Book excerpt: The Transatlantic Trade and Investment Partnership (TTIP) presents a historic opportunity for the European Union and the United States to remove regulatory divergence - today{OCLCbr#D0}’s most prominent obstacle to trade exchanges -, thereby increasing economic growth for the citizens of both policies. Yet, with great promises come challenges too. The EU and the US have been attempting to reduce trade barriers since the 1970s, and parliamentarians from both sides of the Atlantic have since the 1990s been working to institutionalise these efforts through a variety of dialogues and committees, as epitomised by the Transatlantic Legislators{OCLCbr#D0}’ Dialogue (TLD). While this report reviews these efforts in detail, the general conclusion regarding past attempts at regulatory convergence is an overall lack of success : regulatory differences remain as neither side has the incentives to consider the extraterritorial effects of its regulations. As an international agreement predicted to contain a Horizontal Chapter - an innovative approach to international trade treaty-making containing a framework for future regulatory cooperation - TTIP has the potential to transform this impasse, if approached correctly. The Horizontal Chapter would provide a {OCLCbr#D0}‘gateway{OCLCbr#D0}’ for handling sectoral regulatory issues between the EU and the US, including by addressing both legislation and non-legislative acts, regardless of the level at which they are adopted and by whom. The development of such a framework for transatlantic regulatory cooperation - which is likely to be accompanied by the establishment of a Regulatory Cooperation Council (RCC), a mechanism that could ensure TTIP{OCLCbr#D0}’s operation - raises many important questions in relation to its interactions with the parties{OCLCbr#D0}’ respective legislatures, the European Parliament and the US Congress. This report examines the potential parliamentary roles, and their implications for the EU legal order - including issues of transparency, democracy, and accountability - in detail. It concludes with recommendations designed to identify the most appropriate avenues to ensure parliamentarian involvement and connect transatlantic parliamentary cooperation with the institutional operation of TTIP.

It covers the subject of trade justice from its theoretical foundations to a number of specific issues on which the authors' account throws light. The state as an actor in the domain of global justice is central to the discussion but it also explores the obligations of business extensively, recognizing the importance of the modern corporation for trade. Topics such as wages injustice, collusion with authoritarian regimes, relocation decisions, and obligations arising from interaction with suppliers and sub-contractors all enter prominently. Another central actor in the domain of trade is the World Trade Organization. The WTO needs to see itself as an agent of justice. The Transatlantic Trade and Investment Partnership, or TTIP, is the most ambitious trade and investment pact ever attempted and an opportunity to revitalise the relationship between Europe and the US. As the EU and US combined account for nearly half of world GDP, the potential gains from such a deal could be substantial - as much as £100bn a year to the EU and £80bn to the US according to some estimates. While getting rid of the remaining tariffs on transatlantic trade is important, some 80 per cent of the potential gains will be derived from the removal of non-tariff barriers, a point of particular significance for SMEs. A successful TTIP will be of benefit to the rest of the world by stimulating world trade in general and encouraging progress on other multilateral trade initiatives, including encouraging China's participation. TTIP should also not be a closed shop and that there should be provision to allow third countries to participate. But without more political impetus from Washington and the big EU member states and without a concerted campaign to make the public in all the countries involved more aware of the potential benefits, the opportunity could be lost. If that happens the EU and the US are unlikely to be in the same position of influence in the world economy next time around

This single voice has enabled the Brussels-based institution to impact the distributional outcomes of international trade negotiations and shape the global political economy. Trading Voices is the most comprehensive book about the politics of trade policy in the EU and the role of the EU as a central actor in international commercial negotiations. Sophie Meunier explores how this pooling of trade policy-making and external representation affects the EU's bargaining power in international trade talks. Using institutionalist analysis, she argues that its complex institutional procedures and multiple masters have, more than once, forced its trade partners to give in to an EU speaking with a single voice.
