Pre Ziminary remarks Input-output analysis is one of the most extensively used tools of economic science. It has been introduced by Leontief (1941) who assumed that inputs into a production process of a particular sector of economic activity is a constant fraction of the output of that process in physicaZ terms. National account statisticians, however, record the inputs and outputs of sectors of economic activity in money flows. If those flows were voZumes (evalu ated at constant prices, pertaining to a certain base year) they could represent the physical amounts Leontief dealt with. Then, the Leontief assumption turns into constancy of ratios of volumes of inputs to volumes of output. For an over view of (traditional) input-output analysis we refer to section 4.1.1. In practice, however, input-output tables in volumes are seldom available; since as a rule they are expressed in monetary vaZues (i.e. evaluated at current prices). In that case one generally assumes that the ratios between inputs (in value terms) and outputs (in value terms) are constant. In appendix B to chapter 4 we prove that the two variants described above can be couched in terms of the (neo-classical) theory of costs subject to a production function.

Book excerpt: Most macroeconomic models assume that aggregate output is generated by a specification for the production function with total physical capital as a key input. Implicitly this assumes that private and public capital stocks are perfect substitutes. In this paper we test this assumption by estimating a nested-CES production function whereas the two types of capital are considered separately along with labor as inputs. The estimation is based on our newly developed dataset on public and private capital stocks for 151 countries over a period of 1960-2014 consistent with Penn World Table version 9. We find evidence against perfect substitutability between public and private capital, especially for emerging and LIDCs, with the point estimate of the elasticity of substitution estimated closely around 3.

Scientists working in the Institute, first in the economic modeling task of the System and Decision Sciences area and later within the Economic Structural Change project, have cooperated extensively with colleagues throughout the world in advancing and contributing to input-output work. Perhaps the most notable aspect of these efforts has been the joint work with the INFORUM Project to develop linked systems of national models. Experience gained from the INFORUM-IIASA studies has been of great benefit to other members of the I/O community, but this is by no means the end of the story. Contributors not connected with INFORUM have also brought their own very valuable insights and knowledge to bear on the subject, and input-output modeling has moved progressively away from being a purely academic specialization. A number of the methods developed have direct application to economic analysis and policy formulation, and I/O techniques have achieved widespread use in both governmental and commercial environments. This volume presents the results of the fifth in a series of meetings organized by IIASA to promote methodological advances in the subject and to draw on a pool of I/O expertise so as to further the aims of the Institute's in-house economic research.

It can be said that IE has become a major ?eld of application for IOA. The broadening of users of IOA from various backgrounds implies a need for a self-contained textbook on IOA that can meet the needs of students and practitioners without compromising on basic c- cepts and the latest developments. This book was written with the aim of ?lling this need, and is primarily addressed to students and practitioners of IE. As the title suggests, the core contents of the book have grown out of our research in IOA of waste management issues over the last decade. We have been fascinated by the versatile nature of IOA with regard to various technical issues of waste m- agement in particular, and to IE in general. For us (both economists by training), IOA has turned out to be extremely useful in establishing productive communi- tion with scientists and engineers interested in IE.

The dual approach estimates production decisions using economic information such as input and output prices. The textbook then develops the linkages between these relationships. The differential specification is an alternative approach derived from changes in the first-order conditions from cost minimizing behavior. In each case, the theoretical development is followed by different empirical specifications that can be used to estimate the producer's choice.

The book then describes regional dynamics as a development of spatial dynamics: REGION is completely independent as a research object and is no longer part of spatial dynamics. This book also discusses in detail regions as the dynamic characteristics of the economy or the basic characteristics of a certain place and examines the theory of regional evolution. It argues that regions are evolution and irreversible features of development with path dependence, which are the characteristics of a region that differ from general economic phenomena. This book by Professor Zheng Wang is outstanding. Its focus on Regional Science will open this area up to a wide variety of theoretical and applied researchers. I recommend the work without reservations. It covers critically important principles in the field and should be read and used by students, faculty and applied researchers doing policy analysis. Book excerpt: In 1989, after several years of discussion and negotiation, the Regional Econornics Applications Laboratory (REAL) was formed. This unique relationship between the Federal Reserve Bank of Chicago and the University of Illinois at Urbana-Champaign has been a significant source of intellectual inspiration for many students, visiting colleagues and members of the participating institutions for the past decade. The idea for REAL was hatched by Philip Israilevich and Geoffrey Hewings in typical Chicago style - in the back room of a local bar. In early December 1997, their collaboration came to an untimely end when Philip died after a three-year battle with cancer. The challenge of moving across a spectrum from theory to model development to implementation and interpretation provided the underlying motivation for REAL's formation together with an equally important component, namely the translation of many of these efforts into a form that could be understood and implemented by policy makers. For Philip, REAL and the Regional Science Association International provided the forums for his intellectual endeavors, although he also contributed many papers in banking. In recognition of his contributions and to provide a sense of the current research in the fields in which he published, many of the authors of these chapters assembled in Chicago in November, 1998 to participate in a small seminar in his honor. Several others who were not able to come nevertheless contributed chapters to this volume. Subsequently, all of the papers have been revised and updated.
