This study explores the normative dimension of the evolving role of the United Nations in peace and security and, ultimately, in governance. What is dealt with here is both the UN's changing raison d'être and the wider normative context within which the organisation is located. The study looks at the UN through the window of one of its most contentious, yet least understood, practices: active involvement in intra-state conflicts as epitomised by UN peacekeeping. Drawing on the conceptual tools provided by the 'historical structural' approach, this study seeks to understand how and why the international community continuously reinterprets or redefines the UN's role with regard to intra-state conflicts. The study concentrates on intra-states 'peacekeeping environments', and examines what changes, if any, have occurred to the normative basis of UN peacekeeping in intra-state conflicts from the early 1960s to the early 1990s. One of the original aspects of the study is its analytical framework, where the conceptualisation of 'normative basis' revolves around objectives, functions and authority, and is closely connected with the institutionalised values in the UN Charter such as state sovereignty, human rights and socio-economic development. This book is essential reading for postgraduate students of IR and international peacekeeping organisations.

The war destroyed Europe, once a force on the international stage. The United States and the Soviet Union were left to compete against each other in all forms and arenas for sole dominance. Their decades-long struggle was nowhere more apparent than in the United Nations (UN). This international organization, designed to promote peace and provide a forum for state cooperation, became anything but, as the two superpowers vied in an all out struggle of power politics until the end of the Cold War. A prime example, and perhaps, as Dag Hammarskjöld, the UN Secretary-General from 1953 to 1961, argued, the most important UN peacekeeping operation of the Cold War was the UN intervention in the Congo, Organisation des Nations Unies au Congo (ONUC), that began in 1960. The Congolese crisis demonstrated that the Cold War cleavage was powerful enough to penetrate even the very international organization created to eliminate the influence of individual state interests; the clear East-West divide not only further escalated the internal Congolese conflict but also further strained US and Soviet relations in all aspects of the UN.

Book excerpt: The United Nations is being called upon more and more to participate if situations that fall somewhere between peacekeeping and full-scale enforcement operations, such as those in Korea during the 1950s and the Persian Gulf in 1991. Such efforts have come to be termed as peace enforcement operations. Three case studies in which the United Nations used this type of force are examined: the early 1960s UN operation in the Congo (ONUC); the UN operations on Somalia (UNITAF and UNOSOM); and the mission in Bosnia (UNPROFOR). Until now, no single investigation had considered these three case studies from the viewpoint of determining the advantages and disadvantages involved in using peace enforcement as a way of dealing with international peace and security issues. After careful examination, Boulden argues that, while problematic, peace enforcement is a potentially viable tool for the United Nations. The implementation of peace enforcement operations does, however, present the United Nations with a number of complicated challenges. Three factors have the power to influence the outcome of such operations. Without an adequate mandate, and--most importantly--without sufficient resources, the likelihood of success is low. Further, the maintenance of impartiality in the implementation of the operation (as opposed to whether or not the mandate itself is impartial) is critical to the chances of a positive outcome. Over all, the Security Council needs to have a greater awareness about the potential difficulties inherent in peace enforcement mandates and, accordingly, to take greater care in designing and monitoring these operations.

This controversy has no simple, straight-forward, and uniform explanation. Part of the explanation is to be found in the successes and failure of the operation itself; part in its labyrinthine international ramifications. But the most important explanation lies in its significance as a precedent. The ability of the Organization to take "collective measures" to maintain law and order within the territory of a Member State, albeit as a means of preserving international peace, was demonstrated, challenged and criticized. So much has been reported of the details and so varied has been the commentary that only the most intrepid spirit would venture something more with which to detain interested parties. The present study does not pretend to uncover new data so as to complete or correct the his torical record; it attempts, rather, to reflect on what has already been brought out and, against that background of factual knowledge, to indi cate and examine the legal problems involved. In so doing, it has been necessary to be ruthless in deciding what are central issues and in re jecting what is often interesting but probably peripheral.
