The transformation of higher education is not only a comprehensive process, but also a radical one. Furthermore, it is a precipitous process – almost daily are shifts of emphasis and new issues which dominate the higher education debate. In the second chapter this paper will give an insight in the South Africa’s system of higher education during apartheid with a special focus on the role that the state played , as this makes clear the reason for any transformation. When discussing the transformation of South Africa’s higher education system, the first item of business involves changing the racial complexion of university student and staff profiles. Therefore it is necessary to discuss access policies for students and affirmative action programmes concerning staff policies. In the fourth chapter future perspectives, such as distance learning programmes, and challenges will be considered that universities in South Africa are facing nowadays. The centre of attention are the miscellaneous influences on the higher education system. Finally, this paper will make clear the importance for South African higher education institutions to develop a multi-dimensional view of diversity. [...]

From the ascent to power of the National Party in 1948, tertiary institutions were divided along ethno-linguistic lines in accordance with the segregationist policies of the apartheid system. The 1990s ushered in a new political era characterized by the un-banning of political parties, the release of political prisoners, and the shift of political power from the Nationalist party to the government of national unity led by the African National Congress. Since the change of government in 1994 there has been a concerted effort to transform the system of higher education from one in which race, gender, and class determine access and success, to a more equitable one. The demise of apartheid in South Africa requires that educational institutions transform in order to reflect the changing nature of the country. This volume includes case studies on South African tertiary institutions immersed in the process of transformation, examining the issue of language policy at Afrikaans-medium institutions, the challenges that the historically white, English-medium institutions face when including a previously excluded group, the experiences of Black South African students enrolled at such institutions, and the challenges faced by historically disadvantaged institutions.

In this regard, the book calls for African universities to relocate from the position of object to subject in order to gain a form of liberated epistemological voice more responsive to the social and economic complexities of the continent. In itself, this is a critical exposé of contemporary practices in knowledge advancement in the continent. Broadly the book addresses the following questions: How can African universities reinvent knowledge production and dissemination in the face of the dominant Eurocentricism so pervasive and characteristic of academic practice in Africa to enhance their relevance to the contexts in which they operate? How can such change, particularly at knowledge production and distribution levels, be undertaken, without falling into an intellectual and discursive ghettoization in the global context? What then is the role of academics, policy makers and curriculum and program designers in dealing with biases and distortions to integrate policies, knowledge and pedagogy that reflect current cultural diversity, both local and global? Against this backdrop, while some contributions in this book argue that emancipatory epistemic voice in African universities is not yet born, or it is struggling with little success, many dissenting voices charge that if Africans do not take responsibility and construct knowledge strategies for their own emancipation, who will?

Book excerpt: Tensions in South African universities have traditionally centred around equity (particularly access and affordability), historical legacies (such as apartheid and colonialism), and the shape and structure of the higher education system. What has not received sufficient attention, is the contribution of the university to place-based development. This volume is the first in South Africa to engage seriously with the place-based developmental role of universities. In the international literature and policy there has been an increasing integration of the university with place-based development, especially in cities. This volume weighs in on the debate by drawing attention to the place-based roles and agency of South African universities in their local towns and cities. It acknowledges that universities were given specific development roles in regions, homelands and towns under apartheid, and comments on why sub-national, place-based development has not been a key theme in post-apartheid, higher education planning. Given the developmental crisis in the country, universities could be expected to play a more constructive and meaningful role in the development of their own precincts, cities and regions. But what should that role be? Is there evidence that this is already occurring in South Africa, despite the lack of a national policy framework? What plans and programmes are in place, and what is needed to expand the development agency of universities at the local level? Who and what might be involved? Where should the focus lie, and who might benefit most, and why? Is there a need perhaps to approach the challenges of college towns, secondary cities and metropolitan centers differently? This book poses some of these questions as it considers the experiences of a number of South African universities, including Wits, Pretoria, Nelson Mandela University and especially Fort Hare as one of its post-centenary challenges.

Enforced racial segregation resulted in a plethora of institutions to accommodate specific racial and language groups, which were managed and professionally staffed mostly by white males. This book examines the processes of restructuring following on the government's decision in 2001/2002: to radically reform the legacy of 'the geopolitical imagination of the apartheid planners' in higher education. The legitimacy of the university in Africa is under serious questions now because of its complicity in racism, patriarchy, sexism, colonialism, capitalism, genocide, epistemicide, linguicide, culturecide, and alienation. In other words, the university in Africa as we know it today is elitist and exclusionary. Therefore, rethinking the idea of the university is fundamental to overcoming its current deficiencies in the Global South. This volume, bringing together a number of national case studies and macro-analyses on the dynamics of changing higher education in the Global South, gestures towards the desired, imagined decolonial African university, which should be a site of multilingualism where African indigenous languages, cosmologies and ontologies become a central part of its identity and soul, intolerant of epistemicides, linguicides, and cultural imperialism, but a site of cognitive and social justice that fully embraces the idea that all human beings are born into valid, useful, relevant and legitimate knowledge systems.
