This Glossary is intended to provide brief definitions of both the most relevant scientific terms in the field of drug demand reduction, including key terms employed in international treaties concerned with illicit drugs, and, the main substances of abuse, including alcohol and nicotine. It aims to support future activities and publications in demand reduction and to facilitate international communication about drug issues and policies. The list of terms included in the Glossary is not exhaustive and it is not meant to replace other key sources of information such as the World Health Organization's 1994 'Lexicon of alcohol and drug terms'. The inclusion criteria are given in the introduction. The Glossary is intended for policy makers and planners in both developing and developed countries who are engaged in demand reduction policies and programmes.
