Book excerpt: This volume, a discerning examination of what might be termed Greater Malaysia, is the first comprehensive analysis of American-Malaysian relations and Malaysian foreign policy. A strategic geographic position and rich natural resources lend obvious importance to this region, which encompasses Malaysia, Singapore, and Brunei. But it is especially significant for its extraordinary political, cultural, and economic accomplishments. Achieving a peaceful transition from British colonies to independence, Malaysia and Singapore formed strong democratic governments and assumed an increasingly responsible role in the international community. The Malay, Chinese, and Indian residents of this area are a fine example of three communities of differing race, religion, and way of life existing together in harmony and cooperation. And the economic system, a successful combination of free enterprise and an extensive social welfare program, continues its stable development. Mr. Gould introduces his work with a geographic description of the lands, a lively ethnographic portrait of each of the three major racial communities, and a brief history of the numerous cultures that have had an impact on the Malaysian peoples. He then examines the governments of Malaysia, which have the problem of "creating a nation out of a multi-racial society in which communalism and local interests are far stronger than the sense of nationalism." Proceeding to the larger problem of establishing a Malaysian nation, he analyzes the forces promoting unity and disunity. Surveying Malaysia's economic progress, the author notes its dependence on the United States, the biggest buyer of Malaysia's rubber and tin, and he projects sustained economic growth. He then discusses Malaysia's regional and international relations, outlining those factors that influence its foreign policy. Concluding with a perceptive interpretation of the United States's connection to the area, he highlights the long history of friendship; the economic interdependence; the American commitment to help Malaysia maintain its political independence and further develop its viable economy; and recent aid and political relations.

Book excerpt: Using the case study of the Kadazan of Sabah, a region in the Malaysian section of Borneo, this book examines national, ethnic and local identities in post-colonial states. It shows the importance of the connection between lived experience and identity and belonging, and by doing so, provides a deeper and fuller explanation of the apparently contradictory conflict between different collective forms of identification and the way in which they are employed in reference to everyday situations. Based on ethnographic fieldwork and historical analysis, the book reconstructs the development of the cultural forms and labels associated with the collective identities it studies. The author employs an approach that sees collective identification as an expression of everyday practices and that stresses the importance of participation and familiarity between forms of identification and lived experience. In this context, he considers anthropological debates about state-minorities relations and issues of ‘dignity’ and ‘respect’. Explaining state-minority relations in Malaysia and more generally in other post-colonial realities, the insights presented are highly relevant to other cases of conflicting allegiances and identity politics in settings of post-colonial nation-building.

Singapore, meanwhile, has tried to build a meritocracy—ostensibly colour-blind, yet more encouraging perhaps to some Singaporeans than to others. How have these policies affected ordinary people? How do these two divergent nations now see each other and the world around them? Seeking answers to these questions, two Singaporeans set off to cycle around Peninsular Malaysia, armed with a tent, two pairs of clothes and a daily budget of three US dollars each. They spent 30 days on the road, cycling through every Malaysian state, and chatting with hundreds of Malaysians. Not satisfied, they then went on to interview many more people in Malaysia and Singapore. What they found are two countries that have developed economically but are still struggling to find their souls.

In this comprehensive account, Harold Crouch argues that, while they may appear contradictory, the responsive and the repressive features of the system combine in an integrated and coherent whole. Consistently dominated by the Malay party UMNO, which represents the largest ethnic group, the Malaysian government requires the support of its Chinese, Indian, and East Malaysian minorities to retain control. The need to appeal to a politically and ethnically divided electorate restrains the arbitrary exercise of power by the ruling coalition. As a result, the government responds to popular aspirations, particularly since a split in the dominant Malay party in the 1980s. Yet it also controls the electoral process, ensuring victory in all national elections. Communal, social, and economic factors have all contributed in rather ambiguous ways to shaping the Malaysian political system. Communal tensions, change in the class structure, and the consequences of economic growth have generated pressures in both democratic and authoritarian directions. The government has been remarkably stable despite sharp ethnic divisions and, Crouch suggests, it is unlikely to move swiftly toward full democracy in the near future.

Bilateral relations have improved over the past decade. Prime Minister Najib Razak, who came to power in 2009, made relations with the United States a priority early in his administration. More recently he has moved to deepen trade and economic ties with China. Congress has shown interest in a variety of issues in U.S.-Malaysia relations over the years, especially regarding trade, counterterror and security cooperation, human rights, the environment, and Malaysia's external relations.Malaysia is considered a middle-income country that is relatively prosperous when compared to other Southeast Asian countries. The United States and Malaysia are major trade and investment partners. In 2016, Malaysia was the 24th-largest market for U.S. exports and the 14th-largest supplier of U.S. imports. The two countries negotiated and signed the Trans-Pacific Partnership (TPP) free trade agreement (FTA), which would have removed tariff and non-tariff barriers to trade between the United States, Malaysia, and the other 10 participants. President Trump withdrew from the pact in January, stating an intent to negotiate future FTAs bilaterally, potentially with TPP partners. To date, there appears to have been little discussion of resuming bilateral U.S.-Malaysia FTA negotiations, but there may be interest in Malaysia in some type of economic dialogue with the United States such as a Trade and Investment Framework Agreement (TIFA). Malaysia is also seeking to develop deeper regional trade ties through the Regional Comprehensive Economic Partnership (RCEP), which does not include the United States.Malaysia has enjoyed considerable political stability since it gained independence in 1957 despite potential cleavages within its multiethnic and multireligious social fabric. Political coalitions led by the United Malays National Organization (UMNO), the country's dominant political party, have ruled Malaysia without interruption since independence. UMNO is a staunch proponent of economic and social preferences for ethnic Malays and other indigenous groups, collectively known as bumiputra. It has supported a wide-ranging economic program known as the New Economic Policy (NEP), which attempts to address socio-economic disparities by privileging bumiputra in government contracts, education, and government hiring. Malaysia has also enjoyed broad success in achieving higher income levels for its citizens since independence.The United States occasionally has criticized the Malaysian government for its weak human rights protections, its record on combatting human trafficking, constraints on press freedom, and prosecution of opposition political leaders like Anwar Ibrahim. Many Members of Congress questioned the improved ranking and asserted that the State Department had overlooked serious human trafficking problems in order to facilitate approval of the TPP.Malaysia is actively engaged in diplomacy on numerous regional and global issues. Efforts to promote moderate Islam and marginalize religious extremism have been a major part of Malaysian diplomacy, including acting as a mediator in conflicts between Muslim separatist groups and the central government in both the Philippines and Thailand. Malaysia maintains good relations with its neighbors and has promoted cooperation among the 10 countries in the Association of Southeast Asian Nations (ASEAN). Malaysia is one of several Southeast Asian countries with maritime and territorial claims in the South China Sea, although it has assumed a relatively low profile in those disputes. U.S.-Malaysia security cooperation includes counter-terrorism activities, numerous military exercises, ship visits, and military education exchanges.
