Book The U S Aircraft Carrier Industrial Base Force Structure Cost Schedule and Technology Issues for CVN 77

Download or read book The U S Aircraft Carrier Industrial Base Force Structure Cost Schedule and Technology Issues for CVN 77 written by and published by . This book was released on 1998 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report documents the methods and findings of RAND research on the adequacy of the defense industrial base to support further construction of aircraft carriers and on the cost, schedule, and technology issues associated with building the next carrier, designated CVN 77. If the current carrier force size of 12 ships is to be maintained and if a decay in the quality of basic capabilities is to be avoided, CVN 77 cannot be started more than a year or so beyond the currently planned date of 2002. The earlier CVN is started, the less it will cost. Increasing the build duration from the planned 6.5 years to 8.5 years will also reduce costs. However, timing should not greatly affect the survival of suppliers of carrier components. The report recommends beginning ship fabrication before 2002 (which could save hundreds of millions of dollars); ordering contractor-furnished equipment in advance of shipyard start (a savings of tens of millions); and investment in R & D directed toward adapting production processes and engineering improvements that could reduce the cost of carrier construction, operation and maintenance, and manning. In fact, the costs involved in building and operating carriers are so huge that the Navy should consider establishing a stable annual R & D funding level for these ships.

Book A Methodology for Estimating the Effect of Aircraft Carrier Operational Cycles on the Maintenance Industrial Base

Download or read book A Methodology for Estimating the Effect of Aircraft Carrier Operational Cycles on the Maintenance Industrial Base written by Roland J. Yardley and published by Rand Corporation. This book was released on 2007 with total page 106 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Fleet Response Plan is a U.S. Navy program to enhance the operational availability of the aircraft carrier fleet. This report describes program modeling that varies the time between depot availabilities and the size of the depot work packages, to estimate its effect on the maintenance industrial base and the operational availability of the aircraft carrier fleet.

Book Differences Between Military and Commercial Shipbuilding

Available in PDF, EPUB and Kindle. Book excerpt: This monograph is one of a set of three addressing related issues in UK shipbuilding. Funded by the Defence Procurement Agency (DPA), the three studies have the common goal of contributing to better understanding the warship-building industry within the United Kingdom and to improving management processes therein.

Book Increasing Aircraft Carrier Forward Presence

Download or read book Increasing Aircraft Carrier Forward Presence written by Roland J. Yardley and published by Rand Corporation. This book was released on 2008 with total page 91 pages. Available in PDF, EPUB and Kindle. Book excerpt: The authors assess several one- and two-deployment cycles, assuming a deployment length of six months and a time-between-deployments length equal to twice the duration of the previous deployment. Among many findings, RAND concludes that shorter cycles can increase the forward presence of the carrier fleet and help level shipyard workloads. Longer, two-deployment cycles can increase forward presence, but may result in shipyard workload complications and deferred-work backlogs."--BOOK JACKET.

Book Sustaining U S Nuclear Submarine Design Capabilities

Download or read book Sustaining U S Nuclear Submarine Design Capabilities written by John Frederic Schank and published by Rand Corporation. This book was released on 2007 with total page 235 pages. Available in PDF, EPUB and Kindle. Book excerpt: For the first time since the design of the first nuclear submarine, the U.S. Navy has no nuclear submarine design program under way, which raises the possibility that design capability could be lost. Such a loss could result in higher costs and delays when the next submarine design is undertaken, as well as risks to system performance and safety. The authors estimate and compare the costs and delays of letting design capability erode vs. those of alternative means of managing the workload and workforce over the gap in design demand and beyond. The authors recommend that the Navy consider stret.

Book The Problem of Political Authority

Download or read book The Problem of Political Authority written by Michael Huemer and published by Springer. This book was released on 2012-10-29 with total page 391 pages. Available in PDF, EPUB and Kindle. Book excerpt: The state is often ascribed a special sort of authority, one that obliges citizens to obey its commands and entitles the state to enforce those commands through threats of violence. This book argues that this notion is a moral illusion: no one has ever possessed that sort of authority.

Book excerpt: "RAND therefore investigated cost-effective workforce-management strategies, alternative workload allocations, and the relevant best practices of comparable organizations. The authors concluded that the Navy uses practices common in other organizations to manage workload variability and uncertainty. However, the Navy's workload forecasts have consistently underestimated the eventual demand on the shipyards. To accomplish the additional, unplanned work, the Navy has used overtime levels that significantly exceed cost-effective levels."-- P. [4] of cover.

Book CVX Propulsion System Decision

Download or read book CVX Propulsion System Decision written by and published by RAND Corporation. This book was released on 1999 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Navy is in the process of designing the CVX, its next-generation aircraft carrier. One technological advance for the CVX, compared with the current Nimitz class of carriers, is a new propulsion system. To help in deciding between a nuclear and non-nuclear propulsion system for the CVX, the Navy asked RAND to determine the effects of the CVX propulsion choice on the industrial bases supporting nuclear propulsion systems and those supporting conventional propulsion systems. RAND began the research in April 1998 and provided the results of the analyses to the CVX program office in August 1998. Shortly thereafter, the decision was made that the CVX class would use nuclear propulsion. The research findings described in this document helped influence that decision. This report offers the briefing presented to the program office along with accompanying annotation. The researchers delineated the various propulsion system options being considered and contacted

Download or read book Victory in War written by William C. Martel and published by Cambridge University Press. This book was released on 2011-06-13 with total page 593 pages. Available in PDF, EPUB and Kindle. Book excerpt: War demands that scholars and policy makers use victory in precise and coherent terms to communicate what the state seeks to achieve in war. The failure historically to define victory in consistent terms has contributed to confused debates when societies consider whether to wage war. This volume explores the development of a theoretical narrative or language of victory to help scholars and policy makers define carefully and precisely what they mean by victory in war in order to achieve a deeper understanding of victory as the foundation of strategy in the modern world.
