Book excerpt: There is an increasing demand, not only within the European Community, for meaningful and accurate information on the consumption and use patterns of plant protection products. This publication presents the second update of the report from Eurostat on 'The use of plant protection products in the European Union', including for the first time figures for the ten new Member States for the four years preceding their accession to the EU in 2004. It provides statistical information on the estimated consumption of plant protection products, broken down by Member States, treated crops, chemical classes and active substances. Meaningful and reliable data on the use of plant protection products are necessary to monitor the risks related to their use, in particular the risks for the environment. Such data will become an essential tool to measure the progress of the Thematic Strategy on the Sustainable Use of Pesticides recently proposed by the Commission for adoption by the Council and the Parliament. Before official statistics on the use of plant protection products are delivered by the Member States on a mandatory basis, the estimations of use provided by the European Crop Protection Association (ECPA) are very useful since they are the only detailed data available at crop and active substance level; with the exception of the very few official surveys carried out in some Member States.

Download or read book The Use of Plant Protection Products in the European Union written by Eurostat and published by . This book was released on 2002 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: Pesticides use has been a controversial issue for some time due to its associated risks to human health and to the environment. On the other hand, society accepts these risks within certain limits as there are benefits linked to the use of pesticides in agricultural production. In line with EU environmental policies to develop meaningful and accurate information on the consumption and use patterns of plant protection products, this report has been developed in association with the European Crop Protection Association. It provides detailed data tables on pesticides usage within the EU for the period 1992-99, at the EU level, as well as broken down by member state and by crop.

Book EU Policy and Legislation on Pesticides

Download or read book EU Policy and Legislation on Pesticides written by Didier Bourguignon and published by . This book was released on 2017 with total page 31 pages. Available in PDF, EPUB and Kindle. Book excerpt: Substances used to suppress, eradicate and prevent organisms that are considered harmful are grouped under the term ‘pesticide’. The term includes both plant protection products (used on plants in agriculture, horticulture, parks and gardens) and biocidal products (used in other applications, for example, as a disinfectant or to protect materials). Pesticides can be useful in a number of circumstances, for example, in overcoming diseases and increasing agricultural yields. However, they are not without their disadvantages - above all, their environmental impact, the risks that they pose to human health and their effects on crop protection. European Union pesticide legislation is designed to ensure a high level of protection for human health and the environment and to improve the functioning of the internal market. Plant production products and biocides are subject to a dual approval process: active substances are approved at EU level and products are subsequently authorised predominantly at Member State level. Furthermore, standardised maximum levels are set for the residues of plant protection products in food, and a framework for action is focused on sustainable pesticide use. A number of aspects of European Union policy on pesticides can be considered as either opportunities or challenges, in particular, issues surrounding costs for the industry, the approval process, and sustainability. The Commission is currently assessing the legislation on plant protection products and their residues. The conclusions of that study are expected by the end of 2018.

Available in PDF, EPUB and Kindle. Book excerpt: Integrated Pest Management – Dissemination and Impact, Volume 2 is a sequel to Integrated Pest Management – Innovation-DevelopmentProcess, Volume 1. The book focuses on the IPM systems in the developed countries of North America, Europe and Australia, and the developing countries of Asia, Latin America and Africa. One of the major impedimentsin the dissemination and adoption of the IPM innovation is the complexity of the technology and reaching the vast population of farmers especially in the developing countries. The IPM-innovation development process is incomplete without the diffusion and adoption of IPM methods by the end users, and through its consequences. In spite of all the efforts in the developed and developing countries, the adoption of IPM is still low with few exceptions. The book covers the underlying concepts and methodologies of the diffusion of innovation theory and the program evaluation; and reviews the progress and impact of IPM programs implemented in the industrialized, the green revolution and the subsistence agricultural systems of the world. Forty-four experts from entomology, plant pathology, environmental science, agronomy, anthropology, economics and extensioneducationfromAfrica, Asia, Australia, Europe,NorthAmerica and South America have discussed impact of IPM with an interdisciplinary perspective. Each one of the experts is an authority in his or her eld of expertise. The researchers, farmers’education, supportingpoliciesofthegovernmentsandmarketforcesarethe elements of the IPM innovation system to achieve wider adoption of IPM strategy in agriculture.

Book Pesticide Policy and Politics in the European Union

Download or read book Pesticide Policy and Politics in the European Union written by Emanuela Bozzini and published by Springer. This book was released on 2017-03-23 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the regulation of pesticides in the European Union in order to reveal the complex, controversial, and contested nature of an assessment system proudly declared by the EU to be ‘the strictest in the world’. The current regulatory framework is based on Regulation 1107/2009, which substantially reformed the previous system. The analysis describes the new criteria and procedures for the authorization of active substances to be used in the production of pesticides, traces the lengthy policy formulation process, and identifies factors that made policy change possible. Further, the book illustrates the current controversies that characterise the implementation of Regulation 1107/2009: the ban of pesticides harmful to pollinators, the renewal of the authorization of glyphosate, and the definition of criteria for the assessment of endocrine disruption. The author provides information on policy outcomes and highlights persisting shortcomings in the enforcement of EU regulation. This book will appeal to students and scholars from a variety of disciplines, including political science, political sociology, and public policy.

Book Sustainable Use of Plant Protection Products

Download or read book Sustainable Use of Plant Protection Products written by and published by . This book was released on 2020 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Plant protection products (PPPs) are pesticides used to protect crops. The EU framework aims to achieve sustainable use of PPPs by reducing risks and impacts on human health and environment and promoting integrated pest management. We found that the Commission and Member States have taken action to promote the sustainable use of PPPs but there has been limited progress in measuring and reducing the associated risks. Applying integrated pest management is compulsory for farmers, but not a requirement for receiving payments under the common agricultural policy and enforcement is weak. Available EU statistics and new risk indicators do not show how successful the policy has been in achieving a sustainable use of PPPs. We make recommendations related to verifying integrated pest management at farm level, improving PPP statistics and developing better risk indicators. ECA special report pursuant to Article 287(4), second subparagraph, TFEU.

Book Authorisation of Plant Protection Products

Download or read book Authorisation of Plant Protection Products written by and published by . This book was released on 2017 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This report provides an overview about the functioning of the EU Plant Protection Product authorisation process in several EU Member States and if it is in line with requirements laid down in Regulation (EC) No 1107/2009. The purpose of this regulation is to ensure a high level of protection of both human and animal health and the environment. It sets out the requirements, procedure and timeframes for authorisation of Plant Protection Products and established a zonal system of authorisation in the EU to enable a harmonised and efficient system to operate. The report finds that the zonal system laid down in the Regulation is not working effectively and deadlines for authorisation are not met by the majority of Member States as they do not avail of the opportunities to share work among them and they have not taken measures to compensate this lack of work sharing. As a result, the objective of the Regulation to ensure a high level of protection of both human and animal health and the environment and to improve the functioning of the internal market in the Member States is undermined.
