Drawing on interviews with one hundred men and women who have lost jobs across Pennsylvania, Sarah Damaske examines the ways unemployment shapes families, finances, health, and the job hunt. Damaske demonstrates that commonly held views of unemployment are either incomplete or just plain wrong. Shaped by a person’s gender and class, unemployment generates new inequalities that cast uncertainties on the search for work and on life chances beyond the world of work, threatening opportunity in America. Following in depth the lives of four individuals over the course of their unemployment experiences, Damaske offers insights into how the unemployed perceive their relationship to work. She reveals the high levels of blame that women who have lost jobs place on themselves, leading them to put their families’ needs above their own, sacrifice their health, and take on more tasks inside the home. Book excerpt: Young People and Long-Term Unemployment examines the consequences of long-term unemployment for the personal, social, and political lives of young adults aged 18–34 across four European cities: Cologne (Germany), Geneva (Switzerland), Lyon (France), and Turin (Italy). Adopting a multidimensional theoretical framework aiming to bring together insights based on the contextual (macro), organizational (meso), and individual (micro) levels, and combining quantitative and qualitative data and analyses, it reaches a number of important conclusions. First, our study shows that the experience of long-term unemployment has a negative impact on different dimensions of young people’s lives. When compared to employed youth, unemployed youth are less satisfied with their lives, more isolated, and less independent financially. Second, however, there are important variations across the four cities. This means that, in spite of widespread retrenchments, in some places the welfare state still acts as a buffer against unemployment. Third, although young unemployed people participate in politics equally if not slightly more than employed youth, the young unemployed are often disconnected from politics. This is so even when they have important grievances to express in the face of high youth unemployment, precarious working conditions, and grim future perspectives on the labor market. This book will be useful for scholars interested in unemployment politics and youth politics, researchers and teachers in political science, sociology, and social psychology.

Book excerpt: This review describes advances over the past decade in what is known about the individual experience of unemployment, predictors of reemployment, and interventions to speed employment. Research on the impact of unemployment has increased in sophistication, strengthening the causal conclusion that unemployment leads to declines in psychological and physical health and an increased incidence of suicide. This work has elucidated the risk factors and mechanisms associated with experiencing poor psychological health during unemployment; less so for physical health and suicide. Psychologists have begun to contribute to the study of factors associated with reemployment speed and quality. The past decade has especially illuminated the role of social networks and job search intensity in facilitating reemployment. Evidence suggests some individuals, especially members of minority groups, may face discrimination during their job search. Although more work in this arena is needed, several intervention-based programs have been shown to help individuals get back to work sooner.

Book excerpt: This study examines individuals' unemployment experiences from the age of 18 up to the age of 35 using a large panel of administrative records on unemployment related benefit claims of men in the United Kingdom over the past two decades. The main focus is on the extent to which individuals' unemployment experiences are affected by regional and skill differences, i.e. individual heterogeneity, and the business cycle. In particular this study analyses the extent to which repeated unemployment is experienced by individuals who are not able to get stable employment and individuals who hold several jobs interrupted with spells of unemployment before obtaining stable employment. The results provide new insights into the long-term benefits of a labour market program aimed at increasing the employability of the unemployed and getting them into work, such as the New Deal in the UK.

It examines the major controversies about how far entrapment in unemployment is due to resource constraints, motivational problems, or skill deficiency. It examines the forms that new policies have taken, the way they vary between EU countries, and the effects they have had on the life experiences of the unemployed. Its central concern is how far the new policies developed in the 1990s, in particular the spread of activation and welfare-to-work policies, address the major sources of vulnerability of the unemployed. The chapters draw on the results of a number of major comparative research programmes funded by the European Commission. These provide for the first time rigorous comparative data across a range of different countries. They bring together the insights of researchers from different disciplines: economists, jurists, social-psychologists, and social policy analysts. The book shows that while the new policy initiatives helped to mitigate the severity of the experience of unemployment, they were far from providing an adequate response to the underlying factors that put people at risk of marginalization. These were primarily due to skill deficiencies that were rooted in disadvantages that people experienced when they were young and in the persisting inequalities in training opportunities during people's work careers.
