At the outset, I want to make clear our support in concept for the purchase card program. The use of purchase cards has dramatically increased in past years as agencies have sought to eliminate the bureaucracy and paperwork long associated with making small purchases. The benefits of using purchase cards are lower costs and less red tape for both the government and the vendor community.

Book excerpt: Drawing on input from experts in the public and private sectors, the initial report of the NPR recommended expanding the use of purchase cards across the government, a step it said would "lower costs and reduce bureaucracy in small purchases."7. [...] In addition, the FAR was amended in 1994 to designate the purchase card as the "preferred method" for making micro-purchases, and to encourage agencies to use the card for purchases of greater dollar amounts.15 Card use increased sharply as agencies implemented these reforms. [...] According to GSA, the use of purchase cards now saves the government $1.3 billion a year in administrative costs.18 Structure The federal purchase card program is implemented by individual agencies, with the involvement of GSA and OMB. [...] The agency, within the framework of OMB guidance, establishes internal rules and regulations for purchase card use and management, decides which of its employees are to receive purchase cards, and handles billing and payment issues for agency purchase card accounts. [...] It also requires agencies to report the number of AOs it has appointed, the average number of monthly purchase card transactions each AO reviews, the number of reported cases of misuse, and the number of disciplinary actions taken in response to misuse.

The benefits of using PC are lower transaction processing costs and less "red tape" for both the gov't. and vendors. This audit of the Army's PC program addresses whether: the Army's overall control environ. and mgmt. of the PC program were effective, the Army's internal control activities operated effectively and provide reasonable assurance that PC were used appropriately, and indications existed of fraudulent, improper, and questionable transactions. Book excerpt: For fiscal year 2014, the most recently available data at the time of GAO's review, the federal government spent $8.7 billion in micropurchases using purchase cards. In its last government-wide review of the program in 2008, GAO found that internal control weaknesses in agency purchase card programs left the government vulnerable to fraud, waste, and abuse. GAO was asked to review purchase card micropurchases to determine whether weaknesses still exist. GAO examined (1) what actions GSA and OMB have taken since 2008 to enhance program controls over micropurchases and (2) whether weaknesses exist in the approval process for them and, if so, whether there are indicators of improper or potentially fraudulent purchases. GAO analyzed purchase card policies and guidance issued by OMB and GSA; obtained purchase card data on fiscal year 2014 transactions; tested three elements of the approval process through a generalizable random, stratified sample of 300 transactions from a population of over 17 million across the government; and conducted targeted data mining for improper or potentially fraudulent purchases.
