Book excerpt: The U.S. Support Program (USSP) to IAEA Safeguards priority of destructive analysis is aimed at strengthening the IAEA's ability to use destructive analysis as a safeguards tool. IAEA inspectors bring back nuclear and environmental samples from inspections, which are first cataloged by the IAEA and then analyzed by a network of laboratories located in many Member States and the IAEA's own Safeguards Analytical Laboratory in Seibersdorf, Austria. Historically, the USSP was instrumental in introducing environmental sampling techniques to the IAEA in order to enhance its understanding of material processing activities conducted at nuclear facilities. The USSP has also worked with the IAEA to improve understanding of measurement uncertainty and measurement quality, incorporate new and improved analytical methods, and purchase analytical and computer equipment. Recent activities include a temporary increase in analysis of environmental samples using secondary ion mass spectrometry and provision of a cost-free expert to restore secondary ion mass spectroscopy laboratory functionality and to modernize the IAEA's Safeguards Analytical Laboratory Information System.

Book excerpt: The Defense Nuclear Agency is sponsoring a technical study of the requirements of a vehicle to meet the OPCWs̀ future needs for enhanced chemical weapons verification capabilities. This report provides information about the proven mechanisms by which the U.S. provided both short- and long-term assistance to the IAEA to enhance its verification capabilities. Much of the technical assistance has generic application to international organizations verifying compliance with disarmament treaties or conventions. In addition, some of the equipment developed by the U.S. under the existing arrangements can be applied in the verification of other disarmament treaties or conventions. U.S. technical assistance to IAEA safeguards outside of the IAEAs̀ regular budget proved to be necessary. The U.S. technical assistance was successful in improving the effectiveness of IAEA safeguards for its most urgent responsibilities and in providing the technical elements for increased IAEA {open_quotes}readiness{close_quotes} for the postponed responsibilities deemed important for U.S. policy objectives. Much of the technical assistance was directed to generic subjects and helped to achieve a system of international verification. It is expected that the capabilities of the Organization for the Prohibition of Chemical Weapons (OPCW) to verify a states̀ compliance with the {open_quotes}Chemical Weapons Convention{close_quotes} will require improvements. This report presents 18 important lessons learned from the experience of the IAEA and the U.S. Program of Technical Assistance to IAEA Safeguards (POTAS), organized into three tiers. Each lesson is presented in the report in the context of the difficulty, need and history in which the lesson was learned. Only the most important points are recapitulated in this executive summary.

Book excerpt: The U.S. Support Program (USSP) to International Atomic Energy Agency (IAEA) Safeguards established a program of one-year paid internships for students and recent graduates. The program was in effect from 2002 until 2006 with a total of forty-one U.S. citizens and permanent residents placed in the IAEA. The USSP created a Junior Professional Officer (JPO) Program in 2005 that replaced the internship program at the IAEA. The JPO program creates opportunities for U.S. college graduates to become IAEA employees for a period of one to two years to help increase the effectiveness and efficiency of safeguards. The twenty three former and current JPOs work in varying fields such as software development, information collection and analysis, non-destructive analysis systems, and unattended monitoring systems. This paper will look at the impacts of the USSP internship and JPO program on the interns and JPOs, the U.S. government, and the IAEA. Academic backgrounds, past involvement in nuclear fields, program assessment, and post-program positions were recorded and analyzed through two studies using questionnaires sent to former interns and former and current JPOs. This paper will discuss the effects of the programs on the careers of the interns and JPOs, present the evaluations of the internship and JPO Programs, and report the recommendations for changes.

Book excerpt: This paper reviews the Safeguards mandate of the International Atomic Energy Agency (IAEA) and describes U.S. technical support programs. We also review the mandate of the Chemical Weapons Convention (CWC) and speculate on the technical areas where U.S. assistance may prove useful. The IAEA was organized in 1957 in response to President Eisenhowers̀ {open_quotes}Atoms for Peace{close_quotes} initiative presented to the UN General Assembly on December 8, 1953. The Organization for the Prohibition of Chemical Weapons (OPCW) has been organized by a Preparatory Commission (PREPCOM) to prepare for the entry-into-force of this new convention which prohibits the development, production, stockpiling and use of chemical weapons and on their destruction. The safeguards mandate of the IAEA is to carry out verifications of nuclear material pursuant to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and other voluntary but legally binding agreements. U.S. technical support programs have provided and continue to provide assistance in the form of Cost-Free Experts (CFEs̀), systems studies on new safeguards approaches, training, computerized information systems, and equipment for nuclear materials measurements and containment and surveillance systems. Because the CWC just recently entered into force (April 29, 1997), verification procedures of the OPCW are not yet fully developed. However, it is expected, and can already be seen for many aspects of the technical task, that there are many similarities between the verification activities of the OPCW and those carried out by the IAEA. This paper will discuss potential technical support areas that can help strengthen the OPCW. 9 refs.

Book excerpt: Thirty years ago, in 1988, the United States secretly moved to end once and for all Taiwan's nuclear weapons program, just as it was nearing the point of being able to rapidly break out to build nuclear weapons. Because intense secrecy has followed Taiwan's nuclear weapons program and its demise, this book is the first account of that program's history and dismantlement. Taiwan's nuclear weapons program made more progress and was working on much more sophisticated nuclear weapons than publicly recognized. It came dangerously close to fruition. Taipei excelled at the misuse of civilian nuclear programs to seek nuclear weapons and implemented capabilities to significantly reduce the time needed to build them, following a decision to do so. Despite Taiwan's efforts to hide these activities, the United States was able to gather incriminating evidence that allowed it to act, effectively denuclearizing a dangerous, destabilizing program, that if left unchecked, could have set up a potentially disastrous confrontation with the People's Republic of China (PRC). The Taiwan case is rich in findings for addressing today's nuclear proliferation challenges.

Book excerpt: Originally published in 1983, this book presents both the technical and political information necessary to evaluate the emerging threat to world security posed by recent advances in uranium enrichment technology. Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation. Some of the issues addressed in this book are: A technical analysis of the most important enrichment techniques in a form that is relevant to analysis of proliferation risks; A detailed projection of the world demand for uranium enrichment services; A summary and critique of present institutional non-proliferation arrangements in the world enrichment industry, and An identification of the states most likely to pursue the enrichment route to acquisition of nuclear weapons.
