Book excerpt: The decision to create the United Nations Peacebuilding Commission (PBC) was one of the major outcomes of the Summit of World leaders held in 2005 to mark the 60th anniversary of the United Nations. The Commission was inaugurated in June 2006 by Kofi Annan, the then UN Secretary-General. Today, the Commission has six countries on its agenda, all from Africa. In this book, Ejeviome Eloho Otobo, who was appointed as the first Director and Deputy Head of the UN Peacebuilding Support Office, presents an in-depth and first-hand account of the performance of the Peacebuilding Commission. The book is at once a historical record and an analytical work. As a historical account, it provides an overview of the evolution of the structure and functioning of the PBC as well as the challenges that it encountered in its formative years. And as an analytical piece, it provides rich insights into the expectations of and frustrations, with the Commission, assesses its performance in fulfilling those expectations and offers proposals on ways the performance of the Commission could be improved. The author notes that the PBC will sometimes be confronted with, and will be required to respond to, a range of crises - from political crisis to economic crisis and natural or man-made disasters - in the countries on the agenda. Reflecting on the Ebola epidemic that has afflicted three of the countries on the PBC agenda, the author offers suggestions on how the PBC should respond in such country contexts. The book also takes up one of the biggest challenges that confront countries emerging from conflict: how to tackle the challenges of institution building. This volume is highly recommended for policy makers, scholars, and students interested in postconflict transition, institution building, and the intersecting issues of peacebuilding and development.

Book excerpt: Since the beginning of the 90s peacekeeping interventions have increased but only few conflicts have been resolved. This book argues that the possibility for conflict resolution depends on our definition of peace, on the application of suitable methods and by adopting an appropriate approach to every specific conflict. This book presents the main critique of current peacebuilding practice and proposes recommendations for a new peacebuilding paradigm. Three case studies on Mozambique, Somalia and Burundi highlight that there is a possible correlation between the signing of a peace agreement, an adequate peacebuilding response and lasting peace. However, the United Nations Peacebuildning Commission is still at an initial stage and it is far too soon to evaluate the outcome of its work. Nevertheless, it could be argued that the United Nations Peacebuilding Commission shows some indicators on moving focus towards conflict prevention. It therefore has the potential to present valuable insight for a peacebuilding response that actually can aim at promoting lasting peace.

Book excerpt: In December 2005, the United Nations established its Peacebuilding Commission (PBC), whose purpose was to bring together all relevant peacebuilding actors (international and regional organisations, local authorities and civil society, and UN organs) in order to increase the coordination between them, to marshal resources, and to establish integrated strategies. The creation of the PBC was based on the UN recognition of its lack of capacity to help post-conflict states to build a sustainable peace. Since 2006, four cases have been included in the PBC's agenda - Burundi, Sierra Leone, Guinea-Bissau, and the Central African Republic. Furthermore, the organ created a Working Groups On Lessons Learned to develop best practices on peacebuilding. Therefore, this MA dissertation submitted to the London Metropolitan University: (1) reviews the UN's peacebuilding historical record; (2) analyses the PBC's structure; (3) discusses the PBC's engagements in the four cases; (4) explores the PBC's lessons learned on peacebuilding; and finally (5) evaluates whether or not the PBC has improved UN peacebuilding capacity.

Book excerpt: The United Nations Peacebuilding Commission (UNPBC) was established in December 2005 to develop outlines of best practice in post-conflict reconstruction, and to secure the political and material resources necessary to assist states in transition from conflict to peacetime. Currently, the organization is involved in reconstruction and peacebuilding activities in six countries. Yet, a 2010 review by permanent representatives to the United Nations found that the hopes of the UN peacebuilding architecture "despite committed and dedicated efforts...ha[d] yet to be realized." Two of these hopes relate to gender and power, specifically that peacebuilding efforts integrate a "gender perspective" and that the Commission consult with civil society, NGOs, and women's organizations. This book is the first to offer an extensive and dedicated analysis of the activities of the UN Peacebuilding Commission with regard to both gender politics, broadly conceived, and the gendered dynamics of civil society participation in peacebuilding activities. Laura J. Shepherd draws upon original fieldwork that she conducted at the UN to argue that the gendered and spatial politics of peacebuilding not only feminizes civil society organizations, but also perpetuates hierarchies that privilege the international over the domestic realms. The book argues that the dominant representations of women, gender, and civil society in UN peacebuilding discourse produce spatial hierarchies that paradoxically undermine the contemporary emphasis on "bottom-up" governance of peacebuilding activities.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Book excerpt: This book analyzes debates and contestations about the United Nations Peacebuilding Architecture (UN PBA) in order to clarify its character and future. The book finds as legitimate a concern that the PBC has yet to become an effective player in peacebuilding. Despite being a new UN organ, PBA led by the Peacebuilding Commission (PBC) seems to display behaviours that are assumed in the modernization theory. This book analyses the PBA, Imperialism and Peacebuilding discourses and formally introduces a new 'burden sharing scheme' concept as some of its key arguments. It also assesses the above-mentioned key issues and how they play out together in Africa. It reveals that the PBC has added value in securing resources for quick impact projects that have been important in all four countries on the Commission's agenda. The PBC has a broad and vague approach to the concept of peacebuilding: a very specific and political enterprise. Therefore, it is the worry of this work that the PBC focuses exclusively on financing and the fear of this author is that the PBC has just become another donor forum ('burden sharing scheme' as this author calls it) by former colonialists.

This short paper explores why this is the case, and the options currently on the table to revitalize the PBA. In this context, we briefly review the initial logic and expectations of the PBA, and sketch out the factors that have affected the PBA's impact both positively and negatively. We then assess the state of the debate, the options, and the political capital and pathways leading into a planned 2015 review of the PBA by the General Assembly and the Security Council. he ambition for this paper is simply to stretch and challenge countries' and UN thinking on ambition for the 2015 review of the PBA. If we take as a starting point that no country or UN department wants to continue "business as usual," we aim to put the key issues and considerations on the table to hopefully inform a constructive debate on the scope and ambition for countries entering debate on the 2015 review.
