Book excerpt: This book seeks to enhance the cultural dimension of sustainable development and particularly focuses on minor historic centers and their natural and rural landscapes. In a society becoming ever more globalized, without territorial restrictions in the production of goods and able to reproduce in China the goods and product characteristic of South American crafts (to mention just two extremes), the only element that can still be contextualized is heritage identity: the result of close integration between cultural assets, intangible assets and settled communities. Thus, heritage identity is one of the few elements, together with natural resources, which has the potential for economic development that is still firmly rooted in places and local populations. These towns are often the centerpiece of urban landscapes and geographical areas with original features, not always but often as individual places within networks of minor historical centers linked by shared history, traditions and/or natural elements (rivers, forests, river systems or other natural elements). They are outside the major tourist networks, even if now there is a budding interest in the touristic exploitation of these environments. So, they are the right places to pursue a sustainable and local development with a cultural perspective. This book is a product of the VIVA_EASTPART project (Valorisation and Improving of management of Small Historic Centres in the eastern PARTnership region), under the EU-funded “ENPI Eastern Partnership” program. It complements the more practically-focused work that is in production from this group, more focused on empirical approaches to the development of minor historic centers of the nations involved. Though the book has been influenced by this research and working experience, the authors are solely responsible for the content and opinions presented.

To achieve this, it should be developed in accordance with contemporary needs and technological achievements, but on scientifically based and professional criteria and on sustainable models. The research presented in this book is based on the approach of Heritage Urbanism in a combination of experiments (case studies) and theory.

The investigation takes as its starting point the idea that in contemporary societies the loss of our relationship with place is a symptom of a breakdown in the relationship between ethics and aesthetics. This in turn has caused a crisis not only in taste, but also in our sense of beauty, our aesthetic instinct, and our moral values. It has also led to the loss of our engagement with the landscape, which is essential for cities to function. The authors argue that new, fertile forms of interaction between people and space are now happening in what they call the ‘intermediate space’, at the border of “urban normality” and those parts of a city where citizens experiment with unconventional social practices. This new interaction engenders a collective conscience, giving a new and productive vigor to the actions of individuals and also their relations with their environment. These new relations emerge only after we abandon what is called the “therapeutic illusion of space”, which still exists today, and which binds in a deterministic manner the quality of civitas, the associative life of people in the city, to the quality of urban space. Projects for the city should, instead, have as their keystone the notion of social action as a return to a critical perspective, to a courageous acceptance of social responsibility, at the same time as seeking the generative structures of urban life in which civitas and urbs again acknowledge each other.

Redefined relationships can catalyze new synergies for urbanization and alternative livelihood strategies. The overdevelopment of the South-East coastal cities in Greater China has caused environmental degradation, unbalanced economic growth, and acute social disparities between the developed Pearl River Delta and the remote mountain territories in Guangdong Province. In this book, the Dongjiang River Basin in Guangdong is taken as a laboratory for alternative and bottom up urbanization scenarios. Opportunities are presented for micro-economic scenarios, livelihood diversification and the development of rural-urban habitats located in the hinterland of the coastal zone. The rediscovery of ancient mountain territories as a productive resource is emphasized for a new phase of urbanization. Overshadowed by the dominance of global city networks - liveable cities responsive to climate change, conscious of the scarcity of resources, and aware of widening social inequalities, may not be found in densely populated urban areas. The underestimated potential of mountain territories with dispersed settlement structures are proposed as an alternative people-oriented urbanity.
