Book excerpt: The wartime Operational Control (OPCON) transition from the United States (U.S.) command to Republic of Korea (ROK) national command that was decided upon during the No Moo Hyun Government (2003-2008) has progressed continuously during the Lee Myung Bak government and the Obama administration. This OPCON transition has been a historical turning point for converting "The ROK-U.S. Combined Defense System" that has maintained security for half a century into "A ROK-Supported, U.S.-Supporting Defense System." This paper reviews the history of the ROK-U.S. alliance, the background of the wartime OPCON transition, the Northeast-Asia security environment, and the progress of its transition. This paper will also address related challenges and make several recommendations for continuing the successful transition and strengthening the ROK-U.S. alliance.

Book excerpt: This report, prepared jointly by RAND and the Korea Institute of Defense Analyses, assesses whether and how the United States and the Republic of Korea (ROK) can maintain and invigorate their security relationship should North Korea no longer pose a major threat to peace and stability on the Korean peninsula. The research identified prospective changes in the U.S.-ROK alliance stemming either from shifts in relations between North and South Korea, from changes in the larger regional security context, or from both. Analyses focused on four alternative models of the alliance, evaluating the relevance of each according to shifting peninsular and regional conditions and according to more-precise criteria for judging their suitability, feasibility, and flexibility. The findings enabled the researchers to specify four potential end states. Because of the variability in future political and military conditions, it was not possible to determine a single optimal model or end state. But there is ample basis for building a post-unification alliance, which would possess a very different logic and structure from those of the threat-based environment of the Cold War. Through such an alliance, both countries would help realize their primary policy needs while keeping potential areas of political, economic, and security divergence in check.

The Republic of Korea (ROK) has depended on the United States to maintain stability on the Korean peninsula, but realizes its greater independence from a long time ally may be inevitable, especially after reunification. Measures now required afford the ROK every opportunity to provide for its own security and stability, including the need for modernizing the ROK Navy (ROKN). Present and future South Korean naval commitments to regional and international maritime environments support the transition from a brown water navy to a blue water navy capable of meeting future challenges. The ROK intends to achieve a naval force capable of projecting power, carrying out its strategic objectives, and ultimately guaranteeing vital defense for ROK sea lanes of communications. South Korea borders on the East Sea and the West Sea, dictating the need for a maritime force, to protect the lifeblood of the South Korean economy. Currently, the ROKN cannot compete against large modern navies, capable of conducting sustained naval operations while concurrently maintaining various platforms assigned numerous tasks. The ROKN's opportunity is ripe to expand its existing force into a modern blue water navy.

As Washington and Seoul prepare for the transfer of wartime OPCON in 2015, the alliance's strength will be determined by their ability to adjust to contemporary threats and constraints. The transfer should occur at a gradual pace and with full perparation in order to ensure that South Korea is not put at risk and that the transition strengthens the alliance rather than undermines it. South Korea should use the transition of wartime OPCON as an opportunity to improve national risk management capability and establish self-reliance. Change and adjustment are essential for the present Republic of Korea (ROK)-U.S. military alliance and effective management of the process is the key determinant of the viability of the future alliance. To effectively manage the adjustment process with controlled degree of change, the two governments should cooperate closely as well as build a consensus on the transition among their people.

It helped defend the South from the North's invasion during the Korean War, and South Korea helped the United States during the Vietnam War. Moreover, the United States and South Korea have come to mutually benefit from extensive economic ties. Nevertheless, the security relationship has shifted over time. In the early 2000s, public protests against U.S. military bases in South Korea soared. This thesis asks: Why has anti-U.S. base sentiment emerged and fluctuated in South Korea? It is argued that, since 1987, the democratization of South Korea affected the country's politics, economics, military, and society. Starting with a brief description of its history leading up to 1980, this book deals with South Korea's transition to democracy, the stunning economic development achieved since the 1960s, the 1997 financial crisis, and the economic reforms that followed and concludes with the North Korean nuclear crisis and foreign relations with regional powers. The theoretical framework of this book addresses how democratization affected all of these dimensions of South Korea. For instance, democratization allowed for the more frequent alternation of political elites from conservative to liberal and back to conservative. These elites initiated different policies for dealing with North Korea and held different views on South Korea's role in its alliance with the United States. Consequently, ideological divides in South Korean politics became more stark and the political process more combative.
