Book excerpt: Excerpt from The Utah Review, Vol. 1: December, 1881 We are cited to the British civil service as a triumphant answer to these objections, but it remains to be Shown that Great Britain's admin istrative methods or administration are better than ours, while in politics she has not yet arrived at the point we started from a century ago. Why then should we be asked to take either her administrative or political methods, which are intimately connected in a Democracy, as models? There, candidates for the civil service are subjected to a competitive examination, which lasts a few hours, which may examine for everything but real fitness, and which may be crammed for. Here the test is infin itely more searching. A candidate must have so lived as to have a well established and general reputation for fitness or he cannot command the in uence that secures appointment, he cannot pass the scrutiny of the confirming Senate, he cannot execute his official bond in amount and with sureties corresponding to the importance of the office. Broadly it may be said that the issue is between government by universal suffrage and 'by competitive examination. It is not Great Britain but China that has thoroughly tried the latter. Thousands of years ago China aban doued the experiment of governing by universal suffrage and adopted the other method. The result is a governing class, the members of which know the sacred books by heart, and a people without souls. Judged by this example the system will hardly commend itself to our people. If it is the only panacea fora pure and efficient civil service, it is at least curious that business men have not discovered and do not employ it, or that the people assembled in nominating convention do not require a certificate of his qualifications from an examining board be fore selecting a candidate for elective office. The truth is the man who should need it would be thrown out for that reason, and ought to be. His qualifications should be notorious for any office or any service and as a matter of fact they are. Book excerpt: Excerpt from The Utah Review, Vol. 1: March, 1882 Whoever has thoughtfully considered the relations that the Christian church sustains to _the peculiar civilization of this New West, and its antagonism to the religious despotism. Of this Territory, must recognize the fact that, whatever permanent success it may have attained, and whatever in uence it may have exerted upon the Mormon community, have been mainly through the school work of the church. Utah owes her better civilization, her culture in American Principles, and her broader thought, to the Christian schools, established along with the planting of the churches. The Methodist Church opened its first mission school in Salt Lake City, September 12, 1870, with an enrollment of twenty-eight pupils. It gained rapidly in favor and in uence in the city, and for a time its permanent success seemed assured. By reason of untoward circum stances it lost its prestige and reached a very low ebb. During the past year, however, a renewed effort has been made to establish it on a perma nent basis, and make it the central school of the church for the Territory. A new and vigorous policy. Is now being pursued to accomplish this end. The success of the school thus far during the present year, through the untiring energy of the Principal, Rev. T. B. Hilton, A. M., and the. Faithful work performed by his associate teachers, is very gratifying. There has been a continued increase in the number of pupils in attend ance, a higher degree of efficiency attained, and a growing Confidence in the community in its ultimate success. It is the purpose of the church to develop this school into a Uni versity. As tributary to this, Seminaries have been established at Ogden, Tooele, Beaver and Provo, where new and permanent improvements in school buildings have been made during the present year.
