It was the Irish Defense Forces' first experience of active service since 1923. Irish diplomat Conor Cruise O'Brien headed the UN mission in Katanga. When Irish units suffered casualties and men were taken prisoner as the fighting in Katanga continued, the crisis facing Taoiseach Sean Lemass became the most delicate and dangerous chapter in Ireland's foreign relations since 1945. Art Magennis served with the Irish Defence Forces from 1940 to 1979. He undertook two tours of duty in Congo and was second-in-command of the 35th Battalion's Armoured Car Group in Elisabethville, Katanga, in 1961. Drawing from more than 330 interviews and a year and a half of field research, it develops a case study of the international intervention during the Democratic Republic of the Congo's unsuccessful transition from war to peace and democracy (2003-2006). Grassroots rivalries over land, resources, and political power motivated widespread violence. However, a dominant peacebuilding culture shaped the intervention strategy in a way that precluded action on local conflicts, ultimately dooming the international efforts to end the deadliest conflict since World War II. Most international actors interpreted continued fighting as the consequence of national and regional tensions alone. UN staff and diplomats viewed intervention at the macro levels as their only legitimate responsibility. The dominant culture constructed local peacebuilding as such an unimportant, unfamiliar, and unmanageable task that neither shocking events nor resistance from select individuals could convince international actors to reevaluate their understanding of violence and intervention.

It analyses how historians and political scientists have treated the conflict and suggests ways in which scholars from the two disciplines can cooperate better and learn from one another. The paper reverts to international relations theories that adequately explain what happened between 1960 and 1964.This essay critically examines why UN intervention in the Congo failed to achieve the intended peace that constituted the rationale behind its intervention. The essay will argue that perceptions and misperceptions among UN members exacerbated a rift between the UN and the realities of the conflict. And the Cold War ideology at the time and Belgium's support for Moise Tshombe to secede Katanga because of their hatred for Patrice Lumumba, greatly hampered UN mission as a peace machinery.

Book excerpt: The United Nations is being called upon more and more to participate if situations that fall somewhere between peacekeeping and full-scale enforcement operations, such as those in Korea during the 1950s and the Persian Gulf in 1991. Such efforts have come to be termed as peace enforcement operations. Three case studies in which the United Nations used this type of force are examined: the early 1960s UN operation in the Congo (ONUC); the UN operations on Somalia (UNITAF and UNOSOM); and the mission in Bosnia (UNPROFOR). Until now, no single investigation had considered these three case studies from the viewpoint of determining the advantages and disadvantages involved in using peace enforcement as a way of dealing with international peace and security issues. After careful examination, Boulden argues that, while problematic, peace enforcement is a potentially viable tool for the United Nations. The implementation of peace enforcement operations does, however, present the United Nations with a number of complicated challenges. Three factors have the power to influence the outcome of such operations. Without an adequate mandate, and--most importantly--without sufficient resources, the likelihood of success is low. Further, the maintenance of impartiality in the implementation of the operation (as opposed to whether or not the mandate itself is impartial) is critical to the chances of a positive outcome. Over all, the Security Council needs to have a greater awareness about the potential difficulties inherent in peace enforcement mandates and, accordingly, to take greater care in designing and monitoring these operations.
