Book excerpt: As operational experience is gained in the disposal of transuranic waste from nuclear weapons facilities at the Waste Isolation Pilot Plant in New Mexico, the Department of Energy (DOE) has opportunities to change how it "characterizes" waste to confirm that it is appropriate for shipment to and disposal at the underground repository. The waste shipped to the facility includes gloves, rags, tools, and other debris or dried sludge that has been contaminated by radioactive elements, including plutonium, during production or cleanup activities in the DOE weapons complex. However, before the DOE seeks regulatory approval for changes to its characterization program, the agency should conduct and publish a systematic and quantitative assessment to show that the proposed changes would not affect the protection of workers, the public, or the environment, according to the committee. The assessment should take into account technical factors, societal and regulatory impacts, and the time and effort required to make the changes.

Book excerpt: Now in paperback, this collection of Foucault’s lectures traces the historical formation and contemporary significance of the hermeneutics of the self. Just before the summer of 1982, French philosopher Michel Foucault gave a series of lectures at Victoria University in Toronto. In these lectures, which were part of his project of writing a genealogy of the modern subject, he is concerned with the care and cultivation of the self, a theme that becomes central to the second, third, and fourth volumes of his History of Sexuality. Foucault had always been interested in the question of how constellations of knowledge and power produce and shape subjects, and in the last phase of his life, he became especially interested not only in how subjects are formed by these forces but in how they ethically constitute themselves. In this lecture series and accompanying seminar, Foucault focuses on antiquity, starting with classical Greece, the early Roman empire, and concluding with Christian monasticism in the fourth and fifth centuries AD. Foucault traces the development of a new kind of verbal practice—“speaking the truth about oneself”—in which the subject increasingly comes to be defined by its inner thoughts and desires. He deemed this new form of “hermeneutical” subjectivity important not just for historical reasons, but also due to its enduring significance in modern society.

Book excerpt: The present work addresses itself to the question of the nature of appraisive concepts such as were the subject of investigation in The Concepts of Value* and The Concepts of Criticism. ** Many problems of prime importance in the theory of value could not be adequately treated there without diminishing the basic purpose of those studies which was above all to identify, classify and provide a general theoretical framework for the host of concepts with which we characterize and commend subjects of appraisal in all of the principal areas of human interest. The author might have forestalled the disappointment of some of his critics had he then explicitly promised to consider those problems at a later time. But his reluctance to promise what he might not be in a position to produce outweighed a keen awareness of what the problems are and of their evident seriousness. Although my treatment of such problems has only now been undertaken, in point of time my concern with them antedates by far the em pirical explorations of the two texts mentioned. Anyone who undertakes such a study is likely to have come under the in fluence of Professor Frank Sibley's 'Aesthetic Concepts't and of later develop ments in his analysis of certain appraisive concepts. The basic argument is that Machado had a particular interest in female characterization and that his fictional women became increasingly sophisticated and complex as he matured and developed as a writer and social commentator. This book argues that Machado developed, especially after 1880 (and what is usually considered the beginning of his “mature” period), a kind of anti-realistic, “new narrative,” one that presents itself as self-referential fictional artifice but one that also cultivates a keen social consciousness. The book also contends that Machado increasingly uses his female characterizations to convey this social consciousness and to show that the new Brazil that is emerging both before and after the establishment of the Brazilian Republic (1889) requires not only the emancipation of the black slaves but the emancipation of its women as well.
