Available in PDF, EPUB and Kindle. Book excerpt: This monograph compares the post-Cold War restructuring of the defense industries in the United States and Europe with the aim of understanding the implications for the transatlantic industrial base. We argue that different processes of industrial restructuring and consolidation present obstacles to transatlantic initiatives, and that government policies and conflicting political visions exacerbate the opportunities for collaboration between the United States and Europe. We assess the extent to which the restructuring of the U.S. and European defense industrial bases has uprooted national champions and, assisted by global competition, provided an industrial foundation for more extensive transatlantic cooperation. We conclude by suggesting factors that will shape further restructuring and consolidation in the short- and medium term and making recommendations for assisting the development of a transatlantic, rather than bipolar, defense industrial base.

Book excerpt: The United States enters the 21st century as the premier military force in the world, in part because the US industrial and technology base is the strongest in the world. The defense industrial base has gone, and is still going through, dramatic transformation. With the collapse of the Berlin Wall in 1989 and subsequent breakup of the Soviet Union in 1991, profound changes have swept over the global political landscape. The US and its coalition partners face a dynamic security environment, marked by dramatic and constant geopolitical, military, economic, and technological change. The US recognizes that the health of its national security, the health of its defense industry, and the health of the NATO alliance are intertwined and that both sides of the Atlantic need viable defense industries in order to manage foreign policy. As a result, American and European governments and industry are struggling to respond to the upheaval brought about by the end of the Cold War. Major defense procurement decisions carry with them far greater implications for the industrial and technological base of the Atlantic alliance than they did during the Cold War. Consequently, both sides must consider carefully the implications for the alliance of its procurement decisions and practices to ensure this century is more peaceful and stable than the century before it.

Book excerpt: With the defense industry of Western Europe virtually reduced to four major players (BAE SYSTEMS, THALES, EADS, and Finmeccanica), what will its role be in the global defense industry? In this report, the author provides an overview of the current state of the market; describes the major European players, their activities, and their partnerships; and explores the major driving factors of the market. She then posits alternative scenarios by examining the influence of these driving factors and traces the implications of these scenarios for the progress of transatlantic defense industrial cooperation. She concludes that the industry is in a difficult situation and suggests areas of potential change to improve the industry's future outlook.

Book The Transformation of the European Defense Industry

Download or read book The Transformation of the European Defense Industry written by James Steinberg and published by Rand Corporation. This book was released on 1992-01-01 with total page 123 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past five years, the European defense industry has undergone a dramatic restructuring. Economic forces and government policies have led to substantial industrial consolidation and the development of extensive transnational ties. Although there have been a number of efforts to promote transatlantic collaboration, most of the consolidation has taken place within and among European defense firms. Despite some efforts by national governments and such organizations as the Independent European Program Group and NATO to promote competition, there is a distinct trend toward national and transnational monopolies. Shrinking defense budgets have accentuated concerns about preserving defense industrial base, increasing the pressure for protectionism. Achieving the economic and political benefits of transatlantic collaboration and a competitive market will require more sustained U.S. and European government efforts to promote open access, eliminate trade barriers, and encourage industry-initiated transatlantic teaming.

Book Fortresses and Icebergs

Download or read book Fortresses and Icebergs written by Jeffrey P. Bialos and published by . This book was released on 2009 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Commissioned by the U.S. Department of Defense, this book uses disciplined diagnostic methodologies to assess the openness and accessibility of European and U.S. defense markets. The authors also evaluate the evolving European institutions, laws, policies, practices, and arrangements that impact the defense industry. They also propose recommendations for the future. As the book discusses, a more open and competitive transatlantic defense market can potentially facilitate greater force interoperability and capability acquisition in an era where coalition warfare is the norm. A more competitive market would also encourage greater competition, and the affordability and innovation it brings, in a time of global defense industrial consolidation.

Book The US Defense Industrial Base

Book excerpt: Eisenhower's warning about undue influence, rather than the need to maintain American military strength, tends to dominate contemporary discussions of the US defense industrial base. While the percentage of US gross domestic product going to national defense remains low compared to the 1950s and 1960s, there is a growing list of defense programs that have experienced problems with cost, schedule, and, in a few cases, weapon performance. In fairness, the federal government, including the Department of Defense and Congress, is at least as much to blame for many of these programmatic difficulties as US defense firms. Nevertheless, those critical of the defense industry tend to concentrate on these acquisition shortcomings. The main focus of this report is on a larger question. How prepared is the US defense industrial base to meet the needs of the US military Services in coming decades? The Cold War challenge of Soviet power has largely ebbed, but new challenges have emerged. There is the immediate threat of the violence stemming from Salafi- Takfiri and Khomeinist terrorist groups and their state sponsors, that have consumed so much American blood and treasure in Iraq; the longer-term challenge of authoritarian capitalist regimes epitomized by the rise of China and a resurgent Russia; and, not least, the worsening problem of proliferation, particularly of nuclear weapons. In the face of these more complex and varied challenges, it would surely be premature to begin dismantling the US defense industry. From a competitive perspective, therefore, the vital question about the defense industrial base is whether it will be as much a source of long-term advantage in the decades ahead as it has been since the 1950s.
