Book excerpt: In January 2005, the Chief of Staff of the Army established Task Force Stability Operations to assess Army-wide capability gaps in planning for and conducting stability operations, now known as Stability, Security, Transition, & Reconstruction Operations (SSTR). Also in 2005, the Department of Defense published DOD Directive 3000.5 which requires that the Army develop specific programs, engineering capabilities, and personnel to ensure success in future SSTR environments worldwide. The US Army Corps of Engineers (USACE), through the development of its Field Force Engineering (FFE) program in late 2003 has been providing technical engineering support to the Combatant Commands (COCOMs) during military contingencies and catastrophic natural disasters. This paper assesses the current USACE FFE program, its support of the COCOMs, Army Service Component Commands (ASCCs), and U.S. Joint Task Forces (JTFs) during contingencies and natural disasters, and its proposed expansion to facilitate successful future SSTR operations. Recommendations are provided to enhance the USACE's overall SSTR engineering effectiveness allowing improvements that will allow USACE to improve its support to the COCOMs and enhance their regional Theater Security Cooperation Plans.

Book excerpt: It has been more than a year since the United States Army published Field Manual (FM) 3-07, Stability Operations. Army engineers continue to conduct operations in Iraq and Afghanistan, as well as support geographic combatant commands. For most units, nothing has changed. Commanders still must balance the demands for clearance of routes, construction of combat out-posts, protection of the force, execution of projects for the Commander's Emergency Response Program (CERP), training of host nation security forces or local officials, and support for brigade combat teams (BCTs). The United States Army Corps of Engineers (USACE) element in Iraq -- the Gulf Region District -- actively executed projects, and commanders balanced similar activities, but the district also supported capacity-development activities. This experience in the 21st century has taught us that we must do more than simply complete construction projects and execute missions in support of maneuver units. Success in the new environment requires the United States to build capacity in partner nations, and the Engineer Regiment is an indispensable component of capacity building. In keeping with the regimental motto of Essayons, this article examines the role of United States Army engineers in capacity building and recommends a framework to integrate it into engineer mission planning.

Book excerpt: The United States Army Corps of Engineers (USACE) has played a role in every major conflict since the American Revolution, and has steadily been playing a more expansive role in the global war on terrorism (GWOT). Expeditionary operations conducted by American military forces since the terrorist attacks of 11 September 2001 have included missions that involve operational infrastructure development. Operational infrastructure development is the establishment and repair of power facilities, roads, airfields, ports, installations, and communications systems by operational-level military commands. In the strategic environment of the 21st Century, the United States Army Corps of Engineers (USACE) possesses operational and tactical capabilities that can be decisive when integrated, leveraged, and properly utilized by operational commanders and their staffs. American military officers can gain from a better understanding of the USACE; specifically, its composition, organization, and purpose; its engagement in recent operations in Afghanistan and Iraq; how its state-side components have been aligned with the regional combatant commanders; and what this suggests for the future. The USACE has the depth of engineering skill and the technical expertise to help commanders use operational infrastructure development as a means to create lines of operations for the application of national power. Moreover, the lessons from Afghanistan and Iraq show that the USACE's capabilities can create favorable second- and third-order strategic effects when properly integrated into a campaign. In the future, the USACE will play a larger role in expeditionary operations and should be familiar to planners who work at the operational level.

Book excerpt: What is the most effective district structure to reduce cost growth of military construction projects for the United States Army Corps of Engineers? Leaders assess the requirements for the organization when designing the management structure. The structure determines how the organization manages their business processes. The current structure of the USACE districts contributes to project cost growth and additional costs to combatant commands, service component commands, and local installations. The additional project costs prevent customers from using funds for other projects, causing a hostile relationship between the customer and the district. The fear of project growth causes customers to choose different administrating agents on projects where USACE does not have primacy. The USACE districts' primary function for military construction projects is project management. Army engineer brigades also conduct project management, but experience less project growth. While the USACE matrix structure contributes to cost increases, the Army engineer brigades' hybrid structure reduces the opportunity for growth by regulating the span of control, establishing differentiation of managerial levels, horizontally integrating the employees, managing employee specialization, and centralizing control of the employees. Assessing the organizational structure through the project selection, planning, design, and execution phases demonstrates how the USACE districts could benefit from a hybrid structure like Army engineer brigades. The first chapter introduces the four most common organizational structures used today. To prevent confusion among the various theorists, the paper uses the terms functional, self-contained units, matrix, and hybrid to describe the organization types. The chapter outlines that functional organizations contain stovepipes of specialists, self-contained units benefit from having all information under a single manager, and the matrix organization uses a project manager and functional managers to control projects. Finally, it describes the idea of a hybrid organization, one that takes aspects from other organizational types and combines them to achieve the best results. Chapter Two documents how the organizations control cost growth on projects. It reviews the organizational structure of USACE districts commanded by colonels and provides insight into the USACE districts' cost growth problem. The chapter also evaluates the structure of active duty US Army engineer brigades as an example of a hybrid organization with functional advisors to the commander and self-contained organizations to develop projects and reduce cost growth. Chapter Three compares how the USACE districts and Army engineer brigades control cost growth during the selection and design of projects. It describes how the organizations distribute the processes needed during this phase. Chapter Four reviews how the organizations monitor and control projects during construction with a focus on reducing the opportunities for project growth. The USACE districts' incorporates intricate processes during the construction phase to comply with the fiscal limits imposed by the government, while the US Army engineer brigades follow self-imposed rules to prevent cost growth during construction.

