Book excerpt: The war against Iraq divided opinion throughout the world and generated a maelstrom of spin and counterspin. The man at the eye of the storm, and arguably the only key player to emerge from it with his integrity intact, was Hans Blix, head of the UN weapons inspection team. This is Dr. Blix’s account of what really happened during the months leading up to the declaration of war in March 2003. In riveting descriptions of his meetings with Tony Blair, Jacques Chirac, Colin Powell, Condoleezza Rice, and Kofi Annan, he conveys the frustrations, the tensions, the pressure and the drama as the clock ticked toward the fateful hour. In the process, he asks the vital questions about the war: Was it inevitable? Why couldn’t the U.S. and UK get the backing of the other member states of the UN Security Council? Did Iraq have weapons of mass destruction? What does the situation in Iraq teach us about the propriety and efficacy of policies of preemptive attack and unilateral action? Free of the agendas of politicians and ideologues, Blix is the plainspoken, measured voice of reason in the cacophony of debate about Iraq. His assessment of what happened is invaluable in trying to understand both what brought us to the present state of affairs and what we can learn as we try to move toward peace and security in the world after Iraq.

Book The Un Inspections In Iraq

Download or read book The Un Inspections In Iraq written by Kathleen C Bailey and published by Routledge. This book was released on 2019-07-09 with total page 137 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book describes the problems encountered by UN inspection teams assigned to find and destroy Iraq’s nuclear, chemical, biological, and missile capabilities following Desert Storm. Kathleen C. Bailey focuses on the initial inspections—the period in which Iraq was struggling to camouflage and conceal its weapons and production equipment as inspectors were trying to define their role in the process. Working from interviews with these initial inspectors, Bailey extracts important lessons for future verification efforts. On-site arms control inspectors in Iraq found information to be carefully controlled by the government. Pertinent documentation was destroyed, only selected people were allowed to interact with inspectors, and officials refused to make full, complete declarations. Buildings were tom down, equipment was moved, and un-exploded ordnance was placed in the way. These and other techniques helped Iraq to hide its past activities and to preserve some of its weapons capabilities. In the future, arms control inspectors will need to develop strategies for dealing more effectively with recalcitrant inspectees and for creating the best possible procedures and processes. Bailey concludes with concrete suggestions for overcoming some of these obstacles with more effective inspection practices.

Book The United Nations and Iraq

Download or read book The United Nations and Iraq written by Jean Krasno and published by Bloomsbury Publishing USA. This book was released on 2003-02-28 with total page 261 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following the Gulf War from 1991 to 1998, the United Nations Special Commission (UNSCOM) was created to unveil and eliminate Iraq's weapons of mass destruction through inspections. This study describes how UNSCOM was designed to maintain its independence and authority, detailing the dramatic events that occurred as UNSCOM attempted to deal with an intransigent Iraq. Krasno and Sutterlin outline the special intelligence skills that UNSCOM developed over the years in response to Iraqi tactics. They also provide an accounting of UNSCOM achievements and analyze remaining concerns. Along with documentary research, much of the information in this book was obtained through a series of interviews with key players, including the Executive Directors, several UNSCOM inspectors, and a number of ambassadors to the United Nations who were directly involved. Concerns about Iraq's remaining weapons capabilities, particularly its biological and chemical weapons, have become increasingly relevant since the September 11, 2001 terrorist attacks and the ensuing anthrax threat. This study provides insight about the disarming of Iraq, as well what lessons can be learned from the UNSCOM experiment.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years, the United States has been unable to maintain an international consensus for strict enforcement of all applicable U.N. Security Council resolutions on Iraq, but it has largely succeeded in preventing Iraq from reemerging as an immediate strategic threat to the region. There is U.S. concern about the long-term threat posed by Iraq and, in the wake of the September 11 attacks, the Bush Administration has emphasized regime change as the cornerstone of U.S. policy. The exact means to implement that objective has not been announced, whether it be through international sanctions and diplomacy, military action, or covert action. The regime change policy is not openly supported by many other governments, particularly if it involves major military action, but many governments support U.S. action through the United Nations to enforce Security Council resolutions requiring Iraqi disarmament of its mass destruction weapons (WMD) programs. During 1991-1998, a U.N. Special Commission on Iraq (UNSCOM) made considerable progress in dismantling and monitoring Iraq's but was unable to finish verifying Iraq's claim that it has destroyed all its WMD or related equipment. Iraq's refusal of full cooperation with UNSCOM eventually prompted U.S.-British military action in December 1998. All inspectors withdrew and Iraq ...

