Book excerpt: In the past 10 years, the costs for mental health treatment in the civilian health care sector have increased by more than twice the rate of general health care costs. Reimbursements for the cost of mental health treatment now represent approximately 20 percent of all health care insurance dollars. The Department of Defense (DoD) reports roughly the same kind of excessive growth for psychiatric care costs paid by the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS). Even in small military communities, like the Bayne-Jones Army Community Hospital's (Fort Polk, Louisiana) catchment area, dollars spent on inpatient psychiatric care have increased by over 180 percent in the last 4 years alone. This project discusses the history behind this unusual growth and analyzes various courses of action utilizing new programs available (Gateway, Partnerships, VA-DoD Resource Sharing, Alternative Outpatient Therapy) to reduce the growth of CHAMPUS inpatient mental health care costs.
