Book excerpt: This book aims to analyse the historical roots of the Turkish democratic system and the Turkish political elites in the Republican period (since 1920 up to 2000 s). After a very brief information about contemporary Turkey, the political development of Turkey and an evaluation of Turkish Democracy will be discussed. Also, some information about Kemalist Turkish Revolution and Kemalism, which have shaped contemporary Turkish society will be given. Folloving the chapter of general conceptual and theoretical background, an extensive analysis and discussion about the social anatomy of Turkish political elites and Turkish political leaders will be provided. This section consists five chapters. The large majority of Turkish parliamentary elites were well educated, male, married, with a small family size and middle aged. Moreover the large majority of parliamentary elites were lawyers and civil bureaucrats. Turkish deputies have exhibited an elitist character as compared with Turkish society. Nevertheless, this elitist character has begun to change in recent years.

This book, first published in 1991, examines the role they have played. Key features of the political culture of the Turkish republic have created dilemmas for multi-party democracy: Atatürkism still exerts a powerful influence on the country’s bureaucratic and military elites. With their notion of ‘responsible leadership’ and of democracy as rational intellectual debate in pursuit of the ‘best’ policy, they have expected an unrealistic degree of idealism and statesmanlike behaviour from the leaders of political parties. Three times, in 1960, 1971 and 1980, the military has intervened in politics – on the third occasion to undertake wholesale constitutional and legal restructuring aimed at producing ‘sensible’ politicians. Given these ambiguous circumstances, what role have the political parties themselves played in the promotion and functioning of democracy in Turkey, and what are their attitudes to the issues involved? Turkey is a meeting point between Europe and Asia not only geographically, but also ideologically between Eastern and Western civilisation The Turkish secular and democratic system has provided a model to both the Islamic Middle East and the new Turkish states of the former Soviet Union. The new state was created from the ruins of the Ottoman Empire in 1920s. Turkey has turned her face completely to the west since the foundation of the Republic. The economic and social development, as Hale examined (Hale, 1981), have proceeded in a predominantly liberal competitive political system since the 1940s. This paper will concern itself with the Turkish political leaders. Firstly, a brief information about the political structure of contemporary Turkey will be given. Then, the major findings on Turkish top political elites will be presented. The top political elites comprise all the presidents, presidents of the TGNA, prime ministers, and ministers who served in three or more cabinets during the whole modern Republican history of Turkey. In doing this, the variables of age, educational level, education type, occupation, foreign languages, gender and marital status, family size were used.

Documentary and historical research techniques (Bulmer, 1994) were used during the study. Two different data sets were created for analysis from the governmental publications and records and publications of the Turkish Grand National Assembly which is the main legislative organ in Turkey. As a result of examining all the assemblies in the Turkish Republican period (since 1920 up to 1990's) these major findings were discovered: The large majority of Turkish parliamentary elites were well educated, male, married, with a small family size and middle aged. Moreover the large majority of parliamentary elites were lawyers and civil bureaucrats. Turkish deputies have exhibited an elitist character as compared with Turkish society. Nevertheless, this elitist character has begun to change in recent years: a more differentiated development have begun.

The major goal was to construct a social portrait of Turkish elites, in other words to outline the social anatomy of the elites in Turkish society by using empirical data. The occupiers of the key positions in the major elite sectors were accepted as the elite. A total of five major elite groups were eventually examined. Extensive field researches comprise the major data sources of the study. Detailed interviews were conducted with members of Turkish elite groups. Additionally, documentary and historical data techniques, even secondary data were used. Education is the most important factor for elite recruitment in Turkish society. The media elites and political elites share similar social backgrounds. The members of these two elite groups have a relatively higher social class background than the Turkish labour union elites. The Turkish elites present a higher level consensually unified national elite character. However as a result of its nature, this consensus is not very sharp and exact on some issues. Following the demo-elite perspective this consensus can be called a "relative elite consensus."

Book excerpt: The Justice and Development Party has been in power in Turkey since 2002 after a sweeping victory. The party has since implemented a successful economic stabilization program and led the country into membership negotiations with the European Union. The educated modern-urban segments of the population, however, continue to harbor suspicion that the government party has a secret agenda of turning Turkey into an Islamic state. Although the evidence for such a fear is not fully convincing, it can be understood within the broader framework of Turkish modernization which was carried out by a highly centralized state in the cultural-educational domain in an uncompromising fashion, generating a social bifurcation between the moderns and the traditionalists. After the transition to competitive politics, elected politicians worked to curb the power of the state elites that have been the exponents of modernization policies. Supported also by economic development that has expanded society's power against the state, the political elites have worked to expand their scope for decision-making. Such redistribution of power in society has been problematical and has twice resulted in military interventions. The shift in the balance of power in favor of the political (elected) elite is nearing completion. The struggle is currently centered on the election of a new president by the parliament in May 2007 because historically the presidency has been seen as a position that counterbalances the preferences of the political elite by those of the state elite. Although likely to cause perturbations, the president will be elected by the Justice and Development Party. Consolidation of Turkey's democracy is continuing.

Book excerpt: In The Politics of the Welfare State in Turkey, author Erdem Yörük provides a politics-based explanation for the post-1980 transformation of the Turkish welfare system, in which poor relief policies have replaced employment-based social security. This book is one of the results of Yörük’s European Research Council-funded project, which compares the political dynamics in several emerging markets in order to develop a new political theory of welfare in the global south. As such, this book is an ambitious analytical and empirical contribution to understanding the causes of a sweeping shift in the nature of state welfare provision in Turkey during the recent decades—part of a global trend that extends far beyond Turkey. Most scholarship about Turkey and similar countries has explained this shift toward poor relief as a response to demographic and structural changes including aging populations, the decline in the economic weight of industry, and the informalization of labor, while ignoring the effect of grassroots politics. In order to overcome these theoretical shortages in the literature, the book revisits concepts of political containment and political mobilization from the earlier literature on the mid-twentieth-century welfare state development and incorporates the effects of grassroots politics in order to understand the recent welfare system shift as it materialized in Turkey, where a new matrix of political dynamics has produced new large-scale social assistance programs.

Book excerpt: This book aims at exploring the logic of political survival in Turkish politics studying the case of the AKP and using evidence from elite interviews, party documents, public speeches, and developments and changes for exploring AKP’s political survival in the chapters. These evidences indicate that there are four independent variables of dependent variable which is AKP’s political survival; -- the legitimization of AKP’s conservatism (2002-2007), AKP’s power struggle with Kemalist elites (2007-2011), AKP’s populism and authoritarianism (2011-2014) and the instrumentalization of Islamism and nationalism under Erdogan’s leadership (2014-2018) -- within the AKP’s four terms. In other words, this research offers a cause-and-effect mechanism between the four different policy approaches of the AKP’s four periods and the AKP’s political survival. Indeed, the AKP has been the most successful political party at the point of ensuring political survival throughout its 16-year rule. In the literature, there are few studies analyzing the 16-year rule of AKP government integrally. As a result of this limitation, the original contribution of this research is that it offers a holistic approach of the AKP government between 2002 and 2018 with using the concept of political survival which is not explored for the AKP case in the literature.

In addition, the ministers who served 4 or more times for the entire Republican period were accepted as top political leaders and taken into account in the research. The major social background characteristics, such as age, gender, family size, marital status, educational and occupational qualifications will be used to achieve this. Two different data sets were created for analysis from governmental publications and records and publications of the Turkish Grand National Assembly which is the main legislative organ in Turkey.
