Book excerpt: Excerpt from The Union of Utrecht The verdict was accepted by the American people, partly because they had always been taught the inspirational theory of their political origin, partly because they were proud of believing themselves self-made, partly because the well-rounded period of the great premier carried conviction with it. But questionings had already come in the minds of Mer ican scholars, and at Harvard, at Johns Hopkins, at the Uni versity of Nebraska, the English, and subsequently the Ger manic, origin of our institutions had been shown. The two new schools were not rivals, for the English themselves, under the leadership of Mr. Edward Freeman, were studying the Germanic origin of their own local institutions. These theories seemed reasonable, the proof conclusive, and we had come to accept without question this explanation of the source of our political ideas. But a new school has lately risen, led by Mr. Douglas Camp bell, urging the claims of the debt America owes Holland. We are persuaded that all of our political virtues are inherited from the Dutch, while our political vices come from England. The claims of the new school are yet to be proven, but its rise is of interest as showing that our political origin may yet be shown to be cosmopolitan in character, as were the settlements of the thirteen original colonies. The story of the Dutch Revolt is usually told in terms of fractious provinces that frustrated Orange's efforts to formulate a coherent programme. In this book James D. Tracy argues that there was a coherent strategy for the war, but that it was set by the towns of Holland. Although the States of Holland were in theory subject to the States General, Holland provided over 60 per cent of the taxes and an even larger share of war loans. Accordingly, funds were directed to securing Holland's borders, and subsequently to extending this protected frontier to neighbouring provinces. Shielded from the war by its cordon sanitaire, Holland experienced an extraordinary economic boom, allowing taxes and loans to keep flowing. The goal - in sight if not achieved by 1588 - was a United Provinces of the north, free and separate from provinces in the southern Netherlands that remained under Spanish rule. With Europe increasingly under the sway of strong hereditary princes, the new Dutch Republic was a beacon of promise for those who still believed that citizens ought to rule themselves.

Book excerpt: Scholars have long argued over whether the 1648 Peace of Westphalia, which ended more than a century of religious conflict arising from the Protestant Reformations, inaugurated the modern sovereign-state system. But they largely ignore a more fundamental question: why did the emergence of new forms of religious heterodoxy during the Reformations spark such violent upheaval and nearly topple the old political order? In this book, Daniel Nexon demonstrates that the answer lies in understanding how the mobilization of transnational religious movements intersects with--and can destabilize--imperial forms of rule. Taking a fresh look at the pivotal events of the sixteenth and seventeenth centuries--including the Schmalkaldic War, the Dutch Revolt, and the Thirty Years' War--Nexon argues that early modern "composite" political communities had more in common with empires than with modern states, and introduces a theory of imperial dynamics that explains how religious movements altered Europe's balance of power. He shows how the Reformations gave rise to crosscutting religious networks that undermined the ability of early modern European rulers to divide and contain local resistance to their authority. In doing so, the Reformations produced a series of crises in the European order and crippled the Habsburg bid for hegemony. Nexon's account of these processes provides a theoretical and analytic framework that not only challenges the way international relations scholars think about state formation and international change, but enables us to better understand global politics today.

Book excerpt: Most scholars agree that during the sixteenth century, the centre of European international trade shifted from Antwerp to Amsterdam, presaging the economic rise of the Dutch Republic in the following century. Traditionally this shift has been accepted as the natural consequence of a dynamic and progressive city, such as Amsterdam, taking advantage of expanding commercial opportunities at the expense of a more conservative rival hampered by outmoded medieval practices. Yet, whilst this theory is widely accepted, is it accurate? In this groundbreaking study, Clé Lesger argues that the shift of commercial power from Antwerp to Amsterdam was by no means inevitable, and that the highly specialized economy of the Low Countries was more than capable of adapting to the changing needs of international trade. It was only when the Dutch Revolt and military campaigns literally divided the Low Countries into separate states that the existing stable spatial economy and port system fell apart, and a restructuring was needed. Within this process of restructuring the port of Amsterdam acquired a function radically different to the one it had prior to the division of the Netherlands. Before the Revolt it had served as the northern outport in a gateway system centred on Antwerp, but with access of that port now denied to the new republic, Amsterdam developed as the main centre for Dutch shipping, trade and - crucially - the exchange of information. Drawing on a wide variety of neglected archival collections (including those of the Bank of Amsterdam), this study not only addresses specific historical questions concerning the commercial life of the Low Countries, but through the case study of Amsterdam, also explores wider issues of early modern European commercial trade and economic development.
