Our object, however, is not to champion the cause of the poor with a View of making everybody rich, or to make the rich richer, or to take from them what by right belongs to them but what we contend for is justice, that all men may have an equal chance under the law of the land to acquire a competency, the same right that nature gives to every man. Whatever irritates and distracts any considerable number of its citizens comes close and quick in its sensitive pulsation to the heart and strength of our national life. With us government and people are synony mous terms. Like the brain and the body, they are bound together by innumerable and delicate nerves. Does the one suffer, then the pain is speedily communicated to every part of the body politic. We have no Strong, conservative and centralized force that stands apart by itself, governed by a special sovereignty, and controlled by a limited authority, in the maintenance of public peace and order. Do the people strike at the government and the civil rule, then they fall. We have no soldiers enlisted in their defence but them; no coercive power for municipal order and national unity but what they voluntarily contribute. Do the people make the assault upon our institutions, then Caesar has fallen by the hand of his bosom-friend Brutus. It would seem, then, that under such circumstances we must make some satisfactory solution of this difficult problem of capital and labor; that we must find some remedy for the disease, discover some palliative to sooth and allay its inflammation for, should it continue to increase in its maddened intensity and purpose, who will set the bounds to what it may destroy, who limit the extent of the upheaval and change it may produce, in the present social order and political system of the government of the United States? The first, entitled Wage-Labor and Capital, was translated for us by Dr. Harriet E. Lothrop, of Boston, from the standard German edition prepared by Engels in 1891. This is the only complete English edition of it that has yet appeared, and its accuracy was doubly secured by a critical comparison of its every sentence with the German text, made at the request of the translator by Herman Simpson, of New York, who also added foot-. notes wherever comment seemed needful. In the performance of their respective task, both kept in mind the allimportant consideration, that in the works of Marx, as in all works, truly scientific, the exact expression is an essential factor and should not, therefore, be sacrificed to "literary style" in its transfer from one language to another. To those who are already acquainted with Marx's later essay on Value, Price, and Profit, this much earlier one on Wage-Labor and Capital will no doubt seem somewhat familiar. The industrial revolution had brought forth great opportunities for progress - more production, more profit, more work. It also carried in its wake frequent loss of skills, monotony of mass production, long hours of toil, dismal working conditions, and the stench of industrial slums. The farm had had horrible conditions too but not in such concentrated doses. What to do perplexed many sensitive individuals early in the nineteenth century as in the years following. Must poverty go hand in hand with progress? To some, the answer was in the affirmative. To many members of the laissez faire school of economics, it was a dismal but nonetheless clear fact that there was only a fixed amount of money available for wages for workers; to give them more would only permit them to'propagate more, which in turn would inevitably create greater pressure on the already limited amount of funds available. Consequently, one would only pay them enough to subsist. Other members Of the laissez-faire school of economics painted a more optimistic picture of the lot of the worker - that the law of supply and demand working freely in the market place would, in the long run, all other things being equal, help the worker. In the latter part of the nineteenth century, this approach took on a Darwinian flavor. The Social Darwinists, as this group was called, argued that the best rise to the top and that the dregs settle on the bottom. Therefore, do not help those at the bottom. If they are good, they will rise. If not, they are getting what they deserve. DO not send to know for whom the bell tolls, preached the Social Darwinist. It tolled for whom it Should.
