Transparent instruction involves faculty/student discussion about several important aspects of academic work before students undertake that work, making explicit the purpose of the work, the knowledge that will be gained and its utility in students’ lives beyond college; explaining the tasks involved, the expected criteria, and providing multiple examples of real-world work applications of the specific academic discipline. The simple change of making objective and methods explicit – that faculty recognize as consistent with their teaching goals – creates substantial benefits for students and demonstrably increases such predictors of college students’ success as academic confidence, sense of belonging in college, self-awareness of skill development, and persistence. This guide presents a brief history of TILT, summarizes both past and current research on its impact on learning, and describes the three-part Transparency Framework (of purposes, tasks and criteria). Book excerpt: This Element argues that to understand why transparency “works” in one context, but fails in another, we have to take into account how institutional (macro), organizational (meso) contexts interact with individual behavior (micro). A review of research from each of these perspectives shows that the big promises thought to accompany greater transparency during the first two decades of the 20th century have not been delivered. For example, transparency does not necessarily lead to better government performance and more trust in government. At the same time, transparency is still a hallmark of democratic governance and as this book highlights, for instance, transparency has been relatively successful in combating government corruption. Finally, by explicitly taking a multilayered perspective into account, this Element develops new paths for future research.

Deemed safe, we put ourselves back together and are free to buy the beverage we were prohibited from taking through security. In The Transparent Traveler Rachel Hall explains how the familiar routines of airport security choreograph passenger behavior to create submissive and docile travelers. The cultural performance of contemporary security practices mobilizes what Hall calls the "aesthetics of transparency." To appear transparent, a passenger must perform innocence and display a willingness to open their body to routine inspection and analysis. Those who cannot—whether because of race, immigration and citizenship status, disability, age, or religion—are deemed opaque, presumed to be a threat, and subject to search and detention. Analyzing everything from airport architecture, photography, and computer-generated imagery to full-body scanners and TSA behavior detection techniques, Hall theorizes the transparent traveler as the embodiment of a cultural ideal of submission to surveillance.

Book excerpt: “Keep your government hands off my Medicare!” Such comments spotlight a central question animating Suzanne Mettler’s provocative and timely book: why are many Americans unaware of government social benefits and so hostile to them in principle, even though they receive them? The Obama administration has been roundly criticized for its inability to convey how much it has accomplished for ordinary citizens. Mettler argues that this difficulty is not merely a failure of communication; rather it is endemic to the formidable presence of the “submerged state.” In recent decades, federal policymakers have increasingly shunned the outright disbursing of benefits to individuals and families and favored instead less visible and more indirect incentives and subsidies, from tax breaks to payments for services to private companies. These submerged policies, Mettler shows, obscure the role of government and exaggerate that of the market. As a result, citizens are unaware not only of the benefits they receive, but of the massive advantages given to powerful interests, such as insurance companies and the financial industry. Neither do they realize that the policies of the submerged state shower their largest benefits on the most affluent Americans, exacerbating inequality. Mettler analyzes three Obama reforms—student aid, tax relief, and health care—to reveal the submerged state and its consequences, demonstrating how structurally difficult it is to enact policy reforms and even to obtain public recognition for achieving them. She concludes with recommendations for reform to help make hidden policies more visible and governance more comprehensible to all Americans. The sad truth is that many American citizens do not know how major social programs work—or even whether they benefit from them. Suzanne Mettler’s important new book will bring government policies back to the surface and encourage citizens to reclaim their voice in the political process.