Book Why Nuclear Disarmament Matters

Download or read book Why Nuclear Disarmament Matters written by Hans Blix and published by MIT Press. This book was released on 2008-04-04 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: From the former UN head weapons inspector in Iraq, a plea for a renewed global disarmament movement. In 2002 Dr. Hans Blix, then chief United Nations weapons inspector, led his team on a search for weapons of mass destruction in Iraq. Before the United States went to war with Iraq the next March, he maintained there were no WMD in Iraq. History proved him right. For more than forty years Dr. Blix has worked on global disarmament, and with this new book he renews the call for nuclear nonproliferation. His interests, though, go beyond stemming the threat of nuclear attack from rogue states and terrorists. It is not, he argues, a recipe for success for nuclear states to tell the rest of the world that it must stay away from the very weapons that nuclear states claim are indispensable. We will never be able to convince rogue states to halt the pursuit of nuclear weapons programs unless we take the lead in a new nonproliferation and disarmament movement. Looking back at the UN post-World War II efforts against the use of nuclear weapons, Blix documents the retreat from early commitments by nuclear powers, most alarmingly from pledges against first use and toward programs to develop new types of nuclear weapons. He urges us to revive these efforts, and that the world's powers also look at issues of global disarmament and security as pieces of the same puzzle. Why Nuclear Disarmament Matters includes specific suggestions—how the UN can set the stage for a credible multilateral disarmament and nonproliferation process; what kind of treaties would be most helpful—and recommendations for regional policy, including providing the Middle East with enriched uranium for civilian nuclear power production but not allowing uranium enrichment there. From March 2000 to June 2003 Hans Blix was Executive Chairman of the UN Monitoring, Verification, and Inspection Commission (UNMOVIC). Dr. Blix, author of Disarming Iraq, is Chair of the Swedish government's Commission on Weapons of Mass Destruction.

Book Responding to Saddam

Download or read book Responding to Saddam written by Daniel E. Murphy and published by . This book was released on 2000-06-01 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis is an analysis of U.S. policy toward Iraq since the Gulf War. UN Security Council Resolution 687 was the formal cease-fire agreement ending the Gulf War, the resolution requiring the elimination of Iraqi weapons of mass destruction and created the UN Special Commission (UNSCOM). Attempts to gain Iraqi compliance with Resolution 687 consumed U.S. Iraq policy for nine years. In 1999, UNSCOM was disestablished without fulfilling its mandate. The Security Council then adopted Resolution 1284 in attempt to introduce a new inspection regime into Iraq. This thesis examines the factors required to successfully compel Iraqi compliance with Resolution 687 and now Resolution 1284. The findings of this research conclude that current U.S. policy toward Iraq does not contain elements needed to successfully compel Iraqi compliance. The thesis then offers three policy options to deal with Iraq. The advantages and disadvantages of each are discussed. The thesis concludes that although current policy does not support the re-entry of a viable inspection regime, current policy does support the overall U.S. objective of containing Iraq. It is argued that this policy should be maintained in the near-term while the United States fully develops regime change as a long-term strategy.

  • Pages : 15 pages

Download or read book Iraq written by Kenneth Katzman and published by . This book was released on 2002 with total page 15 pages. In the wake of the September 11 attacks, there is heightened U.S. concern about the potential threat posed by Iraq2s weapons of mass destruction programs and alleged ties to terrorist groups, and the Bush Administration has said it will confront that potential threat, even if it has to act militarily and without formal U.N. authorization. The Administration is employing a number of tactics to reduce the threat posed by Iraq, including international sanctions and diplomacy, reported covert action, and preparations for possible military action. Changing Iraq2s regime, which the Administration says remains a U.S. goal, is not openly supported by many other governments, particularly if it involves major military action. However, many governments support U.S. action through the United Nations to enforce Security Council resolutions requiring Iraqi disarmament of its mass destruction weapons (WMD) programs, and the Bush Administration appears to be tailoring its policy to that objective. Part of the debate over U.S. policy centers on whether Iraq2s WMD programs can be ended through a reintroduction of U.N. weapons inspectors. During 1991-1998, a U.N. Special Commission on Iraq (UNSCOM) made considerable progress in dismantling and monitoring Iraq2s but was unable to finish verifying Iraq2s claim that it has destroyed all its WMD or related equipment. Iraq2s refusal of full cooperation with UNSCOM eventually prompted U.S.-British military action in December 1998. All inspectors withdrew and Iraq has been unmonitored since, leaving uncertainty as to the degree to which Iraq has rebuilt its WMD programs. . -- Summary.

Book The UN Security Council

Available in PDF, EPUB and Kindle. Book excerpt: The nature and scope of UN Security Council decisions - significantly changed in the post-Cold War era - have enormous implications for the conduct of foreign policy. The UN Security Council offers a comprehensive view of the council both internally and as a key player in world politics. Focusing on the evolution of the council's treatment of key issues, the authors discuss new concerns that must be accommodated in the decisionmaking process, the challenges of enforcement, and shifting personal and institutional factors. Case studies complement the rich thematic chapters. The book sheds much-needed light on the central events and trends of the past decade and their critical importance for the future role of the council and the UN in the sphere of international security.