Book excerpt: Army Doctrine Publication (ADP) 3-28 describes a doctrinal foundation for the Army's contribution to defense support of civil authorities (also called DSCA) (see figure 1, page iv, for a graphical overview). ADP 3-28 focuses on the operational Army battalions, brigades, division headquarters, and Army Service component headquarters conducting DSCA, with support from the generating force. A corresponding Army doctrine reference publication (ADRP) elaborating on the principles in ADP 3-28 is expected to replace Field Manual (FM) 3-28. The principal audience for ADP 3-28 is all members of the profession of arms. Commanders and staffs of Army headquarters serving as joint task force or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations and joint or multinational forces. Trainers and educators throughout the Army will also use this publication. Commanders, staffs, and subordinates ensure their decisions and actions comply with applicable United States, international, and, in some cases, host-nation laws and regulations. Commanders at all levels ensure their Soldiers operate in accordance with the law of war and the rules of engagement. (See Field Manual [FM] 27-10.) ADP 3-28 applies to the Active Army, Army National Guard/Army National Guard of the United States, and United States Army Reserve unless otherwise stated. ADP 3-28 does not apply to certain Army organizations and activities that support civil authorities or emergency response. First, state Army National Guard support in state active duty status falls outside the definition of DSCA. Second, ADP 3-28 does not address domestic counterterrorism operations. Third, it does not apply to any state defense force or equivalent that is not part of a state's National Guard. Fourth, ADP 3-28 does not apply to military activities conducted wholly within any military installation in the United States. Finally, it does not apply to the United States Army Corps of Engineers (USACE) although USACE plays a significant role in DSCA. United States Pacific Command (USPACOM) and United States Northern Command (USNORTHCOM) conduct DSCA within their respective combatant commands. This ADP uses terminology and methods universal to DSCA. Users in USPACOM should refer to theater plans and procedures for DSCA. ADP 3-28 uses joint terms where applicable. Selected joint and Army terms and definitions appear in both the glossary and the text. For definitions shown in the text, the term is italicized and the number of the proponent publication follows the definition. ADP 3-28 is not the proponent for any Army terms.

Book excerpt: Engineers are a key component for executing the National Security Strategy's imperative of engagement by helping to "shape" the international environment, "respond" to the full spectrum of crises, and "prepare now" for an uncertain future. Although Army, Air Force, and Navy engineers have provided complementary support in operations since World War II, Operation Desert Shield/Desert Storm and peace keeping and humanitarian assistance operations in the 1990s have demonstrated a greater need to execute joint engineer operations. While joint engineer training and doctrine have made great progress in helping the Services to work more closely together and to define responsibilities, there is still a lack of joint engineer planning on the CINC's staff. One reason is the Services' differences in scope of engineering support: civil (general) engineering for Navy and Air Force, while the Army and Marine Corps also encompass combat engineering. Another is the lack of General Officer-level joint engineer headquarters or staff to conduct early planning. Both the Army and Navy have major commands that execute the Services' military construction (MILCON) programs and provide environmental and other engineering services: U.S. Army Corps of Engineers (USACE) for the Army and Air Force and Naval Facilities Engineering Command (NAVFAC) for the Navy and Marine Corps. These commands execute their missions through subordinate engineering divisions. This project will analyze historical examples and Service engineer capabilities and recommend that each Geographical Unified Command be supported by an Army or Navy engineering division. As the CINCs' Engineers, these division commanders, with their civilian and active and reserve component military staffs, should be responsible for peacetime engagement, smaller scale contingency (SSC), and major theater of war (MTW) engineering planning and support.
