Kathleen C. Bailey focuses on the initial inspections—the period in which Iraq was struggling to camouflage and conceal its weapons and production equipment as inspectors were trying to define their role in the process. Working from interviews with these initial inspectors, Bailey extracts important lessons for future verification efforts. On-site arms control inspectors in Iraq found information to be carefully controlled by the government. Pertinent documentation was destroyed, only selected people were allowed to interact with inspectors, and officials refused to make full, complete declarations. Buildings were tom down, equipment was moved, and un-exploded ordnance was placed in the way. These and other techniques helped Iraq to hide its past activities and to preserve some of its weapons capabilities. In the future, arms control inspectors will need to develop strategies for dealing more effectively with recalcitrant inspectees and for creating the best possible procedures and processes. Bailey concludes with concrete suggestions for overcoming some of these obstacles with more effective inspection practices.

In 2002 Dr. Hans Blix, then chief United Nations weapons inspector, led his team on a search for weapons of mass destruction in Iraq. Before the United States went to war with Iraq the next March, he maintained there were no WMD in Iraq. History proved him right. For more than forty years Dr. Blix has worked on global disarmament, and with this new book he renews the call for nuclear nonproliferation. His interests, though, go beyond stemming the threat of nuclear attack from rogue states and terrorists. It is not, he argues, a recipe for success for nuclear states to tell the rest of the world that it must stay away from the very weapons that nuclear states claim are indispensable. We will never be able to convince rogue states to halt the pursuit of nuclear weapons programs unless we take the lead in a new nonproliferation and disarmament movement. Looking back at the UN post-World War II efforts against the use of nuclear weapons, Blix documents the retreat from early commitments by nuclear powers, most alarmingly from pledges against first use and toward programs to develop new types of nuclear weapons. From March 2000 to June 2003 Hans Blix was Executive Chairman of the UN Monitoring, Verification, and Inspection Commission (UNMOVIC). Dr. Blix, author of Disarming Iraq, is Chair of the Swedish government's Commission on Weapons of Mass Destruction.

Book excerpt: This thesis is an analysis of U.S. policy toward Iraq since the Gulf War. UN Security Council Resolution 687 was the formal cease-fire agreement ending the Gulf War, the resolution requiring the elimination of Iraqi weapons of mass destruction and created the UN Special Commission (UNSCOM). Attempts to gain Iraqi compliance with Resolution 687 consumed U.S. Iraq policy for nine years. In 1999, UNSCOM was disestablished without fulfilling its mandate. The Security Council then adopted Resolution 1284 in attempt to introduce a new inspection regime into Iraq. This thesis examines the factors required to successfully compel Iraqi compliance with Resolution 687 and now Resolution 1284. The findings of this research conclude that current U.S. policy toward Iraq does not contain elements needed to successfully compel Iraqi compliance. The thesis then offers three policy options to deal with Iraq. The advantages and disadvantages of each are discussed. The thesis concludes that although current policy does not support the re-entry of a viable inspection regime, current policy does support the overall U.S. objective of containing Iraq. It is argued that this policy should be maintained in the near-term while the United States fully develops regime change as a long-term strategy.

Part of the debate over U.S. policy centers on whether Iraq2s WMD programs can be ended through a reintroduction of U.N. weapons inspectors. During 1991-1998, a U.N. Special Commission on Iraq (UNSCOM) made considerable progress in dismantling and monitoring Iraq2s but was unable to finish verifying Iraq2s claim that it has destroyed all its WMD or related equipment.
