Book Strengthening Long Term Nuclear Security

Download or read book Strengthening Long Term Nuclear Security written by Russian Academy of Sciences and published by National Academies Press. This book was released on 2006-03-22 with total page 118 pages. Available in PDF, EPUB and Kindle. Book excerpt: In July 2005, the National Academies released the report Strengthening Long-term Nuclear Security: Protecting Weapon-Usable Material in Russia. The report highlighted several obstacles in the transition from a U.S.-Russian cooperative program to a Russian-directed and Russian-funded fully indigenized program that will ensure the security of 600 tons of weapon-usable nuclear material at a level of international acceptability. Overcoming these obstacles requires an increased political commitment at a number of levels of the Russian Government to modern material protection, control, and accounting systems (MPC&A). Adequate resources must be provided to facilities where weapon-usable material is located for upgrading and maintaining MPC&A systems. Additionally, the technical security systems that are being installed through the cooperative program need to be fully embraced by Russian managers and specialists. The report recommends the establishment of a ten-year indigenization fund of about $500 million provided by Russia and its G-8 partners as a new mechanism for gradually shifting the financial burden of MPC&A to the Russian Government.

Book The Oxford Handbook of Nuclear Security

Download or read book The Oxford Handbook of Nuclear Security written by and published by Oxford University Press. This book was released on 2024-05-16 with total page 769 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Oxford Handbook of Nuclear Security provides a comprehensive examination of efforts to secure sensitive nuclear assets and mitigate the risk of nuclear terrorism and other non-state actor threats. It aims to provide the reader with a holistic understanding of nuclear security through exploring its legal, political, and technical dimensions at the international, national, and organizational levels. Recognizing there is no one-size-fits-all approach to nuclear security, the book explores fundamental elements and concepts in practice through a number of case studies which showcase how and why national and organizational approaches have diverged. Although focused on critiquing past and current activities, unexplored yet crucial aspects of nuclear security are also considered, and how gaps in international efforts might be filled. Contributors to the handbook are drawn from a variety of different disciplinary backgrounds and experiences, to provide a wide range of perspectives on nuclear security issues and move beyond the Western narratives that have tended to dominate the debate. These include scholars from both developed and developing nuclear countries, as well as practitioners working in the field of nuclear security in an effort to bridge the gap between theory and practice.

Book The Global Politics of Combating Nuclear Terrorism

Download or read book The Global Politics of Combating Nuclear Terrorism written by William C. Potter and published by Routledge. This book was released on 2013-09-13 with total page 201 pages. Available in PDF, EPUB and Kindle. Book excerpt: The most difficult challenge for a terrorist organization seeking to build a nuclear weapon or improvised nuclear device is obtaining fissile material, either plutonium or highly enriched uranium (HEU). Experts acknowledge that obtaining HEU, uranium that has been processed to increase the proportion of the U-235 isotope to over 20%, is the most difficult challenge facing a state or non-state actor seeking to build a nuclear explosive. The large stocks of HEU in civilian use, many not adequately protected, are thus one of the greatest security risks facing the global community at present. This book contains chapters examining the various uses for this material and possible alternatives; the threat posed by this material; the economic, political and strategic obstacles to international efforts to end the use of HEU for commercial and research purposes; as well as new national and international measures that should be taken to further the elimination of HEU. This book was published as a special issue of The Nonproliferation Review.

Book Nuclear Threats and Security Challenges

Download or read book Nuclear Threats and Security Challenges written by Samuel Apikyan and published by Springer. This book was released on 2015-06-30 with total page 275 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the dissolution of the Soviet Union the nuclear threats facing the world are constantly evolving and have grown more complex since the end of the Cold War. The diversion of complete weapon systems or nuclear material to rogue nations and terrorist organizations has increased. The events of the past years have proved the necessity to reevaluate these threats on a level never before considered. In recognition that no single country possesses all of the answers to the critical scientific, institutional and legal questions associated with combating nuclear and radiological terrorism, the NATO Advanced Research Workshop on “Preparedness for Nuclear and Radiological Threats” and this proceeding was structured to promote wide-ranging, multi-national exploration of critical technology needs and underlying scientific challenges to reducing the threat of nuclear/radiological terrorism; to illustrate through country-specific presentations how resulting technologies were used in national programs; and to outline the role of legal, policy and institutional frameworks in countering nuclear/ radiological terrorism. One key outcome of this book is better understanding of the interdependent contributions from across the international community of the scientific and technological components and the legal, policy and institutional components to combating nuclear and radiological threats.

The amended Convention makes it legally binding for States Parties to protect nuclear facilities and material in peaceful domestic use, storage as well as transport. It also provides for expanded cooperation between and among States regarding rapid measures to locate and recover stolen or smuggled nuclear material, mitigate any radiological consequences of sabotage, and prevent and combat related offences. The amendments will take effect once they have been ratified by two-thirds of the States Parties of the Convention.
