Nearly every country which discriminates does so unequally, singling out some religious minorities for more discrimination than others. Religious tradition does not explain this complex issue. For example, Muslim majority states include both the most discriminatory and tolerant states in the world, as is also the case with Christian majority states. Religious ideologies, nationalism, regime, culture, security issues, and political issues are also all part of the answer. In The Unfree Exercise of Religion Jonathan Fox examines how we understand concepts like religious discrimination and religious freedom, and why countries discriminate. He makes a study of religious discrimination against 597 religious minorities in 177 countries between 1990 and 2008. While 29 types of discrimination are discussed in this book, the most common include restrictions in places of worship, proselytizing, and religious education.

Thus, in culture and law, the effect of the metaphor has become instrumental, not merely descriptive. This volume seeks to productively complicate and invite further analysis of this easy conflation of democracy, religion, and the market. It invites scholars from a variety of disciplines to consider more intentionally the extent to which markets are implicated and illuminate the place of religion in public life. Breaking new ground in political science, this book explores these questions both qualitatively and quantitively, concluding that the answer is yes. Previous studies have focused on conflict within states or interstate aggression with overtly religious motivations; in contrast, Brown shows how religion affects states’ propensities to militarize even disputes that are not religious in nature. Different religions are shown to have different influences on those propensities, and those influences are linked to the war ethics inculcated in those religions. The book analyses and classifies war ethics contained in religious scripture and other religious classics, teachings of religions’ contemporary epistemic communities, and religions’ historical narratives. Using data from the new Religious Characteristics of States dataset project, qualitative studies are combined with empirical measurements of governments’ institutional preferences and populations’ cultures. This book will provide interesting insights to scholars and researchers in international security studies, political science, international law, sociology, and religious studies.

Each contribution uses round 3 of the Religion and State dataset which includes information on 117 distinct state religion policies. Secular and religious forces in society and government compete in order to influence state religion policy in a vibrant religious economy. While governments are more involved in religion in 2014 than they were in 1990, most states both added and dropped religion policies during this period. This is important because these policies impact on a number of important political, social, and economic phenomena. In this collection the authors examine the impact of state religion policies on interstate militarized disputes, violent domestic conflict, terrorism, and voting for political parties. They also examine some of the factors that influence state religion policy, including the attitudes of citizens toward religion and religious minorities, free and open elections, and having an independent judiciary. This book explores how debates over the American Office of Religious Freedom and its International Religious Freedom Act (IRFA, 1998) and very recent debates over the Canadian Office of Religious Freedom (2013) have pitted at least six basic, but very different meanings of the religious and the secular against each other in often undisclosed and usually unproductive ways. Properly naming this ‘religious problem’ is a critical first step to acknowledging and conciliating their practically polar political prescriptions. It must be considered how we are to think about religion in political offices, both the Canadian and the American experience, as an essentially contested term, and one which demands better than postmodern paralysis, what the author terms political theology. This is especially critical since both of these cases are not just about how to deal with religion at home, but how to engage with religion abroad, where real peril, and real practical policy must be undertaken to protect increasingly besieged religious minorities. Finally, a principled pluralist approach to the religious and the secular suggests a way to think outside the ‘religious problem’ and productively enlist and engage the forces of religion resurging around the globe. The book will be of great use to scholars and students in religion and foreign affairs, secularization, political theology, and political theory, as well as professionals and policy makers working in issues relating to religion, religious freedom, and foreign affairs.
