Book excerpt: The United States Department of Transportation (U.S. DOT) is taking a bold step in dealing with metropolitan area congestion by promoting and funding demonstrations of congestion pricing and other strategies aimed at reducing congestion. The key policy question is the effectiveness of these strategies. An evaluation is designed to answer this question by measuring the benefits, impacts and value of each metropolitan area's approach to congestion reduction. In addition, evaluation of multiple sites will demonstrate how well the strategies perform under different situations. This book addresses congressional interest in how well the Department of Transportation communicated Urban Partnership Agreements (UPA) selection criteria, whether it had discretion to allocate grant funds to UPA recipients and consider congestion pricing as a priority selection factor, and how it is ensuring that UPA award conditions are met and results are assessed. This book reviewed departmental documents, statutes and case law, and interviewed department officials and UPA applicants. This book consists of public documents which have been located, gathered, combined, reformatted, and enhanced with a subject index, selectively edited and bound to provide easy access.

Book excerpt: This report provides an analytical framework for evaluating six deployments under the United States Department of Transportation (U.S. DOT) Urban Partnership Agreement (UPA) and Congestion Reduction Demonstration (CRD) Programs. The six UPA/CRD sites are Chicago, Los Angeles, Miami, Minnesota, San Francisco, and Seattle. Those sites are seeking to reduce congestion by employing strategies consisting of combinations of tolling, transit, telecommuting/TDM, and technology, also known as the 4 Ts. The national evaluation framework identifies the major questions to be answered through the evaluation; the approach to be used to address those questions; and risks to the evaluation and how they will be mitigated. Four objective questions posed by U.S. DOT serve as a starting point for the evaluation framework: how much congestion was reduced; what contributed to the reduction and what were the associated impacts; what lessons were learned about nontechnical factors for success; and what were the overall cost and benefit of the congestion reduction strategies. The four objective questions were translated into twelve evaluation analyses, which in turn consist of hypotheses and questions, measures of effectiveness (MOEs), and data required for the MOEs. This document explains each of the twelve analyses and discusses the major data requirements and data collection methods that will be needed. Next steps include development of site-specific evaluation plans and test plans.

As new technologies and systematic approaches transform the transportation field, cross-sector collaboration has become an increasingly important policy development and implementation approach. Particularly within the transportation field, an assemblage of technologies is often critical to implementing system-wide strategies aimed at, for example, mitigating traffic congestion. In many cases, designers and implementers of effective transportation policies must combine a variety of technologies with deft relationship building and management. Through the development of comparative case studies of the Urban Partnership Agreement (UPA) initiatives, this research study will complete the examination from start to finish of the Minnesota UPA, and provide additional comparative information from other UPA sites to enhance the certainty of conclusions, and to develop sound lessons for practitioners.

Book excerpt: The Twin Cities metropolitan area was selected to participate in a federal transportation initiative called the Urban Partnership program. This required the formation of a multi-agency collaboration of transportation-focused groups in the Twin Cities area. This collaboration - including the external forces affecting it, the internal processes, structures, and competencies that allowed it to operate, and its accountability mechanisms - is the focus of this analysis. Confirming lessons found in the collaboration literature, the Minnesota UPA is a complex assembly of human (individuals and relationships) and non-human (technologies, artifacts, laws, and procedures) elements; therefore, it is not an easy answer to hard problems but a hard answer to hard problems. The research highlights some new findings. Most notably: the role of technology; linkages connecting high-level federal policymaking to local, operational implementation details; emphasis on multiple roles played by sponsors, champions, neutral conveners, process designers, and technical experts; importance of specific competencies; the role of rules and routines as drivers of collaboration; and the importance of spatial and temporal organizational ambidexterity. It is important to note that the work of this collaboration thus far has been virtually invisible to the public, but that will change in the upcoming stages of UPA implementation.

Book excerpt: "Abstract: This paper presents lessons learned from household traveler surveys administered in Seattle and Atlanta as part of the evaluation of the Urban Partnership Agreement and Congestion Reduction Demonstration Programs. The surveys use a two-stage panel survey approach to analyze the impacts of the federally sponsored variable tolling programs on corridor users' daily travel choices and opinions. Key lessons learned are that pricing does influence travel behavior (as expected), particularly with respect to route choice and the timing of trips. Pricing oes not appear to have a noticeable impact on telecommuting, and impacts on mode choice and occupancy depend on the design of the tolling project and the regional context. In addition, the surveys found that travelers utilizing the priced facility notice and appreciate the improvement to traffic conditions and that attitudes toward tolling change with direct experience. The key implications of these lessons learned are that: near term shifts in mode or carpool size require programmatic support; public communication and community involvement are critical; and regional factors influence public attitudes toward tolling."--Technical report documentation page.
