Book excerpt: Recently there has been a growing concern that structural changes in the Canadian labour market may have altered the quality of new jobs produced by the economy. Some observers are speculating that many of the new jobs created offer relatively low wages & few fringe benefits. A related issue is whether Canadians who are in low-paid jobs receive low earnings for a long period of time. This study examines the upward mobility of low-paid Canadians between 1993 & 1995. Using longitudinal data from the Survey of Labour & Income Dynamics, the authors establish a profile of workers with low weekly earnings. Next, they investigate the determinants of mobility such as workers' education, age, gender, occupation & industry of employment was well as changes in employers & the impact of these changes on the upward mobility of Canadian workers.

Book excerpt: This study updates a similar Statistics Canada study titled "The upward mobility of low-paid Canadians, 1993 to 1995" by Drolet and Morissette (1998). There are limitations to the comparability of the findings in this report and those in the previous study. The analyses in the two studies occurred at different periods and over different lengths of time: 1996-2001 (current study) vs. 1993-1995 (previous study). This difference suggests, for example, that we would expect workers in the current study to be more likely to move out of low paid work given the longer time frame. In accordance with the methodology from the previous study, multivariate logistic regression models were run controlling for personal characteristics (age, education, sex, occupation and region) and job characteristics (industry, part-time status, firm size and union status). Controls for transition variables (job change, union-status change, and firm-size change) were also included in the model to predict who "moves up."

We use income tax information on about 400,000 father-son pairs, and find intergenerational earnings elasticities to be about 0.2. Earnings mobility tends to be slightly greater than income mobility, but non-parametric techniques uncover significant non-linearities in both of these relationships. Intergenerational earnings mobility is greater at the lower end of the income distribution than at the upper end, and displays an inverted V-shape elsewhere. Intergenerational income mobility follows roughly the same pattern, but is much lower at the very top of the income distribution.

Book excerpt: Most information about the incomes of people in Britain today, such as provided by official statistics, tells us how much inequality there is or how many poor people there are in a given year and compares those numbers with the corresponding statistics from the previous year. Missing from snapshot pictures like these is information about whether the people who were poor one year are the same people who are poor the following year; and the circumstances of those with middle-income or top-income origins are not tracked over time. This book fills in the missing information. The author likens Britain's income distribution to a multi-story apartment building with the numbers of residents on the different floors corresponding to the concentration of people at different income levels in any particular year. The poorest are in the basement, the richest are in the penthouse, and the majority somewhere in between. This book assesses how much movement there is between floors, the frequency of moves, whether the distance travelled has been changing over the last two decades, and whether basement dwellers ever reach the penthouse. Using the British Household Panel Survey, which has followed and interviewed the same people annually since 1991, it documents the patterns of income mobility and poverty dynamics in Britain, shows how they have changed over the last two decades, and explores the reasons why. It draws attention to the relationships between changes in income and changes in other aspects of people's lives - not only in their jobs, earnings, benefits, and credits, but also in the households within which they live (people marry and divorce; children are born). Trends over time are also related to changes in Britain's labour market and the reforms to the tax-benefit system introduced by the Labour government in the late-1990s.

In From Parents to Children, an esteemed international group of scholars investigates this question using data from ten countries with differing levels of inequality. The book compares whether and how parents' resources transmit advantage to their children at different stages of development and sheds light on the structural differences among countries that may influence intergenerational mobility. How and why is economic mobility higher in some countries than in others? The contributors find that inequality in mobility-relevant skills emerges early in childhood in all of the countries studied. Bruce Bradbury and his coauthors focus on learning readiness among young children and show that as early as age five, large disparities in cognitive and other mobility-relevant skills develop between low- and high-income kids, particularly in the United States and the United Kingdom. Such disparities may be mitigated by investments in early childhood education, as Christelle Dumas and Arnaud Lefranc demonstrate. They find that universal pre-school education in France lessens the negative effect of low parental SES and gives low-income children a greater shot at social mobility. As economic inequality in the United States continues to rise, the national policy conversation will not only need to address the devastating effects of rising inequality in this generation but also the potential consequences of the decline in mobility from one generation to the next.
