Some say it is the gravest calamity our species has ever encountered. Others deny its existence altogether. As with most caseS of human decision making, the truth is most likely somewhere in the middle. The challenge of this particular set of decisions is the overwhelming sense of uncertainty. Science cannot fully attribute the climatic catastrophes occurring before our eyes to increasing levels of greenhouse gas concentrations. Neither can Science prove that extreme events and warming trends are unrelated to human behavior. Economic models, sophisticated as they are, cannot agree on the costs of reducing carbon dioxide (C~) emissions in industrialized countries. International negotiations are thus mired in the morass of scientific and economic uncertainty. The are only two elements of certainty in the whole debate. The frrst is the need for precaution. The potential impacts are such, that the risk of inaction is unaffordable to the human race. Under the current state of knowledge, mankind must take cautious but unequivocal steps to reverse current patterns.

Book excerpt: Following the Earth Summit in Rio de Janeiro in 1992, countries took up the difficult task of finding a common approach that would slow down the build-up of greenhouse gas emissions in the atmosphere and delay changes to the planet's climate. A widespread concern among many of the participants in the newly formed United Nations Framework Convention on Climate Change was that the emission reductions needed to significantly affect climate change would cost so much that it could jeopardize the chances of a coordinated international solution. To address this concern, several flexible mechanisms were designed, including the CDM. While many applaud the CDM, others are concerned with its performance and achievements, and whether or not it will be continued beyond 2012. Critics argue, among other things, that it has not delivered on the sustainable development objective for which it was established and that projects are unevenly distributed, both geographically and sectorally. Much analysis is available on CDM, but very little comprehensive analysis, addressing various aspects of CDM is available. With a major decision for its continuation, a multi-dimensional analysis would be needed. Prior to ratification, treaty participants agreed to launch country-based pilot projects, referred to collectively as Activities Implemented Jointly (AIJ), to test novel aspects of the project-related provisions. Relying on a 10-year history of projects, the authors investigate the determinants of AIJ investment. Their findings suggest that national political objectives and possibly deeper cultural ties influenced project selection. This characterization differs from the market-based assumptions that underlie well-known estimates of cost-savings related to the Protocol's flexibility mechanisms. The authors conclude that if approaches developed under the AIJ programs to approve projects are retained, benefits from Kyoto's flexibility provisions will be less than those widely anticipated.
