It survived and grew for fifty years until in 1908 it was renamed and remodelled as the Territorial Force. Composed initially of middle-class and often middle-aged gentlemen who elected their own officers and paid for their own equipment, the Volunteer Force soon became youthful and working-class, with appointed middle-class officers, a Government subsidy, and a minor military role as an adjunct to the Regular Army. This book examines the origins of the Force, the transformation in its social composition, the difficulties in finding officers who were 'gentlemen', the ambiguous status, of the Force both in the local community and in the Regular Army, and the political influence which the Force exerted in the early twentieth century. Above all it is concerned with the reasons for and the implications of enrolment; publicists argued that the Force was the embodiment of patriotism, and an indication of working-class loyalty to established institutions.

Academic historians have tended to overlook Ulster Loyalism. This book provides the first comprehensive study of the UVF in this period, considering in detail the composition of the officer corps, the marked regional recruiting differences, the ideologies involved, the arming and equipping of the UVF and the contingency plans made by UVF Headquarters in the event of Home Rule being imposed on Ulster. Using previously neglected sources, it demonstrates that the UVF was better armed and less well-trained, with the involvement of fewer British army officers than previous historians have allowed, and suggests that the UVF was quite capable of seizing control of Ulster and installing the Ulster Provisional Government in the event of Home Rule being implemented in 1914. The USVs outnumbered regular regiments in eleven of eighteen military pacification districts, particularly through the southern archipelago, where they bore the brunt of field service, combat, and disease casualties until relieved in spring 1901 by a reconstituted Regular Army. The US Volunteers in the Southern Philippines offers the first full account of this historically unique 35,000-man force—and in the process describes how the USVs decisively contributed to the United States’ single most successful counterinsurgency campaign waged outside the Western Hemisphere. A close examination of the military achievements, garrison life, and institutional characteristics of the US Volunteers reveals how the force effectively combined the best elements of the American regular and militia traditions during its brief existence—abetted by an Army medical system vastly improved since debilitating losses in Cuba and the United States during 1898. Countering recent readings of the pacification of the Philippines as a near-genocidal event, John Scott Reed uses court-martial records to argue for a high disciplinary and behavioral standard among the USVs—in garrison, in the field, and, most critically, in their interactions with Filipino villagers.
