability that a crisis will escalate to war. In this book, Paul Senese and John Vasquez test one of the major behavioral explanations of war--the steps to war--by identifying the various factors that put two states at risk for war. Focusing on the era of classic international politics from 1816 to 1945, the Cold War, and the post-Cold War period, they look at the roles of territorial disputes, alliances, rivalry, and arms races and show how the likelihood of war increases significantly as these risk factors are combined. Senese and Vasquez argue that war is more likely in the presence of these factors because they increase threat perception and put both sides into a security dilemma. The Steps to War calls into question certain prevailing realist beliefs, like peace through strength, demonstrating how threatening to use force and engaging in power politics is more likely to lead to war than to peace.

Since the most precarious and common form of dispute between major powers arises over third nations, the author's primary focus is on so-called extended deterrence. In this type of deterrence, one side attempts to prevent another side from initiating or escalating conflict with a third nation. When the Stakes Are High addresses such questions as: When is extended deterrence likely to be effective? What happens if deterrence fails? In what circumstances is war likely to result from a deterrence failure? The author's main argument is that a major power's national interests, which shape the inherent credibility of threats and which are shaped by various regional stakes, set the limits to the relevance of other factors, which have received greater scholarly attention in the past. Book excerpt: The apparently accelerating arms race between the United States and the Soviet Union and the precarious political conditions existing in many parts of the world have given rise to new anxiety about the possibility of military confrontation between the superpowers. Despite the fateful nature of the risk, we have little knowledge, as Jack S. Levy has pointed out, "of the conditions, processes, and events which might combine to generate such a calamity." No empirically confirmed theory of the causes of war exists, and the hypotheses—often contradictory—that have been proposed remain untested. As a step toward the formulation of a theory of the causes of war that can be tested against historical experience, Levy has developed a unique data base that will serve as an invaluable resource for students of international conflict in coming years. War in the Modern Great Power System provides a much-needed perspective on the major wars of the past. In this thorough and systematic study, Levy carefully defines the Great Power concept and identifies the Great Powers and their international wars since the late fifteenth century. The resulting compilation of war data is unique because of its five-century span and its focus on a well-defined set of Great Powers. Turning to a quantitative analysis of the characteristics, patterns, and trends in war, Levy demonstrates that although wars between the Great Powers have become increasingly serious in every respect but duration over the last five hundred years, their frequency has diminished. He rejects the popular view that the twentieth century has been the most warlike on record, and he demonstrates that it instead constitutes a return to the historical norm after the exceptionally peaceful nineteenth century. Applying his data to the question whether war is "contagious," he finds that the likelihood of war is indeed highest when another war is under way, but that this contagious effect disappears after the first war is over. Contrary to the popular "war-weariness" theory, he finds no evidence that war generates an aversion to subsequent war. This study, extending the scientific analysis of war back over five centuries of international history, constitutes a major contribution to our knowledge of international conflict.
