Book excerpt: RACCs were created by authority granted in Section 201 (e) of the Emergency Relief and Construction Act of 1932, approved July 21, 1932, the Reconstruction Finance Corporation created 12 regional agricultural credit corporations to make short-term loans direct to farmers and stockmen in the United States. Effective May 27, 1933, Executive Order No. 6084 transferred supervision of the RACC's from the Reconstruction Finance Corporation to the Farm Credit Administration. The stock of these corporations was subscribed and paid for by the Reconstruction Finance Corporation out of the unexpended balance of the amounts allocated and made available to the Secretary of Agriculture under Section 2 of the Reconstruction Finance Corporation acts.

Book excerpt: Excerpt from The Use, Value, and Cost of Credit in Agriculture Most farm loans are made for a term of from one to five years, with the result that farmers, unlike men in other old and well established businesses, are continually renewing their mortgage credit. Most business houses instead of renewing their mortgages 'every year or two, seek to Obtain loans with as long a term of repayment and as low a rate of interest as possible. If interest rates are high when capital must be borrowed, refinancing should be provided for at a time when credit is abundant, rates low, and long-term repayment possible. A business essential is a plan of amortization or a sinking fund for the repayment of the mortgage. These are fundamental considerations generally overlooked by farmers. If each farmer worked out the financing of his farm so as to get the longest term at the lowest rate possible, his problem would be solved for years. This might result in a saving of from one to two per cent on his annual interest rate for many years, besides the expense, trouble, and worry of continued renewals - a greater total saving than results from many an important agricultural improve ment. In obtaining short-term credit, farmers are often handicapped because of their failure to understand the banker's position and to realize that his requirements as to size of deposits, margin of security, promptness of payment, etc., must be met in order to secure the most favorable terms. Education will help the farmer to cooperate with the banker in these matters and reduce his interest costs. Book excerpt: Farm credit in this study includes subsidized farm loans provided by the federal government through agencies including Farm Service Agency (FSA) and Farm Credit System (FCS) to agricultural producers in Missouri. Farm credit is used for working capital financing and for increasing quality and number of assets. Producers receive farm credits at lower interest rates compared to those provided by the commercial banks. Easy access to these loans for the qualified borrowers is another positive aspect of these loans. Negative aspects of using farm credits include having to qualify for use and the limited amount of credits. The use of farm credit in the state of Missouri varies from county to county. This study examines the factors affecting the use of farm credits in Missouri using countywide data. A structural shift in farm credit use was explored by using data from four different Census of Agriculture. The study uses ordinary least squares regression model (OLS) with fixed-effect to capture the structural change. Results show that credit use is positively affected by interest expense, size of farm, government subsidies, value of machinery and equipment, ratio of cattle to grain, and value of agriculture products sold. Use of farm credit in Missouri has been structurally shifting with highest use during the 1997 agricultural census year.
