Book excerpt: This book offers a materialist critique of mainstream human rights discourse in the period following 9/11, examining literary works, critical histories, international declarations, government statutes, NGO manifestos, and a documentary film. The author points out some of the contradictions that emerge in contemporary rights language when material relations are not sufficiently perceived or acknowledged, and he directs attention to the role of some rights talk in maintaining and managing the accelerated global project of capital accumulation. Even as rights discourse points to injustices—for example, injustices related to labor, gender, the citizen’s relationship to the state, or the movement of refugees—it can simultaneously maintain systems of oppression. By constructing subjects who are aligned to the interests of capital, by emphasizing individual “empowerment,” and/or by containing social disenchantment, it reinforces the process of wealth accumulation, supports neoliberal ideologies, and diminishes the possibility of real transformation through collective struggle.

Book excerpt: The first India Migration Report proposed by the Research Unit on International Migration set up by the Ministry of Overseas Indian Affairs, Government of India at the Centre for Development Studies, Thiruvananthapuram, Kerala is organised into articles on four broad themes: migration, remittances, gender, and policy issues. The opening article reviews the historical trends in international migration, followed by two articles that deal with workers’ remittances and one which discusses the maturity that Kerala emigration reached in this state. Other articles focus on cross-border migration in developing countries, and as yet less documented gender issues, including the migration of nurses and housemaids. Though large numbers of unskilled and semi-skilled labourers migrate to the Gulf region, the prevailing labour laws and the violation of human rights in the GCC countries are an unexplored area; this is something this volume also addresses. The cost of migration and the role played by unscrupulous recruitments agents are serious concerns for both the government and international agencies working in migration. The Emigration Act 1983 provides guidelines for organising recruitment business in India. Do we have to revamp the recruitment system? These are some of the themes this book discusses.

Although the latest research bears this out, it also presents a grim portrait of the state of women’s employment. Approximately 70 percent of those living on less than a dollar a day are women or girls. In Veiled Employment, the contributors examine these stark disparities, focusing on the evolving role of women’s employment in Iran. Based on empirical field research in Iran, their essays document the accelerating trend in the size and diversity of women’s employment since the 1990s and explore the impact of various governmental policies on women. The volume analyzes such issues as the effect of global trade on female employment, women’s contributions to the informal work sector, and Iranian female migrant workers in the United States. Rejecting the commonly held view that centers on Islam as the primary cause of women’s status in the Muslim world, the authors emphasize the role of national and international political economies.
