Book excerpt: This study presents an in-depth survey of the principal policies and personalities of American diplomacy of the era, together with a discussion of recent historiography in the field. For two decades between the two world wars, America pursued a foreign policy course that was, according to Rhodes, shortsighted and self-centered. Believing World War I had been an aberration, Americans na^Dively signed disarmament treaties and a pact renouncing war, while eschewing such inconveniences as enforcement machinery or participation in international organizations. Smug moral superiority, a penurious desire to save money, and naíveté ultimately led to the neglect of America's armed forces even as potential rivals were arming themselves to the teeth. In contrast to the dynamic drive of the New Deal in domestic policy, foreign policy under Franklin D. Roosevelt was often characterized by a lack of clarity and, reflecting Roosevelt's fear of isolationists and pacifists, by presidential explanations that were frequently evasive, incomplete, or deliberately misleading. One of the period's few successes was the bipartisan Good Neighbor policy, which proved far-sighted commercially and strategically. Rhodes praises Cordell Hull as the outstanding secretary of state of the time, whose judgment was often more on target than others in the State Department and the executive branch.

The author explores the new sense of self and the world during this period, especially evident in the writings of Sinclair Lewis, Sherwood Anderson, Robert Frost, H. L. Mencken, Glenway Wescott, William Faulkner, and others. Stevenson writes about numerous facets of the 1920s: the brilliant entertainers, Harlem's brief period of glory, the worsening conditions in the South, the hero worship of Babe Ruth and Charles Lindbergh, and the stockmarket crash in 1929 that brought an abrupt end to the golden years. In the new introduction, the author reflects on her personal experience and discusses how the 1920s affected her family. She goes on to talk about how living in the tumultuous 1960s prompted her to write Babbitts and Bohemians. While she concedes that there were some not so glorious times during the 1920s, she still considers it a period where the vitality of life exhibited itself in all sorts of interesting and entertaining new ways. Elizabeth Stevenson succeeds admirably in conveying the spirit and the history of the era: the people and the mood that shaped the times; the political, international, and economic apathy; the conformity and rebellion of a decade unlike any other before or since. Babbitts and Bohemians will be enjoyed by all, especially historians, sociologists, and political scientists.

This book focuses on the HYI’s programs in teaching, research, and publication of Chinese humanities within China to the early 1950s and, to a lesser extent, its activities at Harvard that had close ties with its China side. Through the HYI story, the author examines in depth the cooperation, tensions, adaptation, and integration in the operation, management, and governance of the HYI’s programs on both sides of the Pacific, and the complex multi-layered interactions between American educators and their Chinese partners, treating each side sympathetically but without losing sight of the big picture. As the first comprehensive study on the subject, the book adopts a concept of “cultural engineering,” which is defined as a conscious design to use cultural heritage to recreate culture in order to promote a society's development, to look at key issues in a way which accounts for interactions and initiatives on both sides and shows the difficult path toward developing common interests without neglecting tensions and conflicts, thus going beyond the various one-sided historiographies which pit Chinese against Americans or nativist rejection of modernity against cultural imperialism. The HYI experience in China from the 1920s to the early 1950s resonates down to the present day in American relations with the world. The United States faces many similar challenges in the Middle East, Asia, Africa, and Latin America today as in revolutionary China of the 1920s to 1950s. Therefore, this study offers a window onto many issues relating to cross-cultural interactions today, especially between the United States and non-Western nations.
