Book excerpt: Excerpt from Standard of Value I was employed in the Financial Department of the Government of India when the divergence in the relative value Of Gold and Silver began to declare itself and, as the fall in the Indian Exchange had a serious effect on the finances of the Government Of India, the subject forced itself on my attention. In 1886 I published a work called the Theory of Bimetallism, and I was a Member Of the Royal Commission on Gold and Silver which sat from 1886 to 1888. I was subsequently Finance Member Of the Council of the governor-general of India, and took part in the measures for the introduction of the Gold Standard into India. I was afterwards a Member of the Committee which recommended that the gold value of the Indian rupee Should be fixed at 18. 4d. Although Bimetallism is no longer a live question, other problems connected with the Standard of Value will arise in the future, and I have decided to place on record the conclusions at which I arrived as the result of my experience and study of the subject, and also to state the circumstances under which it was decided to introduce the Gold Standard into India and explain the procedure adopted for that purpose. I cannot hope to give the trained Economist fresh light on questions with which he is already familiar, but what I have to say may be of some assistance to the man Of business who may be forced by circumstances, as I was, to give his attention to the subject. I feel that some apology is needed for the length Of my remarks on the subject of the Quantity Theory of Money and the Relation between Credit and Prices, but at the time of the Bimetallic Controversy the questions connected therewith had not been so thoroughly investigated as they have lately been, by Professor Irving Fisher, and other Economists, and the applicability Of the Quantity Theory of Money to modern conditions was denied, while, as it seemed to me, wholly untenable theories were put forward regarding the relation between Credit and Prices. It is for this reason that I have felt bound to Offer certain remarks in defence Of a theory which, rightly understood. Book excerpt: Excerpt from Value and Its Measurement: A Dissertation Malthus, like Adam Smith, looked upon exchange value as a token of' subjective estimation, and sought for a standard by which the value of commodity (e. G. The monetary unit) at different times and places could be measured and compared. The command over labor, of which the ordinary agricultural labor should 'be the unit, was considered the most exact standard. Ricardo, on the other hand, disregarded the subjective nature of value and directed his efforts to the explanation of the relative values of commodities. On the ground that commodi ties tend to exchange on the basis of the amounts of labor which they embody, Ricardo took the labor necessary for the production of a commodity as the foundation and therefore the measure of its value. Just what Ricardo meant by measure of value is by no means clear; but his position toward the value problem prevailed among English economists, and soon led to the ratio concept as set forth by Mill and his followers, who declared values to be entirely relative to each other, and a general rise or a general fall in values, therefore, to be logically impossible. To speak Simply of the value of an ounce of gold, says Jevons, is as absurd as to speak of the ratio of the number seventeen. Mill seems to have been more acute than the most of his followers when from his definition of value he deduces2 the fact that a measure of exchange value is impossible. But any article of general consumption, to be used as money, would soon be found to be attended with great inconveni ences; being, for the most part, bulky, and of a perishable nature. These practical difficulties, would push men on another step in civilization; and they would look out for amoney, at least, not subject to the inconveniences they had already experienced; and especially, they would seek one that was portable, so that a large amount might be represented in a small compass: and again, it would be required to be so divisible, that they might have parts small enough, to represent their smallest transactions; and lastly, it would be very important that it should be something permanent, something which would not readily deteriorate by decay. These three qualities, vim - portability, divisibility, and durability, would be seen, to be essentially necessary to a good medium of exchange, such as is here contemplated; but these qualities would not be found combined, in any article of general consumption hence, man would be forced upon the resources of his own mind, to discover something which would answer the purpose; and we know, that some nations, hit upon the expedient of adopting sea shells for their money; choosing such as were rare, and of a small size: and here, be it observed, we see exhibited a good deal of philosophy, and the establishment of a really excellent kind of a money; a money, based upon exactly the same principle, as gold and silver money is, and one reallv better suited to the state of society when it was adopted, than gold and silver is now to ours!
