It aims to gain a better understanding of why problem gambling occurs, including risk and protective factors, predictors, co-morbidities, and changes in gambling behaviour. The study commenced in 2008 with a baseline population survey published in 2009 as 'A study of gambling in Victoria - problem gambling from a public health perspective'. This third report presents findings from wave 3 in 2010/11, with 4,158 adult participants, categorised as non-gamblers, non-problem gamblers, low risk and moderate risk gamblers, and problem gamblers. In wave 3, the survey also asked respondents about participation in the Melbourne Spring Racing Carnival, large lottery jackpots, and sporting events. This study was originally funded and managed by the Department of Justice. Management of the study was transferred to the Victorian Responsible Gambling Foundation on its establishment on 1 July 2012.

Interviews were conducted with 44 adults recruited from the longitudinal study, categorised as problem or ex-problem gamblers.

The findings are compared with those from a similar 2008 survey, published in 2009 as 'A study of gambling in Victoria - problem gambling from a public health perspective'. The study found that though fewer people are gambling, those who are gambling are betting more often and spending more.

After conducting a systematic and targeted review of prior attempts to quantify the cost of gambling, the study estimates the costs in 2014-15 terms, with reference to financial, emotional and psychological impacts on gamblers and their families; relationships and family; crime and the justice system; productivity loss and work impacts; and costs to the Victorian Government. Unlike many previous studies, this study also includes low-risk and moderate-risk gamblers, not just problem gamblers. The findings indicate that the major components of the cost of gambling are borne by gamblers themselves and those around them. Of the estimated $7 billion in costs, $2.2 billion concerns family and relationship problems, $1.6 billion concerns emotional and psychological issues, and $1.3 billion concerns financial losses.
