Book excerpt: This project investigates the potential role of project management policy in major systems acquisition for the Polish Armed Forces (PAF). It includes a short overview of program management in the United States Department of Defense (DoD); analysis of present procedures in the PAF; a cost and benefit discussion of implementing the policy in Poland; and finally a discussion of possible solutions and implementation plans. The PAF have undergone major transformation since the fall of the Berlin's wall and the dissolution of the Warsaw Pact. Serious reduction of the PAF has been accompanied by technical restructuring and modernization of several major weapon systems which must meet new high NATO standards. Successful and effective managing of the acquisition process seems to be crucial for the new shape of the PAF. However no centralized management across all phases of the acquisition process exists in Poland at the moment. Different military and civilian authorities dominate different phases of the acquisition process. There is an urgent need to implement project management policy in order to consolidate the efforts of all the branches and to ensure a successful transformation of the PAF.

Book excerpt: This thesis provides some recommendations for the professional improvement of the Polish Armed Forces while maintaining a conscript type of military. Much of the literature suggests that some countries transform their militaries into an all-volunteer force to achieve a better quality of military and to solve the problem of manpower as well as lack of society's acceptance. This thesis begins with the case studies of countries that have transitioned their militaries to an all-volunteer force e.g. the United States, Holland, and others. It also addresses a country that did not, Germany. The next part of this thesis examines the historical overview of the civil-military relationship in Poland, and focuses on the problems that Polish Army confronts today. First, analysis indicates that the countries that transitioned to an all-volunteer force did not achieve their goals; they still maintain their manpower shortages and lack of society's acceptance. Second, even if an all- volunteer force was achieved, Poland would not be able to economically maintain it. Based on this analysis, this thesis concludes that the Polish Armed Forces should maintain a conscript type of the military, while increasing the quality and professionalism of its staff, as indicated by the German Army.

Book excerpt: Rarely have an army's fortunes shifted so much in such a short period. At the end of 1917, the Imperial Russian Army, bled dry and exhausted from the twin blows of tsarist incompetence and prolonged modern warfare, essentially ceased to exist. The military situation in 1920 could scarcely have been more different. The Red Army's military supremacy over the territory of the soon-to-be Soviet Union was unchallenged and acknowledged by the world's major powers. All of this made what happened next even more shocking. Later that same year, the Soviets would find themselves utterly defeated and thrown back by the Polish Army, an organization nearly one-tenth the size of the Red Army fielded by a state that had been obliterated from existence for 120 years and reconstituted only 2 years prior. This paper illustrates the hazards inherent in transforming a military under fire, and provides some cautionary lessons for the current U.S. efforts at military transformation. The outbreak of civil war in June 1918 galvanized the creation of the fledgling Workers' and Peasants' Red Army, authorized by the Congress of Soviets only 6 months before. Specific focus areas for the Supreme Military Council, the chief military body of the new force, included leader development, new organizations and doctrine for the force, and a logistical system capable of supporting warfare across the vast distances of Russia. All of these were shaped by the pressures of transformation under fire, and those transformations would have great impact later. The most significant outcome of these pressures was the permanency of supposedly temporary institutions like the commissars and the limited role of the noncommissioned officer (NCO) corps. Although the Bolsheviks showed real innovation and a healthy pragmatism in constructing their new force, their transformational efforts were ultimately doomed by a stubborn refusal to recognize their own limitations. Flush with victory, the Soviets drove west to settle old scores with the Poles, only to discover that their force was overmatched and incapable of adjusting to the new terrain and enemy. In a very real sense, the Red Army never really knew who it was fighting in Poland, and thus could not bring any of its strengths to bear. Additionally, its methods of logistics and command and control were all shaped by the long fight with the Whites and were wholly unsuitable for battle against a very different enemy. The parallels and warning signs for U.S. efforts at transformation while simultaneously prosecuting a Global War on Terror are striking and ominous. Specific lessons offered include: 1. Armies at war, and the governments who oversee them, must be willing to accept a limited amount of compromise between the ideological designs of the government in power and the practical imperatives of war. 2. Armies that create "temporary" military institu-tions designed to meet only the exigencies of the current conflict should be aware that such organizations may rapidly achieve a state of permanency. 3. Armies at war are dynamic institutions subject to constant stresses of varying forms and degrees. Such institutions must possess reactive and responsive organs capable of rapidly assimilating lessons learned and current trends and putting them into practice. 4. The greatest danger inherent in transformation under fire is the hazard of creating a force geared towards defeating a specific enemy at the expense of more broad-based capabilities.

The countries of the region inherited a onerous legacy in this area: their armed forces were part of the communist party-state system and most were oriented towards Cold War missions; they were large in size and supported by high levels of defence spending; and they were based on universal male conscription. Book excerpt: This book analyses how and to what extent ex-communist states have adjusted their defence strategies since joining the EU and NATO, and how differences and similarities between their strategies can be explained. Between 1999 and 2013, four phases of enlargement took place when the European Union (EU) and NATO allowed 11 new former communist states to enter both organisations. These states share some common attributes and experiences related to strategic culture and common experiences during the Cold War era that can potentially explain similarities in behaviour and preferences among them. However, the strategic adjustments among these states are far from uniform. In an effort to explain these differences, the book introduces three intervening variables: (1) differences in relative power and position in the international system, (2) national geographical characteristics; and (3) historical experiences related to formative periods of state-building processes as well as wars and armed conflicts. Empirically, the book strives to present and analyse the defence strategies of each of the new allies by conducting a structured focused comparison of official strategic documents from the twenty-first century for each of the 11 cases. Theoretically and methodologically, it introduces an analytical framework enabling us to explain both similarities and differences in the formulation of the strategies of the 11 states, and to shed light on their external and internal efforts to promote their strategic interest by operationalising the dependent variable - defence strategy. The analytical framework combines elements of structural realism with classical realism, and constructivist research on unit-level characteristics related to relative power and perceptions of strategic exposure. This book will be of much interest to students of strategic studies, European Union policy, NATO and International Relations in general.

Despite a shared vision, transformation has been primarily a US-led process centered on the exploitation of new information technologies in combination with new concepts for "networked organizations" and "effects-based operations." Simply put, European states have been unable to match the level of US investment in new military technologies, leading to the identification of a growing "transformation gap" between the US and the European allies. This book assesses the extent and trajectory of military transformation across a range of European NATO member states, setting their transformation progress against that of the US, and examining the complex mix of factors driving military transformation in each country. It reveals not only the nature and extent of the transatlantic gap, but also identifies an enormous variation in the extent and pace of transformation among the European allies, suggesting both technological and operational gaps within Europe.
