The book offers an overview on land use planning regarding the aspects of urban flooding, urban climate, urban energy and urban mobility as well as spatial views from the angle of urban planning such as the metropolitan level, the city, the neighbourhood and building level. It shows that to a significant degree, measures dealing with climate change can be taken from the toolbox of sustainable urban development and reflects how institutional structures need to change to enhance chances for implementation given socio-cultural and economic constraints. This is merged and integrated into a holistic perspective of planning recommendations, supporting the municipal government to increase its adaptive capacity. The authors are members of a German government funded research project on how to support HCMC’s municipal government to adapt to risks related to climate change.

Book excerpt: Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.

Book excerpt: Research in the past two decades or so has questioned the sustainability of conventional approaches to urban water management. It has been suggested that a clear vision of the future is one of the key elements necessary for socio-physical change to instigate different ways of managing urban water. Somewhat surprisingly there has been little research on how visions are developed, politicised and, importantly, operationalised. Using Water Sensitive City and Urban Political Ecology as conceptual approaches, this thesis examines the way dominant visions of urban water management emerge and are used to justify certain ways of managing urban water. Archival and observational analyses are supported by interviews with key urban water practitioners in the case study city of Denpasar in Bali, Indonesia. It is an interesting case because the city has experienced huge political pressure to manage wastewater in a new way. The thesis is about the interpretation and materialisation of the socio-physical system guided by the vision. The wastewater system that is being constructed acts to separate water services based on race, social class and economic status. A centralised system is associated with wealthier populations and formal systems and institutions. It is considered a permanent solution underpinned by notions of modernity realised through technology. In contrast, a decentralised system is linked to underprivileged people and informal governance structures. This system is perceived as a community managed approach that is a temporary solution using “appropriate technology”. What is interesting is that recent literature suggests that the latter, decentralised approach is necessary to build resilient and more sustainable communities. This is in stark contrast to the discourse and imagined role of the decentralised infrastructure by all policy documents and stakeholders that were interviewed. Indeed, it was not something that the author had considered until engaging with the literature as part of the thesis. Overall, the thesis concludes visions are never neutral and reflect particular worldviews, ideological aspects and political agendas. Visions are used to legitimate certain agendas by particular groups through construction of certain narratives, irrespective of their underpinning principles.

In many of the world’s major cities, however, public spaces like these are not a part of the everyday lives of the public. Rather, business and social lives have always been conducted along main roads and sidewalks. With increasing urban growth and density, primarily from migration and immigration, rights to the sidewalk are being hotly contested among pedestrians, street vendors, property owners, tourists, and governments around the world. With Sidewalk City, Annette Miae Kim provides the first multidisciplinary case study of sidewalks in a distinctive geographical area. She focuses on Ho Chi Minh City, Vietnam, a rapidly growing and evolving city that throughout its history, her multicultural residents have built up alternative legitimacies and norms about how the sidewalk should be used. Based on fieldwork over 15 years, Kim developed methods of spatial ethnography to overcome habitual seeing, and recorded both the spatial patterns and the social relations of how the city’s vibrant sidewalk life is practiced. In Sidewalk City, she transforms this data into an imaginative array of maps, progressing through a primer of critical cartography, to unveil new insights about the importance and potential of this quotidian public space. Book excerpt: Encompassing both urban and rural processes, the peri-urban interface (PUI) provides a unique and challenging arena for environmental management. As the urban core expands, the PUI industrializes and urbanizes, undergoing rapid social, economic, and environmental changes. One of the results of this transformation is often an increase in pollutants and environmental degradation. In the twenty years since the initiation of its reforms towards a more market-oriented economy, Vietnam has seen significant growth, much of this occurring within the industrial sector in and around urban hubs such as Ho Chi Minh City (HCMC). Rapid urbanization and industrialization has occurred with limited control, and a trend has emerged where industrial activity has moved out of the urban core and into the PUI. Despite ongoing efforts, the government of Vietnam, as in other Asian countries, is unable to fully regulate firms illegally releasing untreated and often highly polluted wastewater. The result is that farmers in HCMC's PUI must now contend with lower crop yields or even failures - and food safety concerns due to an influx of pollutants in irrigation waters. Combining a rights-based approach and a good governance approach, this research describes the constraints on both farmers and government officials that prevent a resolution of farmers' pollution problems. These constraints are argued to stem from systemic water governance issues in Ho Chi Minh City and Vietnam. They include poor communication between farmers and government officials, limited farmer participation in water management, a lack of integration between government agencies, little government accountability and transparency, and water management priorities that favour economic growth over environmental health. It is argued that strengthening farmers' water rights could address these issues. However using a rights based approach would first require addressing gender inequities in community affairs, institutional changes to ensure the recognition of farmers' rights in practice, compensating those harmed by pollution, and educating farmers on the legal system and the water rights it provides. In addition to addressing a general lack of literature on water governance in Vietnam, this research has implications for literature regarding peri-urban environmental management, good water governance, and the rights based approach. This research suggests that the challenges present in the PUI exacerbate and thus illuminate poor water governance practices that extend beyond the local scale. It also suggests that water rights be used as a possible platform to achieve good water governance. Lastly, it explores the potential challenges of implementing a rights based approach.
