Here Roxanne Euben makes new sense of this belief system by revealing it as a critique of and rebuttal to rationalist discourse and post-Enlightenment political theories. Euben draws on political, postmodernist, and critical theory, as well as Middle Eastern studies, Islamic thought, comparative politics, and anthropology, to situate Islamic fundamentalist thought within a transcultural theoretical context. In so doing, she illuminates an unexplored dimension of the Islamist movement and holds a mirror up to anxieties within contemporary Western political thought about the nature and limits of modern rationalism--anxieties common to Christian fundamentalists, postmodernists, conservatives, and communitarians. A comparison between Islamic fundamentalism and various Western critiques of rationalism yields formerly uncharted connections between Western and Islamic political thought, allowing the author to reclaim an understanding of political theory as inherently comparative. Despite the myth of the “sister republics,” the French have always been our rivals, and have harmed and obstructed our interests more often than not. This history of French hostility goes back to 1704, when a group of French and Indians massacred American settlers in Deerfield, Massachusetts. The authors also debunk the myth of French aid during the Revolution: contrary to popular notions, the French did not enter the war until very late and were mainly interested in hurting their rivals, the British. After the war, the French continued to see themselves as major players in the Western hemisphere and shaped their policies to limit the growth and power of the new nation. The notorious XYZ affair, involving French efforts to undermine the government of George Washington, led to an undeclared naval war with France in 1798. During the Civil War, the French supported the Confederacy and installed a puppet emperor in Mexico. In the twentieth century, Americans clashed with the French repreatedly. The French victory over President Wilson at Versailles imposed a short-sighted and punitive settlement on Germany that paved the way for the rise of fascism in the 1930s. During World War II, Vichy French troops killed hundreds of American soldiers in North Africa, and diehard French fascist units fought against the Allies in the rubble of Berlin. During the Cold War, Charles DeGaulle yanked France out of NATO and obstructed our efforts to roll back Soviet expansion. The legacy of French imperial power has been no less disastrous. The French left Haiti in a shambles, got us into Vietnam, and educated many of the world’s worst tyrants at their elite universities, including Pol Pot, the genocidal Cambodian dictator. The fascist Baath regimes in Iraq and Syria are another legacy of failed French colonialism. Americans have been particularly irritated by French cultural arrogance—their crusades against American movies, McDonalds, Disney, and the exclusion of American words from their language have always rubbed us the wrong way. This irritation has now blossomed into outrage. Our Oldest Enemy shows why that outrage is justified.

As Cicero famously remarked, there are certain enemies with whom one may negotiate and with whom, circumstances permitting, one may establish a truce. But there is also an enemy with whom treaties are in vain and war remains incessant. This is the pirate, considered by ancient jurists considered to be "the enemy of all." In this book, Daniel Heller-Roazen reconstructs the shifting place of the pirate in legal and political thought from the ancient to the medieval, modern, and contemporary periods presenting the philosophical genealogy of a remarkable antagonist. Today, Heller-Roazen argues, the pirate furnishes the key to the contemporary paradigm of the universal foe. This is a legal and political person of exception, neither criminal nor enemy, who inhabits an extra-territorial region. Against such a foe, states may wage extraordinary battles, policing politics and justifying military measures in the name of welfare and security. Heller-Roazen defines the piracy in the conjunction of four conditions: a region beyond territorial jurisdiction; agents who may not be identified with an established state; the collapse of the distinction between criminal and political categories; and the transformation of the concept of war. The paradigm of piracy remains in force today. Whenever we hear of regions outside the rule of law in which acts of "indiscriminate aggression" have been committed "against humanity," we must begin to recognize that these are acts of piracy. Often considered part of the distant past, the enemy of all is closer to us today than we may think. Indeed, he may never have been closer.
