This edited volume takes stock of the overall impact of the PBA during its first decade in existence, and generates innovative recommendations for how the architecture can be modified and utilized to create more synergy and fusion between the UN's peace and development work. The volume is based on commissioned research and independent evaluations as well as informed opinions of several key decision-makers closely engaged in shaping the UN's peacebuilding agenda. It seeks to find a balance between identifying the reality and constraints of the UN's multilateral framework, while being bold in exploring new and innovative ways in which the UN can enhance the results of its peace and development work through the PBA. The research and writing of each chapter has been guided by four objectives: to assess the overall impact of the PBA; to generate innovative ideas for how the PBA can be made more effective post-2015; to analyze the PBA’s role at the nexus of the UN's peace and development work; and to consider what would be required for the PBA to increase and improve its impact in future. It will be of interest to diplomats, UN officials, the policy community and scholars engaged in the debate following the 2015 review and the implementation of its recommendations, and will be an essential resource for UN and peacebuilding scholars.

Book excerpt: "There is a broad agreement that the United Nations' "Peacebuilding Architecture" (PBA) has failed to live up to the high hopes that existed when the 2005 World Summit agreed to establish the Peacebuilding Commission (PBC) and its related entities, the Peacebuilding Support Office (PBSO) and the Peacebuilding Fund. This short paper explores why this is the case, and the options currently on the table to revitalize the PBA. In this context, we briefly review the initial logic and expectations of the PBA, and sketch out the factors that have affected the PBA's impact both positively and negatively. We then assess the state of the debate, the options, and the political capital and pathways leading into a planned 2015 review of the PBA by the General Assembly and the Security Council. he ambition for this paper is simply to stretch and challenge countries' and UN thinking on ambition for the 2015 review of the PBA. If we take as a starting point that no country or UN department wants to continue "business as usual," we aim to put the key issues and considerations on the table to hopefully inform a constructive debate on the scope and ambition for countries entering debate on the 2015 review. The purpose of doing so is to encourage a debate on the logic upon which the PBC and PBSO currently operate, and to facilitate finding a pathway that ultimately helps bring closure to the circular discourse that has emerged on the "value-added" of the PBA"--Publisher's description.

Book excerpt: This book analyzes debates and contestations about the United Nations Peacebuilding Architecture (UN PBA) in order to clarify its character and future. The book finds as legitimate a concern that the PBC has yet to become an effective player in peacebuilding. Despite being a new UN organ, PBA led by the Peacebuilding Commission (PBC) seems to display behaviours that are assumed in the modernization theory. This book analyses the PBA, Imperialism and Peacebuilding discourses and formally introduces a new 'burden sharing scheme' concept as some of its key arguments. It also assesses the above-mentioned key issues and how they play out together in Africa. It reveals that the PBC has added value in securing resources for quick impact projects that have been important in all four countries on the Commission's agenda. The PBC has a broad and vague approach to the concept of peacebuilding: a very specific and political enterprise. Therefore, it is the worry of this work that the PBC focuses exclusively on financing and the fear of this author is that the PBC has just become another donor forum ('burden sharing scheme' as this author calls it) by former colonialists.

Statistically analyzing all civil wars since 1945, the book compares peace processes that had UN involvement to those that didn't. Michael Doyle and Nicholas Sambanis argue that each mission must be designed to fit the conflict, with the right authority and adequate resources. UN missions can be effective by supporting new actors committed to the peace, building governing institutions, and monitoring and policing implementation of peace settlements. But the UN is not good at intervening in ongoing wars. If the conflict is controlled by spoilers or if the parties are not ready to make peace, the UN cannot play an effective enforcement role. It can, however, offer its technical expertise in multidimensional peacekeeping operations that follow enforcement missions undertaken by states or regional organizations such as NATO. Finding that UN missions are most effective in the first few years after the end of war, and that economic development is the best way to decrease the risk of new fighting in the long run, the authors also argue that the UN's role in launching development projects after civil war should be expanded.

Book excerpt: The United Nations Peacebuilding Commission (UNPBC) was established in December 2005 to develop outlines of best practice in post-conflict reconstruction, and to secure the political and material resources necessary to assist states in transition from conflict to peacetime. Currently, the organization is involved in reconstruction and peacebuilding activities in six countries. Yet, a 2010 review by permanent representatives to the United Nations found that the hopes of the UN peacebuilding architecture "despite committed and dedicated efforts...ha[d] yet to be realized." Two of these hopes relate to gender and power, specifically that peacebuilding efforts integrate a "gender perspective" and that the Commission consult with civil society, NGOs, and women's organizations. This book is the first to offer an extensive and dedicated analysis of the activities of the UN Peacebuilding Commission with regard to both gender politics, broadly conceived, and the gendered dynamics of civil society participation in peacebuilding activities. Laura J. Shepherd draws upon original fieldwork that she conducted at the UN to argue that the gendered and spatial politics of peacebuilding not only feminizes civil society organizations, but also perpetuates hierarchies that privilege the international over the domestic realms. The book argues that the dominant representations of women, gender, and civil society in UN peacebuilding discourse produce spatial hierarchies that paradoxically undermine the contemporary emphasis on "bottom-up" governance of peacebuilding activities.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Through a reflection upon the UN’s limited results in the endeavour towards securing lasting peace in war-torn scenarios, Torrent critically engages with three relevant debates in contemporary peacebuilding literature, including the inclusion of ‘the locals’, the achievement of organisational system-wide coherence and the increasingly questioned agential condition of peacebuilding actors. Inattentive to the relational vulnerability of involved stakeholders, it is suggested that the UN seeks to secure a totalising modern distory, defined in the book as a story that undoes other stories. Whilst affirming the entangled ontogenesis of actors and processes in the conflict-affected configuration, Entangled Peace also delves into a cautionary argument about what the author refers to as entanglement fetishism, namely the celebratory, normative, deterministic and exclusionary projection of a relational world. Inspired by Alfred North Whitehead, Entangled Peace is an invitation to speculate over the peacebuilding milieu, and by extension the broader theatre of the real, as radical openness, in which events emanate from the collision of an infinite multiplicity of possible worlds.
