Book excerpt: Over the last two centuries, Europe has developed various forms of political representation from which democratic parliamentary systems gradually emerged. This book unravels the conditions, scale and impact under which political participation of common burghers and peasants emerged. Political participation in Europe before the Revolutions moved away from the traditional focus on ‘Three Estates’ which has often blurred the interpretation of popular participation’s role in societies. This book instead examines Europe’s key political variants such as high levels of commercialization and urbanization, combined with a balance of powers between competing categories of actors in society controlling relatively independent resources which lead to political participation forming across the continent. Instead of starting from any ideal type of political participation, this book focuses on the variation through time and space, its composition and activity, helps to explain the functions particular institutional settings fulfilled. The time frame 1100–1800 sheds light on the long-term evolutions such as institutional inertia and processes of oligarchizing. To reveal a correlation of economic and demographical growth with the claim of rising social classes to voice their interests. It also points to the opposite tendency: the formation of fiscalmilitary monarchical states. Book excerpt: Recent publications on urbanism and the rural environment in Late Antiquity, most of which explore a single region or narrow chronological niche, have emphasized either textual or archeological evidence. None has attempted the more ambitious task of bringing together the full range of such evidence within a multiregional perspective and around common themes. Urban Centers and Rural Contexts seeks to redress this omission. While ancient literature and the physical remains of cities attest to the power that urban values held over the lives of their inhabitants, the rural areas in which the majority of imperial citizens lived have not been well served by the historical record. Only recently have archeological excavations and integrated field surveys sufficiently enhanced our knowledge of the rural contexts to demonstrate the continuing interdependence of urban centers and rural communities in Late Antiquity. These new data call into question the conventional view that this interdependence progressively declined as a result of governmental crises, invasions, economic dislocation, and the success of Christianization. The essays in this volume require us to abandon the search for a single model of urban and rural change; to reevaluate the cities and towns of the Empire as centers of habitation, rather than archeological museums; and to reconsider the evidence of continuous and pervasive cultural change across the countryside. Deploying a wide range of material as well as literary evidence, the authors provide access not only into the world of élites, but also to the scarcely known lives of those without a voice in the literature, those men and women who worked in the shops, labored in the fields, and humbled themselves before their gods. They bring us closer to the complexity of life in late ancient communities and, in consequence, closer to both urban and rural citizens.

Brown turned 60 in May of 2014, and many special issues of peer?reviewed journals were dedicated to that anniversary. Unlike most special issues and volumes, we sought to highlight a smaller part of Brown, though no less significant. More specifically, we thought to develop a volume that focused on rural education in the aftermath of the decision. Most of the education policy and education reform literature caters to urban and suburban contexts, and very few academic books and journal articles—with the exception of research conducted by Craig, Amy, and Caitlin Howley and the Journal for Research on Rural Education—focus on rural education in the US. Thus, we wanted this volume to focus on the politics of educational opportunity in rural contexts. There is a paucity of rigorous research that examines how education policy affects the conditions of rural education. More specifically, research is scarce in examining the ways in which students in rural schools and districts have access to educational opportunities, although approximately one?third of all public schools are located in rural areas (Ayers, 2011). Educational opportunity in rural districts has been plagued by geographic isolation, loss of economic bases, and lack of capital (both financial and political) to voice the need for resources. To be clear, this volume does not present chapters that detail educational opportunity in rural districts and schools from a deficit perspective. Instead, chapters in this volume offer insight into both micro? and macro?level policies and practices that shape educational opportunities for students in rural schools and districts. As such, chapters in this volume investigate the “now” of educational opportunity for rural students and makes recommendations and suggestions for “later”. Given that, we are reminded of James Coleman’s (1975) thesis, “Education is a means to an end, and equal opportunity refers to later in life rather than the educational process itself” (p.28). This book will be organized into two distinct sections. The first section, comprised of chapters that examine educational opportunity in rural districts from a micro?level perspective, is devoted to chapters that broadly examine the implications of state and federal policy on educational opportunity in rural schools and districts. The second section, which includes case studies of rural districts in the American South, Appalachia, and the Northeast, takes a macro?level approach to examining educational opportunity in rural districts. Combined, chapters throughout the book provide readers with both an overview and a specific snapshot of educational opportunity in rural schools. Given the breadth and scope of chapters included in this volume, we believe the book adds tremendously to the education policy literature, as this vantage point has rarely been included in larger education policy discussions.

To explore the impacts of economic, demographic, and social issues in rural communities and to learn about asset-based approaches to addressing the associated challenges, the National Academies of Sciences, Engineering, and Medicine held a workshop on June 13, 2017. This publication summarizes the presentations and discussions from the workshop.

This book examines the emergence of "student voice" at one high school in the San Francisco Bay area where educators went straight to the source and asked the students to help. Struggling, like many high schools, with how to improve student outcomes, educators at Whitman High School decided to invite students to participate in the reform process. Dana L. Mitra describes the evolution of student voice at Whitman, showing that the students enthusiastically created partnerships with teachers and administrators, engaged in meaningful discussion about why so many failed or dropped out, and partnered with teachers and principals to improve learning for themselves and their peers. In documenting the difference that student voice made, this book helps expand ideas of distributed leadership, professional learning communities, and collaboration. The book also contributes much needed research on what student voice initiatives look like in practice and provides powerful evidence of ways in which young people can increase their sense of agency and their sense of belonging in school.

Book excerpt: Prairie Town: Redefining Rural Life in the Age of Globalization describes the contemporary rural condition and efforts to sustain rural life in one small Minnesota community at the turn of the 21st century. Like many other agricultural based towns, Prairie Town struggled for survival within the context of the on-going farm crisis, NAFTA, neoliberal agricultural policies, and growing agribusiness that negatively impacted many farmers throughout the world. The effects of globalization, the displacement of rural workers to urban areas, and the deterioration of rural life were a widespread phenomenon. In spite of these complex issues, Prairie Town worked to define a new rural— life, one which entailed a new rural literacy—a new way of reading rural life-that changed the way rural life, work, and education were realized. Prairie Town's story offers us hope as we learn that neoliberalism is not inevitable, nor is the demise of rural America. From this community, we learn that not everything can be bought and sold, and disidentification with dominant societal structures is possible within a participatory democratic society. New cultural models can be constructed that enable individuals in Prairie Town and elsewhere to actively work to construct ways of being that are consistent with their values and hopes for how they might live together.

But some of these schools succeeded in providing nurturing educational environments in spite of the injustices of segregation. Vanessa Siddle Walker tells the story of one such school in rural North Carolina, the Caswell County Training School, which operated from 1934 to 1969. She focuses especially on the importance of dedicated teachers and the principal, who believed their jobs extended well beyond the classroom, and on the community's parents, who worked hard to support the school. According to Walker, the relationship between school and community was mutually dependent. Parents sacrificed financially to meet the school's needs, and teachers and administrators put in extra time for professional development, specialized student assistance, and home visits. The result was a school that placed the needs of African American students at the center of its mission, which was in turn shared by the community. Walker concludes that the experience of CCTS captures a segment of the history of African Americans in segregated schools that has been overlooked and that provides important context for the ongoing debate about how best to educate African American children.
