The book also examines states’ use of political strategies -- such as forum-shopping, hostage-taking and brokering -- that influence the design, evolution and practicalities of cooperation between the EU and NATO. Book excerpt: The creation of the North Atlantic Treaty Organization was one of the most important accomplishments of American diplomacy in countering the Soviet threat during the early days of the Cold War. Why and how such a reversal of a 150-year nonalignment policy by the United States was brought about, and how the goals of the treaty became a reality, are questions addressed here by a leading scholar of NATO. The importance of restoring Europe to strength and stability in the post-World War II years was as obvious to America as to its allies, but the means of achieving that goal were far from clear. The problem for European statesmen was how to secure much- needed American economic and military aid without sacrificing political independence. For American policymakers, in contrast, a degree of American control was seen as an essential quid pro quo. As Mr. Kaplan shows, the lengthy negotiations of 1947 and 1948 were chiefly concerned with reconciling these opposing views. For the Truman administration, the difficulties of achieving a treaty acceptable to the allies were matched by those of winning its acceptance by Congress and the public. Many Americans saw such an "entangling alliance" as a threat not only to American security but to the viability of the United Nations. Mr. Kaplan demonstrates the tortuous course of the debate on the treaty and the pivotal role of the communist invasion of South Korea in its ultimate approval. This authoritative study offers a timely reevaluation of the origins of an alliance that continues to play a critical role in the balance of power and in the prospects for world peace.

The United States, while no less committed to Europe, is now taking a broader approach to its global responsibilities. The United States wants the concept of a "European Security and Defense Identity" (ESDI) implemented in such a way that it neither duplicates NATO nor threatens to dismantle or replace the alliance. U.S. military presence in Europe remains crucial. Europeans want unambiguous indications of U.S. commitment and firm political leadership, but Europeans will have to accept a continuing U.S. commitment that is not measured solely by the level of U.S. forces in Europe. ESDI and the future U.S. role in Europe's security will have to be forged into a new trans-Atlantic relationship. NATO relations with the Western European Union (WEU) will come to the fore of U.S.-European relations, beginning with the Fall 1994 ministerial meetings. Key to the new relationship will be NATO's Combined Joint Task Force (CJTF) initiative, which would give NATO and WEU a deployable military capability. The French are delaying CJTF concept development.

An understanding of this process is key to an American foreign policy that recognizes Europe as a strategic actor in its own right, an indispensable ally with its own military and nonmilitary instruments of crisis management. At the end of the Cold War with the collapse of the Soviet Union in 1991, and the postcommunist transformation of Central and Eastern Europe, the U.S.-led NATO alliance found itself without its erstwhile primary enemy. While NATO found new purpose as guarantor of stability for an increasing membership and crisis manager in Southeast Europe, the alliance's expansion also advanced its transformation from a collective defense organization into a security community. While NATO was redefining itself, the European Union created the institutional and political prerequisites for a European security and defense policy. In his analysis of Europe's emancipation from security dependence on the United States, Oswald expects the economic strength of the European bloc to translate into responsibility for regional security. Yet this is not to say that the EU is emerging as the primary challenger to U.S. hegemony. Instead, Oswald argues, European security autonomy will lead to a more balanced transatlantic partnership, even though American military might will remain far superior. Book excerpt: For almost fifteen years, both the EU and North Atlantic Treaty Organization (NATO) have claimed to partake in a relationship that is purported to be a ‘Strategic Partnership’, albeit one that is troubled by lasting political blockages. The constraints that affect the formal relationship between the two organizations are well-covered terrain in the academic literature – including by most of the contributors to this volume; however, the popular argument that the EU and NATO simply do not cooperate in any substantive way warrants deeper investigation, both theoretically and thematically. Thus, EU-NATO relations might not at first seem like an under-researched area, but much of the existing literature on the issue re-engages oversimplified and formulaic statements about the nature, quality, and practice of interactions between the EU and NATO. This volume aims to develop the EU-NATO research agenda by pursuing three key objectives: (1) reduce the lacuna of theoretically informed analyses of the relationship, (2) add empirically and analytically rigorous case studies to the relevant body of literature, and (3) point to possible developments and solutions in the 'Strategic Partnership'. The chapters in this book were originally published as a special issue in European Security.

Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.
