Book excerpt: The European Conservatives and Reformists (ECR) are now established as one of the larger groups in the European Parliament and from 2014 to 2019 had more MEPs than the Liberals, Greens or radical left and right-wing factions. Despite this, ECR has so far been largely dismissed by political scientists, journalists and Brussels policy-makers as merely another Euro-sceptic faction. Representing the first major study of the political activities of ECR and its ‘Euro-realist’ agenda, this book argues that ECR ought to be recognised as the main voice for Conservatism in Strasbourg, promoting ‘Anglosphere’ free market values and the role of NATO in international relations. The book begins with an examination of the origins and early development of ECR, when British Conservative leader David Cameron established the group in a Euro-sceptic gesture to his party. Cameron failed, however, to see the isolating long-term consequences of withdrawing his MEPs from the powerful European People’s Party (EPP). Other chapters examine the role of ECR member parties in its development and profile – including Law and Justice (PiS) from Poland, the Czech Civic Democrats (ODS), the New Flemish Alliance (N-VA) and the Danish People’s Party (DF). Drawing on interviews with MEPs and other key figures, the book concludes with an analysis of the leadership and policy activities of ECR politicians in Brussels and Strasbourg in an attempt to measure influence.

Book excerpt: The European Court of Human Rights has long held unparalleled sway over questions of human rights violations across continental Europe, Britain, and beyond. Both its supporters and detractors accept the common view that the European human rights system was originally devised as a means of containing communism and fascism after World War II. In The Conservative Human Rights Revolution, Marco Duranti radically reinterprets the origins of the European Convention on Human Rights (ECHR), arguing that conservatives conceived of the treaty not only as a Cold War measure, but also as a vehicle for pursuing a controversial domestic political agenda on either side of the Channel. Just as the Supreme Court of the United States had sought to overturn Franklin Roosevelt's New Deal, a European Court of Human Rights was meant to constrain the ability of democratically elected governments to implement left-wing policies that British and French conservatives believed violated their basic liberties. Conservative human rights rhetoric, Duranti argues, evoked a romantic Christian vision of Europe. Rather than follow the model of the Universal Declaration of Human Rights, conservatives such as Winston Churchill grounded their appeals for new human rights safeguards in the values of a bygone European civilization. All told, these efforts served as a basis for reconciliation between Germans and the "West," the exclusion of communists from the European project, and the denial of equal protection to colonized peoples. Illuminating the history of internationalism and international law, and elucidating Churchill's Europeanism and critical contribution to the genesis of the ECHR, this book revisits the ethical foundations of European integration across the first half of the twentieth century and offers a new perspective on the crisis in which the European Union finds itself today.

Book excerpt: Former Conservative Member of the European Parliament Ben Patterson explores the complex relationship between the Conservative Party and what started out as the Common Market and has ended up as today's European Union. He shows a relationship with Europe that was always ambivalent - Churchill famously called for a "United States of Europe" but the counter-pull of Empire and alliance with America were strong in the post-war period - but ultimately led to Macmillan applying to join the EEC. Edward Heath faced down residual anti-Common Market sentiment in his own party and the country at large, leading Britain to membership in 1973, a result convincingly confirmed by referendum in 1975. The party's relationship with Europe was frequently abrasive under Margaret Thatcher, but support for Britain's actively engaged membership remained strong within Tory ranks, buoyed by Thatcher's success on the British rebate and the progress to the single market, much favoured by all strands of opinion in the party. Over the last two decades, however, there has been a steady erosion of the old mainstream centrist pro-Europeanism of the party as Euroscepticism has moved from the disruptive fringe, which so undermined the Major premiership, to influence ever more sections of party opinion. In the process relations with what would otherwise be allied centre-right parties in Europe have become frayed and Britain a more peripheral player in the formulation of EU policy.
